Secretary's Fourth of July Message

The terrorists who so savagely attacked this Nation last September thought they could change the face of America. In one very significant way they have: if they could visit us on the Fourth of July, they would see American flags waving from porches on every block, in every city - a ribbon of red, white, and blue stretching from coast to coast.

Freedom is the foundation on which our Nation is built, and as Americans, we value our liberty above all else. Our citizens have flourished each time freedom has been tested and we have climbed to new heights whenever freedom prevailed.

Freedom thrives this Fourth of July - and in some unexpected ways.

President Bush has called on Americans to become citizens, not spectators. And so working together, we are tackling such challenges as homelessness, poverty, and underperforming schools. More than ever before, Americans are actively participating in bettering their communities.

The freedom we cherish allows this. The responsibility that accompanies freedom requires it.
