Milwaukee Multifamily Project Manager Sandra Devlin was honored as the 2006 recipient of the Charles M. Hill, Sr. Award for Housing Excellence for her tireless support for affordable housing. The Award, named in honor of Charles M. Hill, Sr., Executive Vice President of the Federal Home Loan Bank of Chicago, until his retirement in 2000. Mr. Hill announced the selection of Ms. Devlin for the 2006 Award for Housing Excellence at the 10th annual statewide affordable housing conference held in Green Bay, WI, in July 2006.

The Wisconsin Collaborative for Affordable Housing presents the Housing Excellence Award each year based on the following criteria for the winning nominee:
- commitment to advocacy for affordable housing
- the extent to which their work has had a lasting impact on bettering the cause of affordable housing
- success in one of more specialized affordable housing categories.
The Award presented to Ms. Devlin reads:
