Fair Housing Assistance Program (FHAP)

FHAP is designed to build a coordinated, intergovernmental enforcement effort to further fair housing. It provides funding to State and local fair housing enforcement agencies which have been certified by the Assistant Secretary for Fair Housing and Equal Opportunity as administering laws which are substantially equivalent to the Fair Housing Act. Funding the FHAP agencies encourages them to assume a greater share of the responsibility for the administration and enforcement of their fair housing laws and ordinances. FHAP funding is distributed through a formula and can be used to cover the costs of processing dual-filed complaints, training on the Federal and State and local fair housing laws, technical assistance, and the development and enhancement of other fair housing enforcement projects.

In FY 2000, $20 million has been appropriated to FHAP—$3.5 million of which will be set aside to strengthen the partnerships between FHAPs and private organizations to address housing discrimination.
