HUD AWARDS $16.9 MILLION FOR AFFORDABLE HOUSING AND ECONOMIC DEVELOPMENT IN RURAL AMERICA
$1,905,378 to benefit rural areas of California
WASHINGTON - U.S. Housing and Urban Development Secretary Steven Preston today awarded $16.9 million to
60 rural housing programs across the
country to stimulate economic development, create jobs and produce more affordable housing. Included in the funding announced today, HUD awarded six grants
totaling $1,905,378 in rural California.
The funding is provided through HUD's Rural Housing and Economic Development Program (see attached). In California, HUD awarded grants to Bear River Band of Rohnerville Rancheria (Loleta), Bishop Paiute Tribe (Bishop), Karuk Tribe (Happy Camp), Timbisha Shoshone Tribe (Bishop), Big Pine Paiute Tribe (Big Pine), Relational Culture Institute (Fresno), and Tule River Tribal Council (Porterville).
"HUD is deeply invested in promoting affordable housing and community development throughout rural America," said Preston. "These grants will stimulate the kind of employment, economic growth, and housing development that will have a direct impact on working families in our rural communities."
Bear River Band of Rohnerville Rancheria in Loleta, CA will receive a Rural Housing and Economic Development Innovative grant award in the amount of
$300,000. This Innovative award will assist the tribe in the development
of a mixed use 113 acre Tribal property. This project will combine residential,
commercial and community space to address the needs of their target population. With the RHED funds, the Bear River Band estates site will support
infrastructure improvements to be instituted in the development of this Tribal property. The proposed leveraging for this project is $2,534,792.

Bishop Paiute Tribe in Bishop, CA will receive a Rural Housing and Economic Development Innovative grant award
in the amount of $296,410.
This innovative award will assist the applicant in their feasibility study of constructing
an assembly plant to build modular housing units with passive solar and
water heating and energy needs. Proposed leveraging for this project is $177,805.

Karuk Tribe in Happy Camp, CA will receive a Rural Housing and Economic Development Innovative grant award in
the amount of $300,000. This
Innovative award will assist in the construction of a facility to house various
workshops and address the needs of their targeted population. This mix use
facility will be utilized in the strategic planning and economic development geared toward the tribe in providing job training, enterprise development, credit
counseling, and homeownership counseling. Proposed leveraging for this project is $328,700.

Timbisha Shoshone Tribe in Bishop, CA will receive a Rural Housing and Economic Development Innovative grant award in the amount of $124,000.
This Innovative award will assist in the development of their energy resource infrastructure. The Tribe is proposing to address the needs of their lands in
providing a consistent supply of
electricity to meet the current and future needs of their targeted group. The solar powered plant being proposed
will provide
power to 30 Tribal homes with fueling stops and their convenience store project. Proposed leveraging
for this project is $85,000.

Big Pine Paiute Tribe in Big Pine, CA will receive a Rural Housing and Economic Development Innovative grant
award in the amount of $284,968.
This Innovative award will assist the applicant in developing a comprehensive business development and job creation program that will incubate 15 businesses.
These businesses will result in the creation or retention of an average of 4 jobs each for a total of 60 jobs at a cost per job of $2,000. Partners for
this
project are BPPEDC, USEDA, Canyon National Bank, CIMC, and the Tribal TANF. The proposed leveraging for
this project is $4,696,960.

The Relational Culture Institute in Fresno, CA will receive a Rural Housing and Economic Development Innovative grant award in the amount
of $300,000. This Innovative award will assist the applicant in providing counseling for
150 low-to-moderate income families, and training 10 existing
businesses. Partners for this project are The
Community Housing Council of Fresno, the CSUF University Business Center, the Fresno Area Hispanic Chamber
Commerce, the Greenlining Institute and a host of other partners. The proposed leveraging for this project is $182,560.

Tule River Tribal Council in Porterville, CA will receive a Rural Housing and Economic Development Innovative grant award in the amount of
$300,000. This Innovative award will assist the applicant in the construction of 10 houses, creation of 5 jobs, training of 5 participants, and the creation of
1 business. The proposed leveraging for this
project is $2,572,933.

Rural Housing and Economic Development (RHED) grants help pay for land acquisition, new home construction, housing demolition, infrastructure
improvements and construction training. Other possible uses include
homeownership and financial counseling; financial assistance to homeowners, businesses and
developers; creating microenterprises and small business incubators; and establishing lines of credit or revolving loan pools to benefit the local business
community. In addition to the funding announced today, rural communities are expected to generate nearly $59 million from other public and private sources to
promote economic development and employment.
Qualified applicants are local rural nonprofit organizations, community development corporations, federally recognized Indian tribes, State housing finance
agencies and/or local economic development agencies. RHED grants have provided nearly $223 million, creating/training more than 35,000 jobs, assisting nearly
5,500 businesses and
producing 14,000 affordable homes.
Rural communities will use this funding as seed money to pay the start-up costs for housing or economic
development projects. These grants will also help
organizations to hire and train their staffs, develop strategic
plans and acquire office space and other needed facilities.
