The Alameda County (CA) Continuum of Care is a county-wide plan that includes the cities of Berkeley and Oakland, 12 other cities, and the balance of the 821 square-mile county. A special working group comprised of homeless service providers, business and labor representatives, local government agencies, housing developers and others was established to guide the Continuum of Care planning process. Community input was obtained through public forums and through the participation of homeless and formerly homeless people. The resulting plan contains 23 first- year goals, 40 long-term strategies and more than 160 action steps to carry them out. Among the plan's overall goals are maintaining and strengthening the existing infrastructure of services, and taking advantage of time-limited opportunities such as those presented by military base closures.
