District of Columbia

The District of Columbia Continuum of Care covers the District and the needs of its homeless citizens. Over 90 homeless people, non-profit homelessness assistance providers, business representatives, neighborhood groups, housing developers, and government officials were involved in the development of the Continuum of Care which was guided by The Community Partnership. Key elements of the Continuum of Care are: (1) a stronger emphasis on prevention of homelessness, especially among families; (2) a more comprehensive, coordinated, and innovative outreach to the streets; (3) a down-sized and more service-enriched emergency shelter system; (4) short and long-term transitional rehabilitative housing; (5) permanent housing with transitional or permanent supportive services; (6) permanent affordable housing with supportive services; and (7) stand alone supportive services, especially employment services and services for children.
