Representatives from some 86 organizations representing homeless assistance providers, foundations, businesses, religious communities, neighborhood organizations and homeless persons themselves took part in the development of the continuum of care which was guided by the Homeless Action Group. Key elements of the Continuum of Care are: (1) Joint funding of the compilation of homeless data; (2) development of a blueprint plan for how to address identified gaps in needed homeless services; and (3) location and funding of a homeless service center.
