The Hawaii Housing Authority facilitated the development of the locally planned Continuum of Care systems for the non-contiguous rural counties of Hawaii, Kauai, and Maui. A local planning group has the lead responsibility for developing the strategic plan in each county: the Homeless Task Force for the County of Maui; the Homeless Planning Committee for Kauai County; and the Hawaii Island Catholic Social Ministry for the Big Island (Hawaii County). The State's goal is to create a coordinated network of providers and jurisdictions that is working collaboratively to address the needs of homeless people by identifying and eliminating gaps in housing and service needs.
