The Boston, Massachusetts Continuum of Care covers the City of Boston. Numerous homeless and formerly homeless persons, homeless shelter and service providers, advocacy organizations, business representatives and State and local government officials were involved in the development of the Continuum. This development process was led by three public institutions: the Emergency Shelter Commission, the City of Boston Public Facilities Department, and the Homeless Planning Committee. The City of Boston's Continuum of Care has been designed around the following key objectives: (1) fostering access and movement throughout the Continuum of Care through a systems approach to essential services that provides improved linkages among the distinct components; (2) expanding economic development services across the Continuum of Care to increase self-sufficiency and provide greater access to permanent housing; (3) facilitating the development of programs and services that are designed to address the specific needs of critically under-served homeless sub-populations; (4) achieving a more efficient and cost-effective system by advocating for and directing mainstream city and State housing and service resources to homeless people and (5) integrating planning for homeless housing and services with other mainstream planning processes.
