The Commonwealth of Massachusetts Continuum of Care covers the 123 small towns and cities in Massachusetts that were not included in any of the other larger Continua in the state. Numerous homeless and formerly homeless persons, state agency officials, and representatives of non-profit service, housing and advocacy agencies were involved in developing the Continuum, which was coordinated by The Interagency Task Force on Housing and Homelessness. The Commonwealth of Massachusetts Continuum of Care is based on four key principles: (1) ensuring that homeless individuals and families can access the Continuum at any point and can move within and between targeted homeless services as well as directly into mainstream services; (2) ensuring that services are coordinated and are not duplicative; (3) maximizing use of existing resources and (4) developing and promoting models which lead to self-sufficiency.
