The State of Maryland's Continuum of Care covers twelve rural counties served by the Maryland Rural Consortium. The Consortium collaborates in examining the common needs associated with rural homelessness and in developing a multi-jurisdictional system to address these needs. Over 60 homeless people, nonprofit homeless assistance providers, business representatives, and government officials were involved in the development of this effort. The Governor's Advisory Board on Homelessness and the Department of Human Resources' Office of Transitional Services share the lead. Key elements of the Continuum of Care are: (1) improved coordination between state agencies, homeless providers, and citizens to address employment issues; (2) provision of housing for extremely low-income and homeless persons and families; and (3) transportation, child care and capacity building for new and existing providers.
