In Rhode Island, the system to address homelessness was developed out of a community based process that included the collaboration of the Rhode Island Housing and Mortgage Finance Corporation, the United Way, Travelers Aid, and many other nonprofits and state agencies. The growth and development of the planning and coordinating system that was led by the RI Housing and Mortgage Finance Corporation, resulted in the creation of the Interagency Council on Homelessness and Affordable Housing. The Interagency Council developed a strategy to give the highest priorities to: (1) permanent housing for homeless people with disabilities, (2) to programs to assist homeless youth, and (3) to people living on the streets, substance abusers, and people with mental illnesses.
