The Memphis/Shelby County Continuum of Care process is an evolving, collaborative effort that includes the homeless, homeless service providers, government, business, the public, and grant foundations. Two community-based organizations (Partners for the Homeless and The Greater Memphis Inter-Agency Coalition for the Homeless) have responsibility for promoting community partnerships on behalf of the homeless by: identifying gaps in services that the community provides to the homeless; developing innovative ways to fill these gaps; coordinating provider services by developing networks/contacts with local governmental bodies and by facilitating networking among service providers; and identifying new provider services, verifying services offered, and monitoring to assure maintenance of standards.
