The Fairfax County, Virginia, Continuum of Care covers the Cities of Fairfax and Falls Church and Fairfax County. Over 80 homeless people, non-profit homelessness assistance providers, business representatives, and government officials were involved in the development of the Continuum of Care which was guided by the Homeless Oversight Committee. Key elements of the Continuum of Care are: (1) preservation of families by helping low-income families avoid becoming homeless through a comprehensive public/private prevention plan, (2) focusing resources on preservation of existing affordable housing and development of transitional and permanent housing, and (3) enriching basic shelter services with education and training to assist families and individuals in achieving greater self-sufficiency, especially job skill development and assistance in securing employment.
