CUOMO ANNOUNCES $31.5 MILLION IN HUD AID FOR HOUSING ELDERLY AND DISABLED IN PENNSYLVANIA AND $595.6 MILLION NATIONWIDE

WASHINGTON -- Housing and Urban Development Secretary Andrew Cuomo today announced $31.5 million in HUD assistance to non-profit groups in Pennsylvania to create subsidized housing for senior citizens and people with disabilities with very low incomes.

In Pennsylvania, the HUD assistance will create: 297 apartment units for the elderly and 64 rental units for people with disabilities. It will also provide rental subsidies to residents of the housing for five years.

Nationwide, Cuomo said HUD is awarding $595.6 million to non-profits in 45 states, the District of Columbia and Puerto Rico this week under the Section 202 Program for senior citizens and the Section 811 program for people with disabilities. The 202 program is awarding $501.3 million of the money and the 811 program is awarding $94.3 million.

On a national level, the HUD assistance will create: 6,006 apartment units for the elderly and 1,169 rental units for people with disabilities. It will provide rental subsidies for the units for five years.

"My Administration is committed to helping those who need it most," President Clinton said. "The men and women who spent decades working hard to build 20th Century America should not be left without a place to live in 21st Century America. By providing shelter to our most vulnerable citizens, we are improving the quality of life and building a better America for everyone."

"America will not turn its back on older Americans and people with disabilities struggling to get by on very low incomes," Cuomo said. "Without HUD assistance, many of these Americans simply could not make it. They would be forced to live in slums, or doubled and tripled up with relatives in overcrowded housing, or sent to nursing homes or other institutions at greater taxpayer expense, or even forced into homelessness in the most extreme cases."

The HUD aid is designed to provide housing for people 62 and older and adults with disabilities who have incomes below 50 percent of the area median. Nationally, 50 percent of median income amounts to less than $8,000 a year.

Residents pay 30 percent of their income in rent, and HUD subsidies pay the remaining funds needed to operate the housing.

HUD provides funds to the non-profits in two forms:

Capital advances. This is money that covers the cost of developing the housing. It does not need to repaid as long as the housing is available for occupancy by very low-income elderly or people with disabilities for at least 40 years.

Project rental assistance. This goes to each non-profit to cover the difference between the resident's contribution toward rent and the cost of operating the project.

Here is a breakdown of the HUD assistance In Pennsylvania:

SECTION 202 -- ELDERLY HOUSING


    Project location: Philadelphia, PA Capital advance: $4,259,100 Five-year rental subsidy: $963,000 Non-profit sponsor: The Friends Rehabilitation Program Philadelphia, PA Number units and project description: A 55 unit facility to house the very low-income, minority elderly, with includes a mix of the independent, at-risk, and frail. The facility is adjacent to an existing facility housing the elderly and will share common space and existing social services. Project location: Philadelphia, Chester County, PA Capital advance: $3,578,900 Five-year rental subsidy: $802,500 Non-profit sponsor: Episcopal Community Services of the Diocese of Pennsylvania Philadelphia, PA Number units and project description: A 46 unit elevator building with a congregate kitchen, dining and community and crafts room for well-elderly residents capable of living independently. 45 units are one-bedroom, 1 2-bedroom unit will house the resident manager.

    Project location: Philadelphia, PA Capital advance: $3,424,000 Five-year rental subsidy: $766,500 Non-profit sponsor: Philadelphia Presbytery Homes, Inc. Lafayette Hill, PA Philadelphia Senior Center Philadelphia, PA Number units and project description: A 44 unit existing facility will be rehabilitated to house the frail elderly. Project location: Harford Township, PA Capital advance: $1,332,300 Five-year rental subsidy: $325,500 Non-profit sponsor: Susquehanna County Housing Development Corp. Montrose, PA Ecumenical Enterprises, Inc. Dallas, PA Number units and project description: This 20 unit facility for the elderly will be constructed in a rural area in northeastern Pennsylvania. Project location: Wilkinsburg, Allegheny County, PA Capital advance: $3,430,100 Five-year rental subsidy: $649,000 Non-profit sponsor: National Church Residences Columbus, OH Number units and project description: A 50 unit facility to house the elderly. Project location: Antis Township, Blair County, PA Capital advance: $2,405,500 Five-year rental subsidy: $450,500 Non-profit sponsor: Improved Dwellings for Altoona Altoona, PA Number units and project description: A 35 unit facility for the very low-income elderly. Project location: Baden, PA Capital advance: $1,972,000 Five-year rental subsidy: $384,000 Non-profit sponsor: Presbyterian Senior Care Oakmont, PA Number units and project description: 29 one-bedroom assisted units and 1 two-bedroom managerial unit to house the elderly. Project location: Kersey, Elk County, PA Capital advance: $1,109,800 Five-year rental subsidy: $225,500 Non-profit sponsor: Christian Housing Pittsburgh, PA Number units and project description: 17 one-bedroom assisted units facility to house the elderly.

SECTION 811 -- HOUSING FOR PEOPLE WITH DISABILITIES
    Project location: Royersford, Montgomery County, NY Capital advance: $1,406,200 Five-year rental subsidy: $321,000 Non-profit sponsor: Freedom Valley Disability Enablement, Inc. Newton Square, PA Number units and project description: The project consists of 18 one-bedroom units for 18 persons with physical disabilities and 1 one-bedroom unit for a resident manager. The project will contain a dining room, lounge, community room, warming kitchen, storage room. Project location: Philadelphia, PA Capital advance: $1,366,600 Five-year rental subsidy: $285,500 Non-profit sponsor: Edith R. Rudolphy Home for the Blind Mercy-Douglass Human Services Corporation Philadelphia, PA Number units and project description: This project consists of rehabilitating an existing building into 14 one-bedroom units and 2 two-bedroom units for visually impaired persons. One one-bedroom unit will house a resident manager. Facilities include a community dining room, living room and kitchen and a work training/multi-purpose room. Project location: Castle Shannon, Allegheny County, NY Capital advance: $864,100 Five-year rental subsidy: $146,000 Non-profit sponsor: Presbyterian Senior Care Pittsburgh, PA Number units and project description: A 12 unit project for independent living, for persons with developmental disabilities will be built.

    Project location: Corry, Erie County, PA Capital advance: $318,600 Five-year rental subsidy: $106,500 Non-profit sponsor: HANDS, Inc. Erie, PA Number units and project description: This is an acquisition of an operating bed and breakfast business to be developed into a group home for 8 persons with chronic mental illness.

    Project location: Pittsburgh, Allegheny County, PA Capital advance: $549,200 Five-year rental subsidy: $106,500 Non-profit sponsor: Goodwill Industries of Pittsburgh, Inc. Pittsburgh, PA Number units and project description: An independent living facility consisting of 6 one- bedroom unit and 2 two-bedroom units will be built for persons with developmental disabilities.
