HOMEOWNERSHIP ZONE SITE:
The Cecil B. Moore Homeownership Zone (HOZ) is a 64 acre area located in North Central Philadelphia next to Temple University. The area is just a few miles from the Central Business District. It is bounded by Montgomery Avenue on the north, North Bouvier Street on the east, Master Street on the south, and North 20th Street on the west. At the time of the Homeownership Zone designation, the area had experienced significant population loss and disinvestment. Many properties were vacant or substandard. However, the area also had community assets, in particular committed faith-based organizations and educational institutions.
PROGRAM DESCRIPTION:
Philadelphia's Homeownership Zone proposal calls for the comprehensive transformation of the area through new construction and rehabilitation. Most substandard properties are targeted for redevelopment. New homeownership housing is being built in five phases. Three historic homes are also being renovated. The new construction reflects the traditional row-house design that is common in this part of the City.
