Due to the current budget situation in Washington, Sonoma County as of the date of this report has not received final notification by the U.S. Department of Housing and Urban Development (HUD) of funding allocations for 1996-97.

Federal Emergency Shelter Grants Program (FESG)

In FY 1996-97, Sonoma County anticipates receiving $89,000 in Federal Emergency Shelter Grants Program (FESG) funds.

Federal Regulations require a maximum available for both support service and homeless prevention projects as 30% of the current allocation ($26,700, each). The remainder of the allocation ($31,150) must be used to fund homeless programs that deal directly with emergency shelter.

HOME Investment Partnerships Program (HOME) In FY 1996-97, Sonoma County anticipates receiving $987,000 in HOME Investment Partnerships (HOME) funds.

Federal Regulations require a minimum of 15% of HOME funds to be set aside for Community Housing Development Organizations (CHDOs). This set aside amounts to $148,050. Administrative costs are limited to 10% of the total allocation.

Community Development Block Grant (CDBG) The County of Sonoma has committed its Community Development Block Grant (CDBG) funds for activities which will provide decent housing through rehabilitation and expansion of the housing stock, promote housing choices and opportunities, improve and preserve neighborhoods, assist in meeting the needs of the handicapped, facilitate economic development and assist in the creation and/or replacement of infrastructure systems. In FY 1996-97, Sonoma County anticipates receiving $2,657,000 in CDBG funds. In addition, the county anticipates $201,247 being available from CDBG program income increasing the total CDBG funds available to $2,858,247.

This year's plan utilizes 100% of FY 1996/97 Community Development Block Grant (CDBG) funds principally to benefit low and moderate income households. It uses over 65% of the funding on housing and housing-related activities.

COMMUNITY-WIDE HOUSING NEEDS:

The following is action to be taken in FY 1996-97 to meet community-wide housing needs.

Improving the Existing Housing Stock:

A total of seven CDBG projects will improve the existing housing stock. It is anticipated that between 254 and 305 low income residential units will be rehabilitated in this program year in various cities, target areas and unincorporated areas.

Increasing the Housing Supply:

Two CDBG projects will increase the supply of affordable housing throughout the County. Activities in this program year include site acquisition and predevelopment for 24 units of senior rental housing in Healdsburg, and secondly, predevelopment for projected housing for 40 low income seasonal migrant farm workers. Additionally a HOME funded project, the 60 unit Vinecrest Senior Apartment project in Town of Windsor, will contribute to the increase of affordable housing.

Increasing Housing Choices:

A total of nine Public Service activities have been recommended for funding with CDBG funds which will assist lower income persons with housing assistance and alternatives. A total of four homeless shelter and service providers have been recommended for FESG allocations to assist very low income persons who are homeless or at risk of homelessness.

PUBLIC FACILITIES AND IMPROVEMENTS TO MEET THE SPECIAL NEEDS OF THE HANDICAPPED:

In recognition of community needs for public improvements and facilities in the unincorporated County areas, a total of six projects are recommended. Three projects deal with Americans with Disabilities (ADA) improvements and three with infrastructure improvements.

NEIGHBORHOOD REVITALIZATION:

Two projects being funded serve lower income youth and revitalize neighborhoods. The Boys and Girls Club of Rohnert Park provides a structured after-school program of social, recreational, tutorial and art activities. The Boys and Girls Club of Santa Rosa project involves predevelopment activities for a new club to be located in the Roseland Target Area.

ECONOMIC NEEDS:

No projects related to employment and business retention were slated for this fiscal year. However, the homeless service providers funded by CDBG and FESG offer vocational and job search assistance.
