The Town of Yarmouth is a seaside resort community located in the middle of Cape Cod Massachusetts. Yarmouth offers a number of recreational activities including two municipally owned golf courses, eight salt water beaches and two fresh water pond swimming areas, three small saltwater marinas and two larger staffed recreational areas. Yarmouth also has a number of retired citizens who occupy year round homes and condominiums.
In 1995 Yarmouth plans to use $218,000 in Community Development Block Grants (CDBG) to continue improving handicapped access to public buildings, provide low and moderate income residents with assistance in paying for the mandatory septage pumping program and improve blighted areas by providing grants to improve facades and sidewalks.
Yarmouth sponsored two public hearings to give citizens a opportunity to
express their desires for expenditure of CDBG funds. The first was on March 21,
1994 in the afternoon and the second was again on March 21, 1994 in the early
evening. Notices were also published in the Yarmouth Register and posted in the
Town Hall and at the Yarmouth Senior Center.
Yarmouth's population has increased by 16 percent between 1980 and 1990 to 21,000
Our minority population increased slightly during this time and is 2.4% of
the total population. The town's population over the age of 65 is 31%, or 6488 residents as per
the 1990 census.
The Town of Yarmouth is part of a county wide consortium, The Cape Cod
Planning Commission, which addresses Yarmouths' and the other fourteen town
needs.
The overall vision for Yarmouth is one that is based on the redevelopment of the economy. Yarmouth looks to a strong private sector that supports the population. Poverty and homelessness will be limited by the strength of the economy. The Town will promote private and public partnerships to support growth in the economy. We will do this by eliminating barriers to growth and providing access to all of our citizens.
Housing priorities are set as part of the countywide plan which was developed by the Cape Cod commission which develops the "Chase" plan for the Town of Yarmouth and Barnstable County.
The Town of Yarmouth has designated handicap access as the major NON-HOUSING need. Yarmouth desires to promote a community that is open to all. Other actions will be taken to assist low and moderate income residents with improvements to blighted areas and financial assistance with the mandatory septage pumping program.
Yarmouth feels that the best tool against poverty is a strong economy. The town believes that a full redevelopment program will aid in the creation and continuation of strong economy.
Yarmouth public housing is overseen by two independent committees, the Fair Housing Committee and the Yarmouth Housing Authority. The Housing Authority is in the final stages of refurbishing a number of the existing units. The Fair Housing Committee has recently added fifty two units of affordable housing to the inventory.
Yarmouth's lead based paint remediation program falls primarily to the county, who oversee's and supervises the lead paint policies in the town. Most of the public housing in Yarmouth is post lead paint thereby eliminating the danger.
The town of Yarmouth has designated the town administrator as the overall
coordinator of the plan. All operations will be under the immediate control of
the a particular department, yet will all report to the Town Administrator.
Handicapped Access to Housing Authority Units. A grant of $28,000 of CDBG funds will improve common areas of a Housing Authority complex to make them handicapped accessible.
Handicapped Access to Schools. A grant of $31,300 of CDBG funds will construct access ramps and improve exterior doors at two public schools.
Handicapped Access to Public Facilities. A grant of $50,000 of CDBG funds will improve access to public recreation areas, conservation areas and town owned buildings.
Assistance to low and moderate income persons for mandatory pumping of septic systems. A grant of $10,000 will provide grants of $100 or $50 to qualified persons to assist in meeting the septage pumping requirements of the town.
Facade Upgrade and Landscape improvements in blighted areas. A grant of $20,000 will improve blighted areas in the town. The grants will be on a 25% match basis from the recipient.
Improvement to low/moderate housing. A grant of $20,000 will be used to upgrade the wiring, chimney and floor in a historical town owned building which is used for affordable housing.
