These Justifications are in three volumes. This first volume begins with a set of summary tables outlining the Department's budget authority, outlays, and staffing levels. The tabular material is followed by discussions of the Department's programs.

Throughout the Justifications, all references to years refer to fiscal years (beginning on October 1, and ending on September 30) unless otherwise noted.
