CD-TA Questions and Answers

Q. Is there a suggested format for budget information?

A. Yes, a sample budget summary is included in the application kit. A budget should be developed for each program and for each field office in which the applicant is seeking to provide service (e.g., a HOME budget for the Portland office, an SHP budget for the San Francisco office, a HOME budget for the San Francisco office, etc.). The budget proposed in the application is an estimated budget, based on the applicant's proposed technical assistance activities. If the applicant is successful in the competition, the budget(s) is(are) subject to revision based on the Technical Assistance Delivery Plan (TADP) which is negotiated with each field office in which the awardee is chosen to provide services.

Q. If applying for more than one type of TA funds and applying in more than one field office, how many applications are required?

This is a consolidated application process, therefore, only one application is required, even if an applicant is applying to provide services in all four program areas in a number of field offices . However, an applicant may choose to tailor its Narrative Statement (or any required application submission item) for each program and each field office to demonstrate knowledge of local conditions and the needs of the field office jurisdiction in which the applicant is seeking to provide services.

The official application, regardless of whether it is prepared on a consolidated or tailored basis, must be submitted to HUD Headquarters by midnight June 24, 1998. The copies to the individual field offices may contain only the Narrative Statements (or individualized items) pertinent to the particular field office which is receiving the application plus ALL additional required submission items.

Q. Should the cost proposal be separate from the technical proposal?

A. No. The budget summary is only one of several items to be included in the application package.

Q. For the purposes of costing, what start date should be used?

A. October 1, 1998.

Q. Must proposals sent to field offices arrive by midnight June 24, 1998? If not, when must they be there?

A. Only the official application, sent to HUD Headquarters in Washington, must arrive by midnight June 24. The copies to the field offices should arrive within a reasonable time after June 24. However, no application will be considered untimely if it does not arrive in the field office, assuming the official application has been received in Headquarters by midnight June 24.

Q. Should cost proposals include the cost of developing step-in packages for new training courses?

A. Yes.

Q. If an applicant is applying for funds made available at a particular field office, does an application also need to be submitted to HUD Headquarters?

A. Yes. The application submitted to HUD Headquarters is considered the official application.

Q. Can applicant apply both for national funds out of a particular pot (CHDO, HOME, CDBG, SHP) as well as apply for funds from an individual field office?

A. Yes, an applicant can apply for as many program areas as it has the capability of performing in, for as many field offices as it chooses, and for national funds, or any combination thereof.

Q. If the TA provider plans to conduct training sessions, should the proposed budget that is submitted as part of the application include the cost of videotaping the sessions?

A. No. If the applicant is successful and awarded a cooperative agreement, the decision to videotape a training session will be made by the Government Technical Representative at the appropriate time. Additional funds may be requested at that time to cover the cost of the videotaping.

Q. How does HUD view the role of lead CD-TA provider?

A. It is up to the discretion of the field office GTR to determine how this role should be defined. A field office may choose not to designate such a provider. Where the decision is made however to require such a role, such a provider could be called upon to coordinate the provision of technical assistance in a particular jurisdiction or in a particular subject area and ensure that duplication of efforts are not occurring.

Q. If an applicant is applying to provide services in more than one field office, does the "Matrix of Amount of Funds Requested" need to go to each field office or just be submitted to HUD Headquarters?

A. The matrix should be included in the official application sent to HUD Headquarters and a copy should be included in the application copy sent to each field office in which application is made to provide services. One matrix should include all program areas and all field offices.
