Questions Raised During SuperNOFA Broadcast

QUESTION: What forms of ownership may be used in the SHOP program?

ANSWER: The typical form of ownership under the SHOP program has been fee simple title. Other mechanisms of holding an ownership interest, including condominium, cooperative or community land trust, are also eligible for SHOP assistance provided that the project complies with program requirements and the conveyance of completed units constitutes the transfer of an ownership interest under applicable state law.


QUESTION: Is SHOP restricted to single-family units?

ANSWER: While the majority of units assisted under the SHOP program have been single-family detached homes, there is no program requirement that excludes other types of structures, such as multi-family, townhouse, duplex, or other innovative housing solutions. Regardless of the type of unit, dwellings must comply with local building and safety codes and standards and be available to low-income homebuyers at prices below the prevailing market price. Applicants should include in their applications the housing type and form of ownership they propose to use.
