SHOP Faqs
Question:�Can an individual or family apply for SHOP funding?
Answer:�
Only national and regional nonprofit organizations and consortia
can apply directly to HUD for SHOP funding; however, each year HUD
publishes a list of the applicants receiving funding, whom individuals
can contact for more information about their programs.
Question:�
What forms of ownership may be used in the SHOP program?
Answer:�
The typical form of ownership under SHOP has been fee simple for
single- family detached units.� Other mechanisms of holding an ownership
interest, such as condominium, cooperative or community land trust,
are also eligible for SHOP assistance provided that the project
complies with program requirements and the conveyance of completed
units constitutes the transfer of an ownership interest under state
law.�

Is SHOP restricted to single-family detached units?
Answer:�
While the majority of units assisted under SHOP have been single-family
detached homes, there is no program requirement that excludes other
types of structures, such as multi-family, townhouse, duplex or
other innovative solutions.� Regardless of the type of unit, dwellings
must comply with local building codes and standards and be available
to low-income homebuyers at prices below the prevailing market price.�
Applicants must identify in their applications the housing type
and form of ownership they propose to build.

Can Indian Tribes receive SHOP funding?
Answer:�
An Indian Tribe or an Indian Housing Authority may not apply directly
to HUD for SHOP funding because it is a statutory requirement that
only national or regional nonprofit organizations or consortia are
eligible to apply.� However, an Indian Tribe or an Indian Housing
Authority may be identified as an affiliate in a national or regional
nonprofit organization or consortium's application.
Question:��
What is a SHOP consortium?
Answer:�
A SHOP consortium consists of a number of nonprofit organizations
that have the capacity and experience to provide or facilitate self-help
housing and come together to submit a single application for SHOP
funding.� Collectively they must operate in a minimum of two states.�
One of the nonprofit organizations must be identified as the lead
entity and submit the application.� All consortium members must
be nonprofit organizations, and evidence of each organization's
nonprofit status must be submitted with the SHOP application.�
