On March 16, 2004, the HUD Western Lenders Association held a conference in San Diego entitled: "Why FHA? How HUD can give you the tools to get your deal done." Richard Rainey, Regional Director, gave the opening remarks with Field Office Directors: Charles J. Wilson from the San Diego and Theresa Camiling from the Los Angeles offices participating, as well as Ed Flores, Acting Field Office Director of the Santa Ana office. Robert King from the Los Angeles Multifamily Hub gave an overview of the HUD's Multifamily Accelerated Processing (MAP) Program.

The workshop included panelists who are experts in multifamily lending and development and presentations from leaders in the promotion of affordable housing. Former San Diego City Manager Jack McGrory, who is the chairman of the City of San Diego Affordable Housing Task Force, gave an overview of the work of the Task Force and its recommendations. The morning focused on preserving affordable units using FHA preservation financing. The afternoon session dealt with combing the main engines of affordable multifamily development, tax-exempt bonds and tax credits, with FHA mortgage insurance.
