Winter Grove, a new HUD Section 202 Supportive Housing Program property for the elderly, was dedicated on April 1, 2015. Twenty-four percent of Southington's population is over the age of 65. It is the first Section 202 in Southington, CT and the last Section 202 building in the state, built under the existing program.

The three-story apartment complex features 40 one-bedroom units with fully equipped kitchens, living and dining area, private bathrooms and ample closet space. Each unit offers individually controlled heating/air conditioning, wall-to-wall carpeting in the living areas and sheet vinyl in the kitchens. Other features included in the building are a central entrance lobby, lounge area, multimedia room, craft room, community room with kitchen, outdoor seating, drop-off area, parking lot and common laundry facility. Energy Star qualified appliances and products were utilized throughout the property.

The total construction cost of $6.8 million included funding under HUD's Section 202 and pre-development grant funding programs, a Connecticut Department of Economic & Community Development grant and a State Housing Tax Credit contribution. In order for the units to remain affordable to very low-income elderly, HUD will provide an annual operating subsidy to keep rents affordable.
