Creating Affordable Opportunities in Wilmington
The Mayor of Wilmington, Delaware, James Baker, and the Wilmington Housing Authority (WHA) Board of Commissioners hosted a groundbreaking ceremony for the Eastlake Court Townhouse Development project in Wilmington on September 17, 2009. HUD's Wilmington Field Office Director, Diane L. Lello, was a featured speaker at the event. Other elected officials in attendance included several members of The Wilmington City Council and Delaware State Senator Rose Henry. Members of Congress were represented by local office staff. The Eastlake Court Townhouses will be located adjacent to the award winning HOPE VI Eastlake development. The new units will consist of ten semi-detached homes with three bedrooms. Funding is from HUD's Replacement Housing Factor (RHF) Program. The homes will initially be operated as public housing units but will eventually be included in WHA's homeownership program as "lease-to-purchase" options for qualified working WHA families. The total cost of the project is $2.7 million. The event also highlighted how the WHA is using American Recovery and Revitalization Act (ARRA) "stimulus" funds to demolish 146 vacant and obsolete units in order to clear land for future construction of affordable housing at the Riverside development. Seventy other long-term vacant units are being renovated at this site. A total of over $2.5 million in ARRA funds have been committed to this effort.
