Atlanta's Betmar Village First Mixed-financing 202 Project Opens in Georgia

The Betmar Village senior housing development in Atlanta is the first mixed-finance HUD 202 development in the State of Georgia and one of only a few in the country opened its doors earlier this Spring. HUD's Multifamily Housing office worked closely with the project sponsor National Church Residences (NCR) to bring the project to fruition. The Betmar Village property consists of 36 HUD units and 12 low income housing tax credit (LIHTC) units and is located in an Empowerment Zone in two longtime Atlanta neighborhoods of Betmar and Joyland.

The Betmar Village project is an example of how several organizations combined their diverse resources to successfully develop multifamily housing. The team of NCR, City of Atlanta (HOME funds), The Georgia Department of Community Affairs (Tax Credits), the Fulton County Land Bank (land donation), Invest Atlanta (Atlanta's Development Authority) took an abandoned property, that was subject to vandalism and used by drug addicts, demolished it and built a beautiful development to help revitalize a community. The property development funding sources included a HUD 202 Supportive Housing for the Elderly Capital Advance of $3,906,300 and also included Low Income Housing Tax Credits (LITHC).

"The Betmar Village 48 unit Senior Residential Community is one shining example of how HUD's mission of creating strong, sustainable, inclusive communities and quality affordable housing for all can change lives and communities for the better and how non-profits and various public agencies can form partnerships to produce much needed quality housing for seniors," said Atlanta HUB Director Ruben J. Brooks, featured speaker at the grand opening.

The grand opening was well attended and included development contributors NCR executives Eric Borders, Michelle Norris, Jeffrey Wolfe, and Sarah Elizabeth Langford. Also contributing and in attendance were housing consultant Alan Patrico of ABP Associates, project architects Bill Foley and Dan Jenkins of Foley Design Associates and the construction contractor Dave Dixon of NorSouth Development.

HUD Atlanta Multifamily Housing management team of Marcia Ringo, Linda Preston, Jon Bonner, Jeff Fleming, HUD Office of General Council Attorney Jan Haber and multifamily office staff members Donna Edmunds, Debbie Mitchell, Sam Lytle, and Larry Ferguson worked to help bring Betmar Village from concept to reality during the application process.
