HUD AWARDS $16.9 MILLION FOR AFFORDABLE HOUSING AND ECONOMIC DEVELOPMENT IN RURAL AMERICA
$1,800,000 to benefit rural areas of Kentucky

LOUISVILLE - U.S. Housing and Urban Development Secretary Steven Preston today awarded $16.9 million to 60 rural housing programs across the country to stimulate economic development, create jobs and produce more affordable housing. Included in the funding announced today, HUD awarded six grants totaling $1,800,000 in rural Kentucky.

The funding is provided through HUD's Rural Housing and Economic Development Program (see attached). In Kentucky, HUD awarded grants to Frontier Housing, Low Income Housing Coalition of East Kentucky, Young Adult Development in Action, Inc., Southeast Kentucky Economic Development Corporation, McCreary County Community Housing Development Corporation, and People's Self Help Housing, Inc.

"HUD is deeply invested in promoting affordable housing and community development throughout rural America," said Preston. "These grants will stimulate the kind of employment, economic growth, and housing development that will have a direct impact on working families in our rural communities."

  • Frontier Housing in Morehead, KY will receive a Rural Housing and Economic Development Innovative grant in
    the amount of $300,000. This Innovative award will assist the applicant in developing 10 new energy-efficient single-family homes being developed that are affordable to low-income homebuyers, 10 new low-income
    families becoming homebuyers, and 200 people receiving Homebuyer Readiness training. The proposed

  • Low Income Housing Coalition of East Kentucky in Prestonsburg, KY will receive a Rural Housing and Economic Development Innovative grant in the amount of $300,000. This Innovative award will assist the applicant in building 6 new homes, rehabilitating 6 owner-occupied homes; and repairing 60 owner-occupied homes. Forty-five existing businesses will be utilized during the 3-year period. Partners for this project are The Federal
    Home Loan Bank, Kentucky Housing Corporation, and Bingham Trust. The proposed leveraging for this project
    is $169,001.

  • Young Adult Development in Action, Inc. in Louisville, KY will receive a Rural Housing and Economic
    Development Innovative grant in the amount of $300,000. This Innovative award will assist the applicant in supporting a 12-month intensive job skills training and placement program for a minimum of 10 low-income;
    at risk young people aged 18 to 24, (youth who otherwise face slim job prospects and a high likelihood of requiring on-going public assistance). Partners for this project are the Housing Development Alliance, KRADD, Breathitt Co. Public Library, Youthbuild USA, Kentucky Housing Corporation, and Breathitt County Life Skills
    Center. The proposed leveraging for this project is $195,047.

  • Southeast Kentucky Economic Development Corporation in Somerset, KY will receive a Rural Housing and Economic Development Innovative grant in the amount of $300,000. This Innovative award will assist the applicant in making a third party loan to Outdoor Venture Corporation (OVC) for equipment and working
    capital to establish a new manufacturing facility and create thirty (30) jobs in McCreary County, Kentucky.
    The partner for this project is the Outdoor Venture Corporation. The proposed leveraging for this project is $300,000.

  • McCreary County Community Housing Development Corporation in Whitley City, KY will receive a Rural Housing and Economic Development Innovative grant in the amount of $300,000. This Innovative award will assist the applicant in the construction of eight (8) new, ENERGY STAR certified homes on scattered sites, as well as 30 minor rehabilitation projects for elderly and disabled owner occupied units. All households served by the new home construction aspect of the program will be at or below 80% of the HUD area median income. Partners
    for this project are the Kentucky Baptist Fellowship, and the Pine Knot Job Corps. The proposed leveraging
    for this project is $907,063.

  • People's Self Help Housing Inc. in Vanceburg, KY will receive a Rural Housing and Economic Development grant
    in the amount if $300,000. This Innovative award will assist the applicant in developing 5 house plans using different new and innovative, energy-saving building practices, appliances and materials on each home. The RHED grant will spur local economic development by providing job training and jobs for low-income residents
    of Lewis County. Partners for this project are the Glenmary Farm Program, and the East Kentucky Power Cooperative (EKPC). The proposed leveraging for this project is $150,115.

Rural Housing and Economic Development (RHED) grants help pay for land acquisition, new home construction, housing demolition, infrastructure improvements and construction training. Other possible uses include
homeownership and financial counseling; financial assistance to homeowners, businesses and developers; creating microenterprises and small business incubators; and establishing lines of credit or revolving loan pools to benefit the local business community. In addition to the funding announced today, rural communities are expected to generate nearly $59 million from other public and private sources to promote economic development and employment.

Qualified applicants are local rural nonprofit organizations, community development corporations, federally
recognized Indian tribes, State housing finance agencies and/or local economic development agencies.  RHED grants have provided nearly $223 million, creating/training more than 35,000 jobs, assisting nearly 5,500 businesses and producing 14,000 affordable homes. 

Rural communities will use this funding as seed money to pay the start-up costs for housing or economic
development projects. These grants will also help organizations to hire and train their staffs, develop strategic plans and acquire office space and other needed facilities.
