On August 13, Joan Spilman, HUD Buffalo Field Office Director, and Wayne Willard, Buffalo Multifamily Program Center Director, attended the ribbon cutting ceremony for Rockwood Center in Rochester, a newly constructed mixed-finance Section 202 addition to an existing 202 complex. Joan and Wayne were joined at the ceremony by U.S. Representative Louise M. Slaughter, and Monroe County Executive Maggie Brooks, among many other local dignitaries and residents of the complex.

In her remarks, Ms. Spilman stated, "Our Section 202 Capital Advance Program has created thousands and thousands of units of senior housing across upstate New York. With HUD's contributions of a $2.6 Capital Advance grant and a budget Authority of $247,700, these units not only create new and needed affordable housing in Monroe County, but also provide residents with a wide variety of social, recreational, and support services which help enrich their lives."
