BUSH ADMINISTRATION HOMELESS FUNDING IN OREGON SETS RECORD AT $17.3 MILLION
$5.9 Million Increase in Just One Year

PORTLAND - December brought some good news from the U.S. Department of Housing and Urban Development (HUD) with the announcement of additional HUD grants to help the homeless in Oregon. With these annual Continuum of
Care and Emergency Shelter homeless grant announcements, total HUD homeless funding in Oregon reached a record setting $17.3 million in 2003. This represents a 51 percent federal funding increase in just one year.

"This has been a very difficult year for Oregonians, with high rates of unemployment and significant state budget challenges that impacted the delivery of state human service programs," said Tom Cusack, Oregon State Director for HUD. "Fortunately, this additional funding comes at a time when economic circumstances have caused the number of homeless in our state to rise."

Compared to total HUD homeless funding of $11.5 million in 2002, HUD homeless funding increased by nearly $5.9 million, a 51 percent increase in just one year. Continuum of Care and Emergency Shelter Grants alone increased by nearly $900,000 from 2002 levels in Oregon, reaching a total of $12.4 million vs. $11.5 million in 2002. A highly successful $5 million City of Portland chronic homeless application funded as part of a national competition
by HUD in October was the other funding action that brought the total HUD homeless funding in 2003 up to nearly $17.4 million.

Increase in All Federal Homeless Funding in 2003 in Oregon--$10.3 Million Because the chronic homeless
funding that City of Portland successfully competed for in October was a multi-agency funding competition, in
addition to HUD's $5 million, other federal agencies committed an additional $4.5 million to address the needs of Oregon's chronic homeless population. Adding those commitments to the HUD homeless funding results in a total increase in new federal funding for the homeless in Oregon, just in the last year, of more than $10.3 million.
