APRIL IS FAIR HOUSING MONTH
[The Fair Housing Act 50 Year Logo]
"Fifty years of opening doors."

A PRESIDENTIAL PROCLAMATION
President Trump declares April, 2018 as National Fair Housing Month
"...My Administration has continued to fight for the American people and for equal access to opportunity in America. That is why we are exploring and developing evidence-based reforms to enhance the development of affordable housing options, free from discrimination, that can alleviate poverty and promote opportunity. My Administration intends to deliver on the promise outlined by the Fair Housing Act, by ending prejudice and unlawful discriminatory practices in the sale, lease, and financing of housing, expanding the availability of affordable housing, promoting sustainable homeownership opportunities, encouraging economic mobility, and creating more vibrant communities..." - President Donald J. Trump, The White House, March 30th, 2018 Read the full Proclamation

JOIN US
As HUD Secretary Carson has said, "It was a seminal moment in our country's history when the ideals of equality and fairness were embodied in a law that continues to shape our communities and our neighborhoods 50 years later. But the promises of the Fair Housing Act require our constant vigilance to confront housing discrimination in all its forms and to advance fairness on behalf of those seeking their American dream."In the COMING UP calendar at the end of this e-bulletin you will find some 20 activities being hosted by a number of events commemorating the 50th anniversary of the Fair Housing Act being hosted by our partners - including Alaska Legal Services, Idaho Legal Aid Services, the Intermountain Fair Housing Council, the Fair Housing Council of Oregon, the Fair Housing Center of Washington & the Northwest Fair Housing Alliance - If your schedule permits, we hope you will join us in the celebration.

ONE YEAR ON
"Last Friday was my one-year anniversary of being sworn in as HUD Secretary. Since then, my core convictions have remained the same: that our society has a great responsibility to help those in need, and that the most efficient, compassionate, and effective method is to focus on widening and strengthening their path to self-reliance and prosperity. But something else has changed for me: getting to meet hundreds-even thousands-of amazing men and women across the country who have dedicated their careers to lifting their fellow Americans. In local HFAs, in charities and churches, in government offices, and our own HUD headquarters here in DC, every day I see the generous heart beating at the center of our nation. It beats so strong, and so regularly, that sometimes we take it for granted, and get distracted by political disagreements or other events around the world. But still, that heart remains. It gives life to our cities and our countryside. And it stays healthy through the efforts of everyone in this room." - HUD Secretary Ben Carson in remarks prepared for delivery at the legislative conference of the National Council of State Housing Agencies, Washington, D.C., March 5. 2018.

BY THE NUMBERS
A look at the omnibus spending bill
As you know, the Congress has passed & President Trump has signed an omnibus bill funding the Federal government for the balance of Federal fiscal year 2018 which ends at midnight, September 30th. It's more than 2,300 pages long & there probably still are some folks poring over all the numbers on all those pages. For now, however, here's analysis from Novogradac & Company of what the numbers in those pages mean for HUD:

[Blog Chart Key Programs of the U.S. Department of Housing and Urban Development Budget]

BIG BOOST.
Capitalizing affordable housing
Saying it's come at a "crucial time," Governor Jay Inslee & the Washington Department of Commerce have announced the award of some $56.7 to support 42 affordable housing developments across the state. The funding is over & above the $8.1 million in HUD's National Housing Trust Fund & HOME funding for affordable housing that the Department announced in January. The Housing Trust Fund awards are expected to result in the creation of just over 1,900 housing units, including 1,307 multifamily units, 478 units for the homeless or farmworkers & 121 homeownership units for low-income, first-time buyers. It's projected that 30 percent of the funding will go to projects in rural areas, 33 percent to King County projects & the balance to other urban areas. The funding, added the Governor, will help "many Washingtonians who are finding it increasingly difficult to find appropriate and affordable housing in their communities." Since 1986 the state's Housing Trust Fund has awarded "almost $1 billion" to support the development or preservation of 48,000 affordable housing units statewide. The Department also announced its next Notice of Funding Availability for some $10 million in Trust Fund awards "this summer" & also is anticipating the award of $5 million appropriated by the Legislature to provide housing for those displaced by disasters as well as addition HUD funding.

BOOST TOO
Small cities, big dreams
Business Oregon has announced the award of just over $10.2 million in HUD Community Development Block Grants to projects in two counties & 12 smaller cities to promote "viable communities by expanding economic opportunities, providing decent housing, and creating suitable living environments, principally for persons of low and moderate income." The cities of Irrigon, Haines & Fall City received CDBG funds for public works projects, Prineville & Baker City for community facilities, La Grande to support microenterprise development, and Union County & the cities of Astoria, Harrisburg, Ontario, Pilot Rock, Roseburg, Stayton & The Dalles for housing rehabilitation. The projects "can make a big difference," said director Chris Harder, and "set the stage for long-term economic growth and community health in rural Oregon."

RURAL TO URBAN
Changing countryside changes eligibility
USDA Rural Development is required to conduct a review every five years of whether areas remain eligible for its housing programs. Eligibility is determined principally by population, whether an area retains a rural character & its proximity to urban areas. The most recent review was announced on November 20, 2017 and using data from the 2015 American Community Survey & considering comments submitted as part of the review process, USDA Rural Development has determined that 8 Oregon communities or Census-designated areas - Grants Pass, Damascus, Sherwood, Wilsonville, Central Point, Hayesville, Four Corners &.Bethany - should no longer be eligible for housing programs. In addition, a similar review concluded that 11 Washington state communities - Battle Ground, Camas, Lake Stevens, Maple Valley, Monroe, Mt. Vernon, Prairie Ridge, Silverdale, Spanaway, Washougal & Wenatchee - should not remain eligible for its housing programs. Finally, a review of Idaho communities concluded that certain areas recently-annexed by Idaho Falls should no longer be eligible. The decisions are expected to take effect in early June.

BRIEF BRIEFS TOO
Hot topic at Idaho Housing & Economic Development in Boise, says Idaho Business Review, is how lack of affordable housing makes it harder to recruit workers...Joined by Seattle, Washington Mayor Jenny Durkan & King County Executive Dow Constantine, Downtown Emergency Service Center & Harborview Medical Center celebrate opening, reports KOMO-TV, of The Estelle,-91 more units affordable, low-threshold housing for the chronically homeless, including innovative 15-bed medical unit for hospitalized homeless cleared for discharge but without "a safe place to go"...Reflecting their "belief in downtown Eugene," Oregon, developers release plans for $60 million upgrade & expansion of 5th Street public market including a hotel, retail space & market- & low-income housing, says Register Guard...After more than 20 years leading Volunteers of America Alaska, Elaine Dahlgren hands over the reins to Sherrie Wilson Hinshaw says Alaska Journal of Commerce...With expected hiring of full-time case manager in April, says Union-Bulletin, Blue Mountain Heart-to-Heart expects to be able to provide comprehensive support to people living with HIV/AIDS in Asotin & Garfield counties, Washington...Twin Falls, Idaho City Council leases downtown building for $1 dollar to Optimist Club that to provide transitional housing to young people who've aged out of foster care says MagicValley.com..."Coalition of community advocates, government officials & Salem police officers," says Statesman Journal, secures "a safe & stable place to be" & call home for 90 young people during 100-day campaign...City of Renton, Washington proposes Safe & Healthy Homes program to annually license all rental properties -including that 40 percent of the city's stock built before 1940-& require that they meet all building & health codes says Renton Reporter...Beaverton, Oregon & Pasco & Tacoma, Washington among 20 finalists for designation as National Civic League's 2018 All American City awards...Praising her for her "tenacity & laser-like focus on results," Seattle, Washington Mayor Jenny Durkan says Catherine Lester, the City's Human Services Director since 2015 is resigning to return to Toronto, Canada to care for her parents reports The Times...Snoqualmie, Washington City Council okays conditional use permit to include five, 4-story buildings as part of 11-building, 191-unit Panorama Apartments affordable housing complex says Valley Record...Wrangell, Alaska Assembly okays, reports KSTK-FM, $9 million water treatment plant to replace one, that in 2006, caused City to declare "water emergency"...City of Caldwell, Idaho & non-pfofit Advocates Against Family Violence, reports Idaho Press Tribune, to launch CDBG-funded project in April "to help those at risk of losing housing in emergency situations"...While saying it has "laudable goal of "eliminating the implicit bias in tenancy decisions," a King County, Washington Superior Court Judge strikes down City of Seattle "first-in-line" ordinance requiring landlords to rent to first qualified applicant because choosing tenants is a "fundamental attribute of property ownership," reports Governing.

GOT VIEWS?.
Greater flexibility for home loan banks
Federal Housing Finance Agency sets May 14th for public to submit comments on proposed amendment to allow Federal Home Loan Banks greater authority over allocation of their Affordable Housing Program funds. The Banks' program plays critical role in forging partnerships between Member lending institutions & non-profit & for-profit developers of affordable housing. Your views can help make sure those partnerships remain viable and effective.

NOFA-TUNITY
Widening the net
USDA has set May 14th as the deadline for state & local governments, Federally-recognized Tribes, non-profits & for-profit corporations to apply for Community Connect grants of between $300,000 & $1 million to "provide broadband service at a minimum rate-of-data transmission of 25 megabits downstream and 3 megabits upstream, which is the speed benchmark that" the FCC "has officially adopted for broadband connectivity." USDA funding must be used "to offer free broadband service to all critical community facilities in their proposed service areas for two years and provide a community center with free broadband service for two years." Applicants must provide a 15 percent match for the sums sought.

NOFA-TWO-NITY
Boosting rural economies
USDA Rural Development also has set an April 30th deadline for local governments, public entities, Tribes & non-profits to apply for Rural Business Development Grants that can be used for "technical assistance, training, feasibility studies, & other activities leading to the development or expansion in rural areas of small and emerging private businesses with fewer than 50 employees & less than $1 million in gross revenue." Grants, says USDA, "generally range from $10,000 to $500,000 though there is no grant ceiling. It adds, however, that "smaller grants are given higher priority."

NOFA-THREE-NITY
Farm-to-table funding
USDA also has set a May 7th deadline for a total of $13 million under the Farmers Market Promotion program. Some 60 grants are expected to be awarded ranging from $50,000 to $500,000 to "to increase domestic consumption of and access to locally and regionally produced agricultural products, & to develop new market opportunities for farm & ranch operations serving local markets by developing, improving, expanding, & providing outreach, training, & technical assistance to, or assisting in the development, improvement, & expansion of domestic farmers' markets, roadside stands, community-supported agriculture programs, agritourism activities & other direct producer-to-consumer market opportunities." It's worth noting that USDA also has set May 7th as the due date for applications under its $13 million Local Food Promotion program which expects to award some 60 grants of between $25,000 & $500,000 "to increase domestic consumption of and access to locally and regionally produced agricultural products, and to develop new market opportunities for farm and ranch operations serving local markets."

NO-FOUR-TUNITY
Philanthropic power
Oregon's Meyer Memorial Trust sets April 18th deadline to apply for $3.9 million in Housing Opportunities funding, $3.6 million in Healthy Environment funding, $4.3 million in Building Communities funding & $3.4 million in Equitable Education funding. For an overview of this year's funding opportunity, visit & for a listing of Virtual Information Sessions to learn more about each opportunity, visit or see COMING UP below.

NO-FIVE-TUNITY
Broadbanding rural Oregon
Business Oregon - the state's Department of Business Services - has set April 30th deadline to submit applications for total of $4m in Regional Infrastructure Fund grans of between $50,000 to $1 million to support capital construction projects across state. Each of its 11 Regional Solutions Teams will be responsible for allocating at least $200,000 of the funds. Funding for the program was provided by the 2017 Session of the Oregon Legislature.

BRIEF BRIEFS THREE

NOT-SO-FACTASTIC
The gap persists
On March 13th the National Low Income Housing Coalition issued its annual report, The Gap finding "a shortage of 7.2 million affordable and available rental homes for extremely low income renter households, those with incomes at or below the poverty level or 30% of their area median income" & noting that "no state has an adequate supply of affordable rental housing for the lowest Income renters." In our region Alaska had 32 "affordable r& available" rental units for every 100 extremely low-income households, Idaho had 34 such units for such families, Oregon had 26 such units for such households & Washington had 30 such units for every 100 such households. West Virginia had the smallest gap - 59 apartments for every 100 households while Nevada had the largest - 15 units for every 100 households.

QUOTABLE & NOTABLE
The gap in Oregon
"Imagine that you could line up every single Oregon household struggling to pay the rent. Then, alongside them, you lined up every household in Portland, far and away Oregon's biggest city. Which line would be longer? If you guessed the line of renters, you'd be right." - The Epicenter of Oregon's Housing Crisis by Juan Carlos Ordóñez, the Oregon Center for Public Policy, March 15, 2018.

QUOTE TO NOTE
Essential need of essential personnel
"Imagine finishing work for the day and pulling your mattress out of a closet, which you then have to put up in the morning when your students arrive for school. This is a reality for many teachers in small Alaskan communities. Some live in schools or health clinics, while others make do with the backroom of someone's house. Often, they'll stay less than a year. Housing is a huge problem for villages across the state, and it means struggling to retain educators, healthcare professionals, and public safety officers in the places that need them most." - Jack Scholz , Capital City Weekly, March , 2018 on why the Alaska Housing Finance Corporation & Rasmuson Foundation's Teacher Health Professional and Public Safety Officer Housing program is so important to Alaska's future.

QUOTE-WORTHY
Wildfire relief
"The fire funding fix, which has been sought for decades, is an important inclusion in the omnibus spending bill and I commend Congress for addressing the issue Improving the way we fund wildfire suppression will help us better manage our forests. If we ensure that we have adequate resources for forest management, we can mitigate the frequency of wildfires and severity of future fire seasons. I thank Congressional leaders, with whom I've frequently discussed this issue." - Agriculture Secretary Sonny Perdue, March 23rd, 2018, following Congressional passage of an Omnibus spending bill that include long-term "fix" to provide, as needed, additional funding to Forest Service to address longer fire seasons & more frequent wildfires without eroding the non-firefighting balance of the Service's budget. With more than 2.2 million acres of Forest Service land burned in 2017 & fire suppression costs exceeding $2 billion, USDA reports, 2017 was the "most expensive year on record" with 55 percent of the Service's budget allocated to firefighting.

WORTH A READ
Leaving home
Americans have always been a mobile people, even though the vast majority of us hate all the muss & fuss of moving no matter how great the job or how exhilarating the challenge will be in the next place we call home. That's certainly true for Doug Stamm, the long-time but soon-to-retire CEO of the Meyer Memorial Trust which, he writes, shortly will move to a new location. Not across the state, though, or another city or even across town. But just a couple of blocks from its current quarters. "I've written a lot about change over the past decade," he says, and now "I've got one more change to announce, and it's a significant one." How significant for him is remarkable as is how much he's thought & how beautifully he's written about it. As mobile as he - and we - are, it turns out, we do love the roots that bind us to the places where we make our home. Enjoy.

WORTH THOUGHT
Is building affordable housing affordable?
It's not unusual to hear that for-profit housing developers can't afford to build affordable housing. Patty Hastings of The Columbian, however, takes a look at some 400-plus affordable housing units that have been or that are in the process of being built in Vancouver & Clark County, Washington. Affordable housing may be more affordable to build than you might think.

WORTH A WATCH
De-acronyics
Ever looked for a quick & easy of URA - the Uniform Relocation Act - and how it might - but, then again, might not - affected your Federally-funded housing project. Well, thanks to the power of animation, here's a quick video you might want to take a look at. And we promise - it won't put you to sleep!

WORTH A WONDER
"Portland, we have a problem"
Josh Lehner of the Oregon Office of Economic Analysis tells Jefferson Public Radio that high housing prices aren't just a problem in the Portland, Oregon metro area. In fact, it's a statewide, even region-wide problem. And he thinks he knows why.
