BY THE NUMBERS
A look at the omnibus spending bill
As you know, the Congress has passed & President Trump has signed an omnibus bill funding the Federal government for the balance of Federal fiscal year 2018 which ends at midnight, September 30th. It's more than 2,300 pages long & there probably still are some folks poring over all the numbers on all those pages. For now, however, here's analysis from Novogradac & Company of what the numbers in those pages mean for HUD:

BIG BOOST.
Capitalizing affordable housing
Saying it's come at a "crucial time," Governor Jay Inslee & the Washington Department of Commerce have announced the award of some $56.7 to support 42 affordable housing developments across the state. The funding is over & above the $8.1 million in HUD's National Housing Trust Fund & HOME funding for affordable housing that the Department announced in January. The Housing Trust Fund awards are expected to result in the creation of just over 1,900 housing units, including 1,307 multifamily units, 478 units for the homeless or farmworkers & 121 homeownership units for low-income, first-time buyers. It's projected that 30 percent of the funding will go to projects in rural areas, 33 percent to King County projects & the balance to other urban areas. The funding, added the Governor, will help "many Washingtonians who are finding it increasingly difficult to find appropriate and affordable housing in their communities." Since 1986 the state's Housing Trust Fund has awarded "almost $1 billion" to support the development or preservation of 48,000 affordable housing units statewide. The Department also announced its next Notice of Funding Availability for some $10 million in Trust Fund awards "this summer" & also is anticipating the award of $5 million appropriated by the Legislature to provide housing for those displaced by disasters as well as addition HUD funding.

BOOST TOO
Small cities, big dreams
Business Oregon has announced the award of just over $10.2 million in HUD Community Development Block Grants to projects in two counties & 12 smaller cities to promote "viable communities by expanding economic opportunities, providing decent housing, and creating suitable living environments, principally for persons of low and moderate income." The cities of Irrigon, Haines & Fall City received CDBG funds for public works projects, Prineville & Baker City for community facilities, La Grande to support microenterprise development, and Union County & the cities of Astoria, Harrisburg, Ontario, Pilot Rock, Roseburg, Stayton & The Dalles for housing rehabilitation. The projects "can make a big difference," said director Chris Harder, and "set the stage for long-term economic growth and community health in rural Oregon."

RURAL TO URBAN
Changing countryside changes eligibility
USDA Rural Development is required to conduct a review every five years of whether areas remain eligible for its housing programs. Eligibility is determined principally by population, whether an area retains a rural character & its proximity to urban areas. The most recent review was announced on November 20, 2017 and using data from the 2015 American Community Survey & considering comments submitted as part of the review process, USDA Rural Development has determined that 8 Oregon communities or Census-designated areas - Grants Pass, Damascus, Sherwood, Wilsonville, Central Point, Hayesville, Four Corners &.Bethany - should no longer be eligible for housing programs. In addition, a similar review concluded that 11 Washington state communities - Battle Ground, Camas, Lake Stevens, Maple Valley, Monroe, Mt. Vernon, Prairie Ridge, Silverdale, Spanaway, Washougal & Wenatchee - should not remain eligible for its housing programs. Finally, a review of Idaho communities concluded that certain areas recently-annexed by Idaho Falls should no longer be eligible. The decisions are expected to take effect in early June.

Greater flexibility for home loan banks
Federal Housing Finance Agency sets May 14th for public to submit comments on proposed amendment to allow Federal Home Loan Banks greater authority over allocation of their Affordable Housing Program funds. The Banks' program plays critical role in forging partnerships between Member lending institutions & non-profit & for-profit developers of affordable housing. Your views can help make sure those partnerships remain viable and effective.

NOFA-TUNITY
Widening the net
USDA has set May 14th as the deadline for state & local governments, Federally-recognized Tribes, non-profits & for-profit corporations to apply for Community Connect grants of between $300,000 & $1 million to "provide broadband service at a minimum rate-of-data transmission of 25 megabits downstream and 3 megabits upstream, which is the speed benchmark that" the FCC "has officially adopted for broadband connectivity." USDA funding must be used "to offer free broadband service to all critical community facilities in their proposed service areas for two years and provide a community center with free broadband service for two years." Applicants must provide a 15 percent match for the sums sought.

NOFA-TWO-NITY
Boosting rural economies
USDA Rural Development also has set an April 30th deadline for local governments, public entities, Tribes & non-profits to apply for Rural Business Development Grants that can be used for "technical assistance, training, feasibility studies, & other activities leading to the development or expansion in rural areas of small and emerging private businesses with fewer than 50 employees & less than $1 million in gross revenue." Grants, says USDA, "generally range from $10,000 to $500,000 though there is no grant ceiling. It adds, however, that "smaller grants are given higher priority."

NOFA-THREE-NITY
Farm-to-table funding
USDA also has set a May 7th deadline for a total of $13 million under the Farmers Market Promotion program. Some 60 grants are expected to be awarded ranging from $50,000 to $500,000 to "to increase domestic consumption of and access to locally and regionally produced agricultural products, & to develop new market opportunities for farm & ranch operations serving local markets by developing, improving, expanding, & providing outreach, training, & technical assistance to, or assisting in the development, improvement, & expansion of domestic farmers' markets, roadside stands, community-supported agriculture programs, agritourism activities & other direct producer-to-consumer market opportunities." It's worth noting that USDA also has set May 7th as the due date for applications under its $13 million Local Food Promotion program which expects to award some 60 grants of between $25,000 & $500,000 "to increase domestic consumption of and access to locally and regionally produced agricultural products, and to develop new market opportunities for farm and ranch operations serving local markets."

Philanthropic power
Oregon's Meyer Memorial Trust sets April 18th deadline to apply for $3.9 million in Housing Opportunities funding, $3.6 million in Healthy Environment funding, $4.3 million in Building Communities funding & $3.4 million in Equitable Education funding. Broadbanding rural Oregon
Business Oregon - the state's Department of Business Services - has set April 30th deadline to submit applications for total of $4m in Regional Infrastructure Fund grans of between $50,000 to $1 million to support capital construction projects across state. Each of its 11 Regional Solutions Teams will be responsible for allocating at least $200,000 of the funds. Funding for the program was provided by the 2017 Session of the Oregon Legislature.

The gap persists
On March 13th the National Low Income Housing Coalition issued its annual report, The Gap finding "a shortage of 7.2 million affordable and available rental homes for extremely low income renter households, those with incomes at or below the poverty level or 30% of their area median income" & noting that "no state has an adequate supply of affordable rental housing for the lowest Income renters." In our region Alaska had 32 "affordable r& available" rental units for every 100 extremely low-income households, Idaho had 34 such units for such families, Oregon had 26 such units for such households & Washington had 30 such units for every 100 such households. West Virginia had the smallest gap - 59 apartments for every 100 households while Nevada had the largest - 15 units for every 100 households.

Wildfire relief

If we ensure that we have adequate resources for forest management, we can mitigate the frequency of wildfires and severity of future fire seasons. I thank Congressional leaders, with whom I've frequently discussed this issue." - Agriculture Secretary Sonny Perdue, March 23rd, 2018, following Congressional passage of an Omnibus spending bill that include long-term "fix" to provide, as needed, additional funding to Forest Service to address longer fire seasons & more frequent wildfires without eroding the non-firefighting balance of the Service's budget. With more than 2.2 million acres of Forest Service land burned in 2017 & fire suppression costs exceeding $2 billion, USDA reports, 2017 was the "most expensive year on record" with 55 percent of the Service's budget allocated to firefighting.

Leaving home
Americans have always been a mobile people, even though the vast majority of us hate all the muss & fuss of moving no matter how great the job or how exhilarating the challenge will be in the next place we call home. That's certainly true for Doug Stamm, the long-time but soon-to-retire CEO of the Meyer Memorial Trust which, he writes, shortly will move to a new location. Not across the state, though, or another city or even across town. But just a couple of blocks from its current quarters. "I've written a lot about change over the past decade," he says, and now "I've got one more change to announce, and it's a significant one." How significant for him is remarkable as is how much he's thought & how beautifully he's written about it.
