APRIL IS FAIR HOUSING MONTH

"April is Fair Housing Month, a time when we recommit ourselves to the ideals of the Fair Housing Act and the ongoing challenges of ending housing discrimination. Housing discrimination, and sexual harassment as a vehicle for that discrimination, is a stain on the fabric of our nation. Sadly, some take advantage of women, men, persons with disabilities, single mothers, and others who live in vulnerable housing situations. Fair housing complaints that HUD and its partners receive indicate this type of discrimination occurs far too often. Over the last two years alone, we have received approximately 400 fair housing complaints alleging sexual harassment, and evidence suggests that many more cases go unreported. It is especially fitting that this year's Fair Housing Month theme is "CALL HUD"— a call to action to survivors of sexual harassment and a reminder that HUD is a resource to challenge housing discrimination in all its forms." – Secretary Ben Carson, April 1, 2019

Road rules refresh
As a housing industry professional have you ever felt a need to go back & reacquaint yourself with the rights & responsibilities established by the Fair Housing Act. Well, here's a pretty easy & convenient to refresh your knowledge. Last year, HUD's Office of Fair Housing & Equal Opportunity produced a YouTube video on the basics of the Fair Housing Act featuring Kristina Miller with HUD in Seattle who, over the years, has conducted dozens of in person & on-line workshops that have helped familiarize thousands of our industries with the do's & don't' s of the Act. If ever you feel the need to be reminded of them, we hope you'll take a look.

FACEBOOK CHARGED.
It's "discriminating against people based upon who they are &where they live"
HUD has charged Facebook with violating the Fair Housing Act by encouraging, enabling, &causing housing discrimination through the company's advertising platform. "Using a computer to limit a person's housing choices," said HUD Secretary Carson, "can be just as discriminatory as slamming a door in someone's face." HUD alleges that Facebook unlawfully discriminates based on race, color, national origin, religion, familial status, sex & disability by restricting who can view housing-related ads on Facebook's platforms & across the internet. HUD also claims Facebook mines extensive data about its users and then uses those data to determine which of its users view housing-related ads based, in part, on these protected characteristics. HUD charges that Facebook enabled advertisers to exclude people whom Facebook classified as parents; non-American-born; non-Christian; interested in accessibility; interested in Hispanic culture; or a wide variety of other interests that closely align with the Fair Housing Act's protected classes. HUD is also charging that Facebook enabled advertisers to exclude people based upon their neighborhood by drawing a red line around those neighborhoods on a map. Facebook also allegedly gave advertisers the option of showing ads only to men or only to women. HUD seeks to address unresolved fair housing issues regarding Facebook's advertising practices and to obtain appropriate relief for the harm Facebook caused and continues to cause.

LOOKING FORWARD
HUD's 2020 proposed budget
In March the Trump Administration announced its proposed HUD's 2020 Budget a $44.1 billion spending plan that expands resources to prevent/end homelessness; invests record funding to reduce lead &other home health and safety hazards; and preserves rental assistance to HUD-assisted households. It continues a commitment to fiscal restraint, targeting lower value HUD programs for elimination or reduction, while seeking stable or increased funding into the highest impact programs that provide housing & support for vulnerable populations. "This Budget advances our key priorities, including empowering HUD-assisted families to achieve self-sufficiency," said Secretary Carson. "For generations, the idea of the Federal Government providing housing assistance meant only one thing—helping to pay the rent so families can have a roof over their heads. But we must also think about how we can help families to access financial programs, educational opportunities, & higher paying jobs. In short, we must think beyond investing in bricks & mortar, & think about investing in people."

Historicizing the future
HUD & the Advisory Council on Historic Preservation have set an April 30th deadline to submit nominations for the 2019 HUD Secretary's National Preservation Award which honors the use of historic buildings for affordable housing, community development a/o expanded economic opportunities. To be eligible, projects must Include HUD funds or financing, meet preservation guidelines & contribute to local and/or tribal community revitalization efforts. The award will be announced later this fall at a meeting of the Advisory Council.

Managing growth
The Washington Department of Commerce has set a May 1st deadline to submit nominations for the 13th annual Governor's Smart Communities Awards. The competition is intended to recognize "outstanding achievements & collaboration by local governments & their partners in planning for growth in communities throughout Washington," making decisions & plans, Governor Inslee notes, "on how they want to look & function 20 or 50 years from now," This year for the first time one of the five award categories will include one for "smart housing strategies" which demonstrate "innovation & creative strategies to address housing affordability through plans, policies, programs, and/or action." Innovation in assisted housing
HUD has set a June 12th deadline for high-performing housing authorities with 1,000 or more non-elderly, non-disabled public or Housing Choice Voucher units to submit letters of interest in joining a second cohort of cohort of additional housing authorities expected to join HUD's Moving-to-Work program. Currently there are 39 Moving-to-Work authorities nationwide including authorities serving King County, Portland, Seattle, Tacoma & Vancouver, Washington & Congress has authorized an expansion of the program since it has proven effective in providing authorities with the flexibility to design & implement & test innovations & efficiencies beneficial to them &, if replicable, to other authorities.

NOFA-TUNITY
Re-connecting the young
HUD sets May 15th deadline for state & local governments & not-for-profits to apply for up to 25 grants sets May 15th for state & local governments & not-for-profits to apply for up to 25 grants to develop and execute a coordinated community approach to preventing and ending youth homelessness under the third round of its Youth Homelessness Demonstration Program. A total of $75 million is expected to be awarded in grants ranging from $1 million to $15 million. Eight of the grants will go to projects serving rural areas. The purpose of the Demonstration Program is "to learn how communities can successfully approach the goal of preventing and ending youth homelessness by building comprehensive systems of care for young people rather than implementing individual or unconnected projects that serve this population."

Smoothing the edges
The U.S. Department of Veterans Affairs has set a May 20th deadline for state, county, local & Federally-recognized Tribal governments, public housing authorities & non-profits to apply for a total of $30 million to provide time-limited case management services to improve retention of housing by previously-homeless Veterans who are transitioning to permanent housing. The Department expects to award up to 133 grants with an award ceiling of $675,000 each under its Grants & Per Diem Program.

NOFA-THREE-NITY
Wiring-up rural America
USDA's Rural Utilities Service has announced the application due dates for $600 million under its Rural eConnectivity Pilot – or ReConnect - Program to fund the construction, improvement, or acquisition of facilities & equipment needed to provide broadband service in eligible rural areas. The deadline to apply for 100 percent grant funding of up to $25 million is May 31st. The deadline to apply for a 50 percent loan of up to $225 million & 50 percent grant of up to $25 million is June 21st. The deadline to apply for 100 percent loan funding of up to $50 million is July 12th though in April USDA has will begin evaluating loan-only applications on a first-come, first-serve basis. State & local governments, Federally-recognized Tribes, non- & for-profit organizations & cooperatives & limited liability corporations may apply.

NO-FOUR-TUNITY
Re-joining the workforce
The U.S. Department of Labor's Veterans Employment & Training Service – VETS – sets April 26th deadline for local governments, Tribes, workforce development organizations, non- & for-profit organizations & others to apply for total of $13.5 million in grants of up to $500,000 each under its Homeless Veterans' Reintegration Program, Incarcerated Veterans' Transition Program, & the Homeless Female Veterans' and Veterans' with Families Program "to provide services to reintegrate homeless veterans into the labor force by placing them into meaningful employment and to stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans. Meaningful employment is defined as "open & competitive paid employment, in line with the homeless veteran's aspirations, talents, & abilities" & "i Ideally, the employment should provide a family sustaining wage or, in other words, at least the minimum income necessary for a worker to meet his or her basic financial needs."

In 2018 there were 11.2 million extremely low-income renter households in the U.S. - 25.7 percent of all renter households & 9.5 percent of all households in the U.S. However, there were only 35 affordable & available rental homes exist for every 100 extremely low-income renter households. Fed fans
USDA is considering relocating two of its agencies – the Economic Research Service & the Institute of Food & Agriculture – outside of the Washington, D.C. metro area & "closer to its customers," says Secretary Perdue. Obviously, neither is as big an economic engine as, for example, Amazon, but 136 cities in 35 states told USDA they were interested in hosting one or both. Wow! And even more "woweer"? Apparently, no cities in Alaska, Idaho, Oregon or Washington were interested.

"Growing pains are something I've become familiar with given my background in medicine. They're also something I'm becoming familiar with in a different context — housing. Not always bad, growing pains often result in positive change. Due to President Trump's economic policies, our urban areas are experiencing tremendous growth. Young people are flocking to our cities, entrepreneurs are creating more jobs, and technology is making it easier to stay connected with loved ones. This growth is good, but it is rarely pain free. The urban growing pains we see today are causing disruptions, especially in housing. In many high-cost areas of our country, the shift in housing trends has been a contributor to an affordable housing crisis. Housing within budget is scarce and the limited public housing properties available in major cities need repair. No coast nor state is immune. Fortunately, there are exciting developments to overcome these challenges. Innovators, entrepreneurs, philanthropic organizations, faith communities and government at every level are engaged on this issue. Churches are creating affordable housing by selling their air rights or building affordable multifamily developments on unused land. Communities are launching projects, such as The BLOCK Project in Seattle, to change zoning laws and house homeless neighbors. State and local governments are working together to examine outdated regulations so more affordable housing developments can be built in high opportunity areas. Innovators are creating new technologies and materials that drive down the cost of building a home and working with local planning commissions for approvals. The Trump Administration has acted to incentivize the development of more housing. A new tax provision signed into law through the 2017 Tax Cuts and Jobs Act created Opportunity Zones in more than 8,700 distressed economic areas across the country. This tax incentive will bring long-term private capital to communities for both housing development and job creation. The federal government is also committed to finding innovating solutions to protect existing affordable housing stock. Several years ago, the U.S. Department of Housing and Urban Development (HUD) estimated the cost of repairing our deteriorating public housing stock and the price tag was a staggering $26 billion! In response, HUD created a public-private partnership called the Rental Assistance Demonstration (RAD) to help tackle this backlog by moving public housing properties to other funding platforms, and this partnership has proven to be extremely successful. Last fall, we crossed an important threshold by announcing that the RAD program has preserved 100,000 public housing units. These are homes that otherwise would have been lost from our affordable housing supply forever. Not only is this program saving homes, it also has generated nearly $6 billion in construction investment and created over 108,000 jobs. Public-private partnerships like Opportunity Zones and RAD are proven tools we must continue using to tackle our country's affordable housing issues. We are seeing promising partnerships already. If we continue to work together, we can make major strides in remedying these affordable housing pains that have accompanied our country's impressive economic growth. A great American main street
"Alberta Main Street," in Portland, Oregon, "serves as a model for neighborhoods in cities that are struggling to retain their character in the face of new development, gentrification, and displacement" said National Main Street Center CEO & President Patrice Frey.
