HOME PROTECTION
On March 19th President Donald J. Trump announced that he had directed HUD Secretary Ben Carson to impose 60-day moratorium on evictions of & foreclosures against homeowners with mortgages insured by FHA - the Federal Housing Administration - insured single-family mortgages. The U.S. Department of Agriculture, Fannie Mae & Freddie Mac have also imposed moratoriums. The Urban Institute estimates the actions will over more than 65 percent of the nation's active mortgages. As of February 27th, there were 283,112 households with FHA insured single family active with a total dollar value of $60.5 billion in Alaska, Idaho, Oregon and Washington. WHY WE CELEBRATE
"April is Fair Housing Month in the United States, something you might not have remembered given everything else going on these days. We hope you'll take a few minutes tithing about it. Why? Well consider two women were forced to move from an apartment complex when a maintenance worker told them they could exchange sex for rent. A landlord entered a woman's apartment uninvited and on one occasion the woman awoke to find him in her bedroom, on her bed. Another woman was threatened with eviction if she didn't have sex with her landlord. The U.S. Department of Housing and Urban Development sees these kind of sexual harassment complaints filed far too often. As the HUD Regional Director for Alaska, Idaho, Oregon and Washington State, when we hear these stories come into our office, we take action. Recently, we helped a woman in Florida get a $75,000 settlement after an employee at a housing authority allegedly harassed her by making unwelcome sexual comments, requesting sexual favors, and threating eviction. Not only did the renter receive a monetary settlement, but the housing provider adopted a new sexual harassment policy and its staff was forced to attend fair housing training. Each April HUD observes Fair Housing Month to mark the passage of the Fair Housing Act, the law that prohibits housing discrimination based on race, color, national origin, religion, sex, disability, or family status. This year HUD will continue its focus on addressing sexual harassment. HUD has declared, "Call HUD, Because Sexual Harassment in Housing is Illegal", the theme for Fair Housing Month 2020. The goal is to increase the Department's efforts to better educate the public on what behaviors constitute sexual harassment and what to do/who to contact if people experience it in their communities. Last year, HUD and the Justice Department launched a nationwide joint initiative to combat sexual harassment in housing by increasing the public's awareness of the issue and encouraging the reporting of harassment. The Justice Department has filed over a dozen lawsuits alleging sexual harassment in housing since the joint HUD/Justice Department initiative was launched. HUD also launched a special campaign and training initiative to help protect people from harassment by landlords, property managers, and maintenance workers in HUD-assisted housing. Through this initiative, HUD and its partner organizations obtained over $1 million in relief for nearly 130 survivors and victims' funds over the past two years. We know that this outreach works. We've heard stories from some women who said they were unaware this kind of harassment was illegal and that they could go to HUD for help. HUD remains committed to helping all those who face housing discrimination because of how they look, where they come from, their sex, religion, family status, or disability, as well as those being threatened with eviction because they are unaware of their fair housing rights. If anyone believes they have experienced discrimination, including sexual harassment in housing, they can file a complaint by contacting HUD's Office of Fair Housing and Equal Opportunity at (800) 669-9777 (voice) or (800) 927-9275 (TTY). LOAN-A-TUNITY
The U.S. Small Business Administration has announced that small for-profit & non-profit businesses adversely affected by COVID-19 in Alaska, Idaho, Oregon & Washington are eligible to apply for low-interest loans to help meet financial obligations & operating expenses that could have been met if the disaster had not occurred including fixed debts, payroll, accounts payable & other bills that cannot be paid due the disaster. The loans must be repaid within 30 years. Interest on loans for for- profit businesses will be 3.75, and on non-profit businesses will be 2.75 percent. The National Low Income Housing Coalition has issued its 2020 The Gap report detailing the affordable housing crisis in the United States. The news is not good. It estimates that there are only 29 affordable, available rental units for every 100 of Alaska's 19,652 extremely low-income renter households. In Idaho there are only 44 affordable, available units for its 43,536 extremely low-income households. In Oregon there are only 28 affordable, available units for every 100 of its 133,536 extremely low-income households. And in Washington there are only 31 units for every 100 of its 221,795 extremely low-income renter households. They are not particularly unique.
