This issue marks completion of our 10th year of publishing Northwest HUDLines each month. Over that decade we hope on occasion you've found items of interest. We also thank all of you who have shared news of your achievements & activities, initiatives & innovations. Marc Stiles, the columnist at The Puget Sound Business Journal, once observed that one day he suddenly realized that the affordable housing, community & economic development community had become a very important sector in our region's economy. At HUD, we are proud to be a member of that community. And now, onto year 11!

"WIN-WIN-WIN"
Nation's public housing stock goes smoke-free
Yesterday - July 31st - was a big day for HUD & those we serve. Since 2009, HUD has strongly-encouraged public housing authorities to become smoke-free. Many have. As of July 31st, all of the nation's public housing agencies were required to be smoke-free in all their living units, indoor common areas & office buildings, housing authority administrative areas & outdoor areas within 25 feet of public housing buildings - ban the use of prohibited tobacco products. The rule will cover some 940,000 housing units that are some 500,000 senior citizens & 700,000 children. It will produce cleaner indoor air and promote good health. Reduce the risk of fires. And, estimates the Centers for Disease Control, save housing authorities some $153 million a year that the damage & deterioration smoking does to authorities' physical plants. The new smoke-free rule now in nationwide effect will," wrote HUD Secretary Carson, "improve health and safety conditions in public housing. And it will lower costs. Now that's a win-win-win!"

Tackling youth homelessness
There's probably not a kid in America who, at one time or another, hasn't thought of running. To join the circus, strike it rich or have an adventure. On second thought, fortunately, most stay put. But some do run, fleeing abuse by a parent or sibling or being kicked-out because they've come out. And, usually, they don't have many places to go or many skills or resources to fend for themselves. Too many end-up on the streets, homeless, sleeping in doorways, rustling through garbage bins. In July, HUD Secretary Carson announced the award of $43 million Youth Homelessness Demonstration grants to 11 organizations to help, he explained, "young people find stable housing, break the cycle of homelessness and lead them on a path to self-sufficiency."' Snohomish County & the Washington Department of Commerce were among the 11 winners & join the Anchorage & the King County/Seattle Continuum of Care which were awarded grants last year." Expanding and building on their successes," HUD Northwest Regional Administrator Jeff McMorris added, HUD hopes the winning grantees "will serve as examples of how other communities can do the same."

A WINNER
Good looks & a great story
Every year the American Institute of Architects & HUD have sponsored an Excellence in Affordable Housing Design competition. The reason's simple. More than a handful of people seem to think "affordable" housing means it's not as well-designed, well-built or well-appointed as market-rate housing. For 18 years, the competition has proven them wrong, demonstrating that if you drive down a street with both "affordable" & market-rate complexes, you'll have a hard time figuring-out which is which. Case in point? Station 162, a 25unit affordable as in HUD-subsidized building built in 2017 in Gresham, Oregon. It's one of two winners of the 2018 HUD Secretary's Design Award. If you drove by, chances are it would catch your eye not just once, but two or three times. Exactly our point. In fact, however, the most "beautiful" thing about Station 162 isn't how well it was designed or built, but how it came to be built in the first place. It's a compelling story. E.A. "Bud" Myers was an appliance repairman. In the early 1970's he had a diving accident that severely injured his spinal cord and left him a quadriplegic. As he recovered & began to figure out "what now," he looked around & realized that there was very little housing for people like him. And he.decided to do something about it, founding the non-profit QUAD Inc. - Quadriplegics United Against Dependency. Its mission? To build housing for people like him. Station 162 is as accessible as accessible can be, says the AIA, and, adds HUD Secretary Carson, "not only provide critically needed affordable housing to low-income families & individuals with disabilities" but "prove affordable housing can be attractive & responsive" to the communities in which they're located. It's the fifth complex QUAD's developed in the Portland-Gresham metro area. Something tells us it won't be the last. Congratulations QUAD on a job well &, yes, beautifully-done.

WINNER TOO
A helping hand
The Rasmuson Foundation of Anchorage was established in 1955 driven by the fact that "helping others is an Alaskan tradition." It would always, wrote E.A. Rasmuson be "glad to lend a hand," something it's done now for more than 60 years. Especially noteworthy, of course, is its national recognition for its generous support for the arts, especially Alaskan artists and Alaskan culture. But it hasn't stopped there. On the eve of the Great Recession & concerned about the prospects of an affordable housing crisis, it formed a partnership with the Alaska Housing Finance Corporation, looking for ways to address the onslaught of foreclosures and evictions and homelessness. As the economy worsened, so did state revenues & Alaska's Legislature did what legislatures do in such circumstance - cut or eliminate programs. On one occasion, it called for the elimination of a program that provided housing to teachers, police officers & health care workers in isolated rural villages. On another, it called for an end to state assistance to housing for the elderly. On both occasions, Rasumuson stepped up, pledging millions of dollars to support the programs, but only the Legislature would change course & at least match Rasmuson's contribution. The Legislature agreed, essential housing programs were saved. And its support for & involvement in affordable housing has continued to this day, which is why, in 2018, it was one of 9 foundations nationwide awarded a HUD Secretary's Award for Public Philanthropic Partnerships presented by the Council on Foundations & HUD Secretary Carson. It becomes, by the way, the first two-time winner of the award, an honor, said the Secretary, that the outcomes we can achieve together are far greater than we can achieve on our own," Given its history of lending a hand, who'll be surprised if it wins a third?

50 years later, a dream comes true
Clyde & Charlotte Didrickson of Juneau, Alaska deserve a lot of credit for holding onto their dream. Very long time. They've dreamed of having a place to call home for decades. Credit too goes to Robin Murdock, a transplanted New Yorker who now works for the Tlingit-Haida Regional Housing Authority, gets a lot of credit for, after years and years and years, helping their dream come true. As easy as it is to bash bureaucracies, the VA & HUD deserve a little credit, too, having the right program in the right place at the right time. Read why.

Let your voice be heard
The Federal Home Loan Bank of Des Moines has set August 10th as the deadline to submit nominations for membership on its Affordable Housing Advisory Committee representing the Oregon & representing Washington. In both cases, the term would run from January 1, 2019 through December 31st.

NOFA-TUNITY
Supporting housing counselors
HUD has set an August 7th deadline for HUD-approved housing counseling agencies to apply for a total of $47 million in Comprehensive Housing Counseling funds. The competitively-awarded grants support "counseling and advice to tenants & homeowners, both current and prospective, with respect to property maintenance, financial management & literacy, and such other matters as may be appropriate to assist program clients in improving their housing conditions, meeting their financial needs, & fulfilling the responsibilities of tenancy or homeownership." HUD expects to award an estimated 300 grants. Frequently-asked questions for this year's competition are available.

NOFA-TWO-NITY
Maintaining, improving the rural housing stock
USDA's Rural Housing Service has set an August 9th deadline for local governments, public agencies, Federally-recognized tribes, nonprofits & faith-based organizations to apply for a total of almost $10.4 million in Rural Housing Preservation grants for the repair or rehabilitation of rural housing owned or occupied by low and very low income rural citizens. USDA does not provide funding directly to homeowners but through the sponsoring organization receiving the gran. USDA expects to award up to 160 grants of up to $50,000 each.

Boosting homeless prevention resources
The Alaska Housing Finance Corporation has set an August 8th deadline to submit a Notice of Intent to Apply for a total of $1.4 million in matching funds authorized by the Alaska Legislature for qualified fiscal year 2018 HUD Continuum of Care applicants to help Alaska applicants meet HUD's matching fund requirements & to help them earning "leveraging" points in the national funding competition. Eligible applicants are those organizations submitting a renewal or bonus points application to the Alaska Balance-of-State or the Anchorage Continuums of Care. Seattle steps up for affordable housing
The City of Seattle's Office of Housing has set a September 12th deadline to apply for an estimated $40 million in city, state & HUD funds to produce & preserve the city's affordable housing stock. "As in the past," it says, "this NOFA places heavy emphasis on housing for our City's most vulnerable families and individuals, and especially those who are homeless or at risk of becoming homeless" as well as "low income families and individuals, including low-wage workers." The city especially is interested in receiving "proposals that substantially reduce their reliance on City subsidy through reduced development costs, innovative financial structures, or alternative project delivery structures" such as reduced capital & operating costs, identifying "untapped" leveraging resources & technological innovations.

NO-FIVE-TUNITY
Housing for year-round farm labor
USDA's Rural Housing Service has set an August 27th deadline for farmers, farmer & farmworker associations, most state & local governments & Federally-recognized Tribes to apply for Section 514 Farm Labor Housing Loans & Section 516 Farm Labor Housing Grants. The assistance may be used to for the construction of new off-farm farm labor housing units & related facilities for domestic farm laborers & for the purchase &substantial rehabilitation of non-farm labor housing property.

Continuum of Care competition update
Please note that, for the first time, HUD's 2018 Continuum of Care funding will include a $50 million domestic violence bonus for rapid re-housing, joint transitional housing & rapid re-housing & coordinated entry projects targeted to serve people fleeing domestic violence, dating violence, sexual assault, or stalking. The funds are intended to "enable communities to integrate domestic violence programs into their overall planning more broadly than in the past." Here's The HUD Exchange notice for details.

Competition for King County, Washington, United Way of King County & King County Housing Authority: 2019-20 funding for emergency Shelter, Facility-Based Transitional Housing, Rapid Re-Housing, Housing Navigation, Outreach to People Living in Vehicles, and Master Leasing is expected to open August 1st.

HUD has set August 20th as the deadline to submit comments on "possible amendments to HUD's 2013 final rule implementing the Fair Housing Act's disparate impact standard, as well as the 2016 supplement to HUD's responses to certain insurance industry comments made during the rulemaking." HUD is trying to determine "what changes, if any, are appropriate following the Supreme Court's 2015 ruling in Texas Department of Housing &Community Affairs v. Inclusive Communities Project, Inc., which held that disparate impact claims were cognizable under the Fair Housing Act & discussed standards for, and the constitutional limitations on, such claims" & "on the disparate impact standard set forth in the final rule and supplement, the burden-shifting approach, the relevant definitions, the causation standard, and whether changes to these or other provisions of the rule would be appropriate." What does "transformative" look like?. Well, Affordable Housing Finance suggests, how about the site of a strip club that once helped bring a neighborhood down but now, thanks to the hard work of the Cook Inlet Housing Authority with help from the Alaska Housing Finance Corporation, the Rasmuson Foundation, the Federal Home Loan Bank of Des Moines, HUD & others, is now the site of a 33-unit apartment building that, the magazine says, serving as a "catalyst for change" in Anchorage, Alaska's Midtown?

Community banking
Heritage Bank gives credit, but what it's just done in Tacoma, Washington earns it some. Just like lower-income neighborhoods can be "food deserts," they can also be "financial deserts" with no banks, savings & loans or credit unions. Often not even an ATM!! The consequence? An "unbanked" household, says Prosperity Now, "spend an average of $2,400 per year in assorted fees, such as for cashing checks." Which is why Heritage Bank's recent opening of a bank branch in Tacoma's New Salishan community - a top-to-bottom revitalization of public housing completed just a couple of years ago by the Tacoma Housing Authority - is such a big deal, reports The Tacoma Weekly.

Is forming a co-op the "lifeline" that will protect residents of manufactured home parks from displacement when the owner wants to sell the park? Could be, reports Hallie Gordo of CityLab, after getting to know & hearing the story of residents threatened with eviction from a park in Duval, Washington.

Boise State Public Radio talks with representatives of the City of Boise, Idaho, Idaho Housing & Finance Association & the non-profit Housing for Homeless Veterans about what's being done to house homeless veterans who, in 2017, comprised 14 percent of Ada County's homeless population.

WORTH NOTING
Successful transitions
Government bureaucracies aren't usually known for willingly giving-up a piece of their turf. It's just not a part of their organizational D.N.A. A few years back, though, HUD decided that its very popular YouthBuild program - which offers educationally at-risk young people a chance to get back into school, complete their high school degree while learning marketable construction skills - might be better administered by the U.S. Department of Labor since, essentially, it was a skills development & job training program. The good news? The transition was seamless, the program that worked very well at HUD works, if what's happening in Kitsap County, Washington, just as well at the Department of Labor. "I struggled with high school, the whole getting up and going to school type of thing," one participant told The Kitsap Sun. "Hearing about this program made me want to get up because you're making money every day & its more motivation for people who need an extra push."
