THANKS
Time well spent
Every January & February thousands of volunteers help the 18 HUD Continuums of Care in Alaska, Idaho, Oregon & Washington to conduct a "point-in-time" or "snapshot" count of the homeless. There are some folks who kvetch that there's no way these volunteers can't possibly count single homeless person in their community. They're probably right. After all, ever since Dewey beat Truman most of us realize no "snapshot" of one instant in time is a sure-fire predictor of what we'll see the next instant, next day or next month. But that's not really the point of the point-in-time. Just ask Kira Zylstra, acting director of All Home, the continuum serving the homeless in Seattle ^ King County, Washington. This year's count, she recently told KUOW, is "likely" to be an "under-representation" of the number of homeless. But counting's still worthwhile. "It's important that we all have an understanding of what the problem really looks like, of the people that are out there needing our support, so we can respond in really relevant ways. The more we know about those that are in need, the better and more meaningfully we can respond." Which is why HUD & its partners are so thankful for the thousands of volunteers who gave up a good night's sleep for a good cause - helping to prevent & end homelessness. It was time well-spent for data that will be well-used. Thank you.

HUD awards 2017 funding to help prevent & end homelessness
In January HUD awarded $103,383,985 to support more than 350 projects serving the homeless in Alaska, Idaho, Oregon and Washington State. Regionally, total funding was up just over $3 million from the prior year's awards. The awards were made to 18 Continuums of Care, organizations comprised of local governments, homeless advocates and service providers who coordinate an area's efforts to prevent and end homelessness and to identify local projects and practices that should receive HUD Continuum of Care funding. "The awards we are announcing today come from the streets up," said HUD Northwest Regional Administrator Jeff McMorris, "reflecting the priorities of local Continuums that are driven by the expertise of those at work in the shelters and on the streets helping the homeless find a place to call home. It's demanding, critical work in which HUD is proud to be a partner." In a December report to the Congress, HUD reported that point-in-time counts conducted by Continuums estimated 38,947 homeless people in the Region in January 2017.

Today's awards to Continuums in Alaska, Idaho, Oregon and Washington were part of a HUD announcement of $2,011,348,825 to some 400 Continuums across the county, up $77 million from last year.

"The Continuum of Care funding that comes through the city" as a result of the funding awarded by HUD in January "is absolutely essential in our current strategy to try and solve homelessness in Spokane," Rob McCann, executive director of Catholic Charities in Spokane, told The Spokesman Review. "Renewal of this annual funding is absolutely critical to our regional efforts on homelessness," King County, Washington Executive Dow Constantine told All Home. "With federal support we will be able to create new permanent supportive housing across King County, providing much-needed resources for chronically homeless single adults, veterans and others." For the "chronically homeless, it's the vast majority of money we receive. If we lost that funding, we would not be able to keep those apartments," added Jon Carollo of Volunteers of America Spokane. "For the youth programs, it's the core funding."

Bank boosts affordable housing.
Congratulations to the 18 Member banks & 29 project sponsors who, as partners, won $18.7 million in Affordable Housing Program funds that will help in the development of more than 1,200 units of affordable housing across Alaska, Idaho, Oregon & Washington. And thanks, of course, to the Federal Home Loan Bank of Des Moines, Iowa for making the funds available & continuing, said Mike Wilson, the Bank's CEO, "mission of providing funding to lenders so the needs of communities are met.".

SPEAKING OF WHICH...Getting ready for FHLB-Des Moines 2018 funding competition
Interested in working with a Member bank of the Federal Home Loan Bank of Des Moines to compete for affordable housing program funds in 2018? Well, the Bank has published its 2018 Affordable Housing Program Implementation Plan. And it has set May 1st as the start of the application for funds. Worth noting, though, is that from February 1st to 28th it's accepting pre-applications to "to receive technical assistance prior to application" when the competition opens in May. Don't leave money on the table!
Every year hundreds of thousands of eligible families leave millions of dollars in Earned Income Tax Credit refunds "on the table" because they don't know how, where or when to apply for it. That's a real shame, made even worse by the fact that the IRS has easy way to get help filing taxes - i.e., by visiting the IRS' Free Tax Help search tool. All you need is a ZIP Code.

The Alaska Housing Finance Commission has set February 2nd to submit comments on proposed "special purpose" funding round under its GOAL-Greater Opportunities forAffordableLiving- to increase stock of affordable homeless & supportive housing. For more, visit

SPEAK UP!
Some 22 million American families live in manufactured housing units that comprise about 10 percent of the nation's single-family stock. Given the growing demand for affordable housing, those numbers are likely to rise. Which is a major reason why, consistent with President Trump's Executive Order 13771, HUD has launched a "top-to-bottom" review of its manufactured housing regulations in an effort to identify any that are "inefficient, overly burdensome or excessively costly." As part of its "wholesale" review, HUD is seeking public feedback by February 26th. For more, see The Federal Register.

Improving outcomes
As part of his efforts to "critically examine its policies and practices to ensure they align with the Bureau's statutory mandate," Acting Director Mick Mulvaney of the Consumer Financial Protection Bureau has announced that "in coming weeks" it will publish a series of Requests for Information seeking comment on enforcement, supervision, rulemaking, market monitoring, and education activities of the Bureau to provide "an opportunity for the public to submit feedback and suggest ways to improve outcomes for both consumers and covered entities." FLEX-ABILITY
The good old ways
Now in its fifth decade, HUD's Community Development Block Grant or CDBG, is, as government programs go, a bit of a dinosaur. But among mayors & local officials it's as popular as ever. Why? For one very good reason - flexibility. Because within the statutory parameter of serving principally persons of low and moderate income - i.e., 80 percent or less of area median income - the where's, what's & how's of using CDBG funds are decided not by Federal bureaucrats, but by local elected officials after consultation with those they serve. The dollars come from the top down, but how to spend them is decided from the ground up. And that's exactly why, for example, cities like Coeur d'Alene like CDBG. "We're very proud," Mayor Steve Widmyer told The Coeur d'Alene Press, "to be able to provide support for programs & services that assist some of our most vulnerable residents."

Getting & keeping the lead out
HUD sets March 20th deadline for public housing authorities to apply for a total of $25 million identify & address lead-based paint hazard in older units that were tested & abated over twenty years ago and those past control methods may no longer be effective. Some 30 grants are expected to be awarded of between $250,000 to $1 million each. The Public & Indian Housing Lead-Based Paint Capital Fund Program will help authorities "evaluate & clean up lead-based paint hazards in their older housing developments" & "perform risk assessments and conduct specialized cleaning to remove or control lead-contaminated dust and soil in and around public housing units."

NOFA-TWO-NITY
Ending & preventing youth homelessness
HUD sets April 17th deadline to apply for a total of $43 million in Youth Homeless Demonstration Program funds to help communities to implement coordinated community approaches to preventing & ending youth homelessness. Up to 11 grants will be awarded with at least 5 of them in rural areas. Eligible applicants include state, county & local governments as well as registered 2017 Continuums of Care.

NOFA-THREE-NITY
Putting what's worked to work
HHS's Centers for Disease Control has set a February 20th deadline for Federally-recognized Tribes & tribally-designated organizations to apply for a total of $12 million in Tribal Practices for Wellness in Indian Country funding to connect individuals & ccommunities to "tribal practices & cultural traditions" that support "good health & wellness" & that reduce "morbidity and mortality due to heart disease, stroke, cancer, and diabetes; and reducing risk factors for all chronic disease among American Indians and Alaska." Up to 28 grants of up to $150,000 are expected to be awarded.

NOFA-FOUR-NITY
Expanding the safe housing stock
The Department of Justice's Office of Violence Against Women sets February 16th deadline to apply for a total of $20 million in Transitional Housing Assistance Grants for Victims of Sexual Assault, Domestic Violence, Dating Violence and Stalking funding. Up to 70 grants of up to $350,000 each are expected to be awarded to provide 6 to 24 months "of transitional housing with support services for victims who are homeless, or in need of transitional housing, as a result of a situation of sexual assault, domestic violence, dating violence, or stalking; and for whom emergency shelter services or other crisis intervention services are unavailable or insufficient." Transitional housing may include facilities owned by the applicant, leased units or rental assistance. Eligible applicants include state, county & local governments, Federally-recognized Tribes & other organizations.

NO-FIVE-TUNITY
Re-connecting & re-housing the mentally-ill homeless
HHS' Substance & Mental Health Services Administration sets March 9th deadline to apply for state governments, Federally-recognized Tribes, universities & non-profit organizations to a total of nearly $10.4 million under its Treatment for Individuals with Serious Mental Illness, Serious Emotional Disturbance or Co-Occurring Disorders Experiencing Homelessness program. Up to 16 grants of up to $1 million each will be awarded to support development or expansion of "infrastructure that integrates behavioral health treatment and recovery support services for individuals, youth, and families with a serious mental illness, serious emotional disturbance or co-occurring disorder...to increase capacity and provide accessible, effective, comprehensive, coordinated, integrated & evidence-based treatment services, peer support & other recovery support services & linkages to sustainable permanent housing."

ONE-MORE-TUNITY
Boosting homeownership among Native Americans
On a first-come, first-served basis the Federal Home Loan Bank of Des Moines - yes, the Bank serves Alaska, Idaho, Oregon & Washington - is now accepting applications from its Member banks for up to $100k each to provide down payment & closing cost assistance up to $10,000 per eligible household through for its Native American Homeownership Initiative. The Bank expects to make a total of $750,000 in such assistance available this year. Member banks provide the funding to homebuyers and are then reimbursed by the Bank.

BY THE NUMBERS
A solid year for FHA in 2017
Calendar year 2017 was a solid one for Federal Housing Administration - FHA in Alaska, Idaho, Oregon & Washington. It endorsed 56,421 mortgages - the 9th highest-volume in the 80-plus year history of FHA with a total dollar value of $12,604,018,038, its sixth-highest total in the region. More than half of FHA's 2017 borrowers were first-time buyers. Since it began 80-plus years ago, FHA has insured 1.8 million mortgages worth just over $20.5 billion. At year's end, 297,719 families in the region had in-force FHA-insured mortgages. Nationwide, by the way, FHA endorsed just over 1.2 million mortgages with a total dollar value $237.3 billion in 2017. And now, onto 2018!

Healthy homes make for healthy people, healthy neighborhoods
The National Environmental Health Association & HUD's Office of Lead Hazard Control & Healthy Homes has set a February 28th deadline to submit nominations for the 2018 HUD Secretary's Healthy Homes Award. The national competition "recognizes excellence in making indoor environments healthier through healthy homes research, education, and program delivery, especially in low-to-moderate income communities." Awards are expected in four categories - public & multi-family housing, policy & educational innovation, cross-program coordination & research. The awards will be presented at the Association's annual education & healthy homes conference in Anaheim, California in June. Previous winners of the HUD Secretary's Healthy Homes Award include the Alaska Native Tribal Health Consortium, the Tribal Healthy Homes Network & the Seattle Housing Authority's Breathe Easy initiative.

We're looking for best practices in historic preservation
The Advisory Council on Historic Preservation & HUD have set a March 1st deadline to submit nominations for the 2018 HUD Secretary's Award for Excellence in Historic Preservation. The national competition recognizes "developers, organizations, and agencies for their success in advancing the goals of historic preservation while providing affordable housing and/or expanded economic opportunities for low & moderate-income families and individuals." Eligible projects must promote affordable housing, include HUD funds or financing, meet preservation guidelines & contribute to community or Tribal revitalization. The award will be presented at the summer meeting of the Council this year. Previous winners of the HUD Secretary's Award for Excellence in Historic Preservation include the Umpqua Community Development Corporation of Roseburg, Oregon.

Honoring philanthropy
The Council on Foundations & HUD have set a March 9th deadline to submit nominations for the 2018 HUD Secretary's Award for Public-Philanthropic Partnerships. The award is now in its 6th year & focuses on recognizing "cross-sector partnerships between the philanthropic and public sectors" & their "impact as a community strategy to increase the quality of life for low- and moderate-income residents." Prior year winners have included the Rasmuson Foundation in Anchorage, Alaska, the Oregon Community Foundation in Portland & the Raikes Foundation, the Seattle Foundation, and the Bill & Melinda Gates Foundation, all in Seattle, Washington.
