Homelessness by the numbers
A bit later than hoped, on January 7th HUD Secretary Carson released our Annual Homeless Assessment Report reflecting point-in-time count totals for each of the nation's more than 300 HUD-supported Continuums of Care had been submitted to Congress. Overall, it reported 567,715 persons experienced homelessness on a single night in 2019, an increase of 14,885 people since 2018. Meanwhile, homelessness among veterans and families with children continued to fall, declining 2.1 percent and 4.8 percent, respectively, in 2019. "As we look across our nation, we see great progress, but we're also seeing a continued increase in street homelessness along our West Coast where the cost of housing is extremely high," Closer to home, there were 1,997 sheltered & unsheltered homeless individuals counted in Alaska, down 5.4 percent from 2018 but up 2.4 percent from 2010,, 2,315 homeless individuals counted in Idaho, up 15.1 percent from 2018, but down 1.3 percent from 2010 15,876 homeless individuals counted in Oregon, up 9.7 percent from 2018 but down 18.6 percent from 2010, & 21,577 homeless individuals counted in Washington, down 3.2 percent from 2018 & 5.7 percent from 2010.

Supporting critical services
The following week HUD Secretary Carson announced the award of nearly $2.2 billion in Federal year 2019 funds in the first of two tiers of grants to thousands of projects across the country delivered by local Continuums of Care & designed to prevent & end homelessness. The first tier of awards included a record $118.0 million to support more than 340 projects in Alaska, Idaho, Oregon & Washington. HITTING THE ROAD
Promoting affordable housing
HUD Secretary Carson says that over next five months he'll be hitting the road on a nationwide Driving Affordable Housing Across America bus tour to visit communities & hear first-hand what they've done or want to do to eliminate regulatory barriers to affordable housing. Last year President Trump named the Secretary chair of White House Council on Eliminating Regulatory Barriers to Affordable Housing created by Executive Order 13878. Starting with its first stop in Louisville, Kentucky in January the Tour, the Secretary notes, will allow him to "hear directly from our fellow citizens who are grappling with rising housing prices & learn more about best practices to address them. Families, businesses & all levels of government have concerns about the rising cost of housing, & this is an opportunity to bring those parties to the table for a discussion about how we can work together to fix the problem." Affirming fair housing
HUD has set a March 16th deadline to submit comments on a proposed Affirmatively Furthering Fair Housing rule, which offers clearer guidance to states & local governments to help them improve affordable housing choices in their community. The prior rule was published in 2008 with a stated purpose was to provide HUD program participants with a revised planning approach to assist them in meeting their legal obligation to affirmatively further fair housing. Since then, HUD found that in contrast to its stated goals, the prior proved ineffective, highly prescriptive, & effectively discouraged the production of affordable housing. In early 2018 the obligation of local governments to file plans under that rule & in May 2018, withdrew a computer assessment tool required to be used by local governments in preparing those plans. HUD found that rather than assisting local governments in formulating acceptable fair housing assessments, the 'Local Government Assessment Tool' was confusing, difficult to use, contained errors, & frequently produced unacceptable assessments. Litigation challenging HUD's actions was dismissed. "HUD's commitment to Fair Housing remains as steadfast as ever before, & this improved rule reaffirms our mission of giving people more affordable housing options in communities across the country," said HUD Secretary Carson. Under HUD's proposed rule "localities now have the flexibility to devise housing plans that fit their unique needs & provide families with more housing choices within their reach."

Promoting accessibility
HUD has set a March 16th deadline for the public to submit comments on a proposed rule to amend Fair Housing Act design & construction regulations by incorporating by reference the 2009 edition of International Code Council Accessible & Usable Building & Facilities standards as a "safe harbor" so that compliance with it "satisfies the design &construction requirements of the Fair Housing Act & its amendments." Under the proposal, HUD will incorporate more recent editions of currently recognized safe harbor standards and model building codes. HUD will amend its regulations to include the 2009 edition standards of the American National Standards Institute as well as the 2009, 2012, 2015, and 2018 editions of the International Building Code, as safe harbors for compliance with the accessibility requirements of the Fair Housing Act. In announcing the proposal, HUD Secretary Carson explained that "these additional safe harbors as a way to further encourage the development of housing that is open to all."

Clearing up confusion
Seeking to clarify "how housing providers can comply with the Fair Housing Act when assessing a person's request to have an animal in housing to provide assistance because of a disability." HUD has issued an Assistance Animal notice with a "step-by-step" set of best practices for complying with the Act when assessing accommodation requests involving animals and information that a person may need to provide about a disability-related need for the requested accommodation, including supporting information from a health care profession. "Countless Americans rely on assistance animals to fill a void, providing individuals with disabilities with the means to have a home that supports their quality of life," said HUD Secretary Carson in releasing the guidance which will help "provide peace of mind to individuals with disabilities while also taking in account the concerns of housing providers."

On the road to regulatory reform
During a stop on his Driving Affordable Housing Across America Bus Tour in Russellville, Alabama, HUD Secretary Carson unveiled a final rule on formaldehyde emissions for manufactured homes & a proposed rule to revise the federal Manufactured Home Construction and Safety Standards to expedite construction & update safety requirements for carbon monoxide detectors in manufactured housing. The rules, he said, will "remove more of the red tape that stands between the production of safe, quality homes, & the nation's families & individuals that need these homes to make homeownership a reality."

The good news? The King County Housing Authority is openings its Section 8/Housing Choice Voucher waiting list from February 12th to 25th. The bad news? The Authority says that last time they opened it a few fraudulent on-line application sites sprung up, designed not to house, but rip-off people charging them a fee they don't need to pay. So, please alert those who you serve who may be applying to apply directly & FOR FREE at the right site.

Not to boast, but here's a great idea
HUD & the National Environmental Health Association have opened the competition for 2020 HUD Secretary's Healthy Homes Awards. Eligible applicants include federally assisted multifamily housing owners & managers; resident organizations (for example, tenant task forces) in public or private assisted housing, tribal designated housing entities; tribal units of government, and tribal associations Letters of intent to apply due February 17th & nominations due March 10th. If healthy homes are at the core of your mission, we hope you'll share your work with the rest of us. Don't, in other words, be afraid to brag!

NOFA-TUNITY
Community revitalization funding
On February 1st Business Oregon will open its on-line application window for its 2020 HUD Community Development Block Grant funding competition. Eligible communities can apply for funds to help meet their public works, housing rehabilitation, micro-enterprise or community facilities priorities. Applications are due April 30th & applicants are "strongly" encouraged to view a 2-part Webcast on this year's application round. It also should be up & running come February 1st. 13 projects won a total of $8.4 million in the last funding round.

NOFA-TWO-NITY
Housing those who've served
The U.S. Department of Veterans Affairs has set sets March 2nd deadline for state & local governments, public & Tribal housing authorities & non-profits to apply for its Homeless Providers Grant & Per Diem program it expects will fund "11,500 beds of transitional housing & approximately 20 service center."

NOFA-THREE-NITY
The U.S. Department of Agriculture has set a March 16th deadline to apply for its second round this year of USDA Re-Connect broadband funding including up to $200 million for grants, up to $200 million for 50/50 grant/loan combinations, and up to $200 million for low-interest loans. The funding, says Secretary Perdue, provides "critical for economic prosperity &quality of life, from education to health care to agriculture to manufacturing and beyond," noting that previously USDA has awarded $343,429,703 in Re-Connect grant & loan funding for high-speed broadband infrastructure.

NO-FOUR-TUNITY
Planning to build more housing
The Washington State Department of Commerce has set a February 28th deadline for cities to apply for grants of up to $100,000 to support "actions intended to encourage production of more housing & a greater variety of housing types" Applicant cities must be fully planning under the Growth Management Act. Total amount available is $1 million. The application period has been extended to Feb. 28. Housing action plans must be adopted by June 15, 2021. All other actions must be adopted by April 1, 2021

NO-FIVE-TUNITY
Victim assistance funding
On Monday, February 3rd the Washington Department of Commerce's Office of Crime Victims Advocacy will open a $3.5 million Human Trafficking Services a & Outreach competition inviting non-profits & Tribes to apply for 7 grants. The funding will be used to provide person-centered support & assistance for victims/survivors of labor (4 grants) or sex trafficking (3 grants) & too individuals at-risk Applications for this competition are due March 30th. Currently, the Office also is accepting until March 2nd applications from Tribal victim services agencies in Washington state for grants of up to $140,000 each to fund culturally specific services for people hurt or harmed in their communities.

Housing Wire reports that new report finds that nationally the 493,066 foreclosure filings in 2019 were "down 21 percent from 2018 & down 83 percent from a peak of nearly 2.9 million in 2010 & filings now are at the lowest level since tracking began in 2005."

"There are currently 218 million-dollar cities in the U.S. — cities with a typical home value of $1 million or more — three more than at the end of 2018 and 74 more than there were five years ago," Zillow Research reported in January.
