FHA-NTASTIC!
Keeping pace with the market
As you know, HUD's in the homeownership business thanks to the Federal Housing Administration single-family insured mortgages on one- to four-unit homes. FHA mortgages are a powerful tool, especially for buyers new to the market and maybe even buying their first home. FHA usually requires a very modest 3.5 percent down payment. Buyers can get help from their families or other programs to help assemble the down payment. And they don't need a gold-plated credit score. No surprise, more than 44,000 Alaska, Idaho, Oregon & Washington families took out FHA-insured mortgages in 2019 & as of the end pf November there were more than 284,000 active FHA mortgages totaling more than $60 billion in the four states. In December FHA announced the maximum mortgage it will insure in markets in across the county. On December 3rd, it issued Mortgagee Letter 2019-19 setting higher limits effective for forward mortgages & Mortgagee Letter 2019-20 on new limits for Home Equity Conversion Mortgages assigned case numbers on or after January 1st. 2020. In most markets the maximum FHA mortgage on a 1-family home will rise from $314,827 to $331,760. In higher-priced ones like Portland metro it'll rise to $491,050 & in Seattle metro to $741,750. RULE'S READY
The U.S. Treasury & the IRS have issued the final rules for Opportunity Zones created by the 2017 Tax Cuts & Jobs Act that, says Secretary Mnuchin, will provide "clarity & certain" to investors creating "sustained economic growth in communities that have been left behind."

On or about January 20th, 2020, volunteers & staff with the nation's more than 300 HUD-funded Continuums of Care will fan-out very late at night & very early in the morning in the communities they serve to conduct the annual point-in-time count of the homeless. Though only a "snapshot," the data collected is invaluable in helping Continuums better understand better serve the needs of the homeless. Homelessness in 2019
Ahead of the release of HUD's 2019 Annual Homelessness Report to Congress, HUD Secretary Ben Carson has certified data related to the study, included the January,2019 point-in-time counts conducted by hundreds of HUD-funded Continuums of Care. While the rest of the country experienced a combined decrease in homelessness in 2019, significant increases in unsheltered and chronic homelessness on the West Coast, particularly California and Oregon. Overall, Continuums reported that 567,715 people were homeless, representing an overall 2.7 percent increase from 2018 but a nearly 11 percent decline since 2010. Meanwhile, homelessness among veterans and families with children & unaccompanied youth declined from 2018 to 2019 2.1 percent, 4.8 percent & 3.6 percent respectively, "As we look across our nation, we see great progress," the Secretary commented, "but we're also seeing a continued increase in street homelessness along our West Coast where the cost of housing is extremely high,"

Vouchers for vets
HUD has announced the award of an additional 491 HUD Veterans Affairs Supportive Housing (VASH) vouchers valued at $4,262,357 to 22 housing authorities in Alaska, Idaho, Oregon and Washington state to provide permanent, affordable housing for veterans who are currently or are at risk of experiencing homelessness. In prior funding cycles, more than 40 housing authorities in Alaska, Idaho, Oregon and Washington have been awarded 6,497 HUD-VASH vouchers to Alaska(308), Idaho(349), Oregon(2,215) and Washington(3,625) housing authorities. With these awards, HUD has awarded some 7,000 vets will have affordable housing in through HUD VASH vouchers that since 2008 have been provided to housing authorities in Alaska, Idaho, Oregon & Washington.

The HUD-VASH awards in HUD Region X were part of a national announcement of a total of $29.3 million in HUD-VASH Vouchers to 216 public housing authorities across the country to provide rental assistance to an additional 3,300 military veterans. "President Trump has made ending veteran homelessness a priority and with his leadership we have continued to see it decline. Our nation's veterans have given so much for our country and freedom," said HUD Secretary Carson. "It is our duty to make certain every single veteran has a place they can call home." There ""may be no other group more worthy of receiving assistance to insure that they have a safe, affordable place to call home," added HUD Northwest Regional Administrator Jeff McMorris.

BOOSTING TRIBAL HOUSING
More resources to preserve & produce Tribal housing
HUD has competitively awarded $38,958,348in Indian Housing Block Grant funds to 12 Tribes, Native Alaska villages and Tribally designated housing entities (TDHE) in Alaska, Oregon and Washington.to preserve and expand their affordable housing inventories. Five awards were made to Alaska, two to Oregon and five to Washington (see list below). More than half of the Federally recognized Tribes and Native Villages in the United States are in Alaska, Oregon and Washington, each of which is annually receive IHBG grants allocated by formula. Today's IHBG competitive grants are over and above the approximately $147 million in IHBG formula funding that was awarded by formula in fiscal year 2019 to the almost 300 Tribes and Villages in Alaska, Oregon and Washington. The IHBG competitive awards in Alaska and the Northwest were part of a national announcement awarding $197,392,782 to 52 Tribes and TDHEs nationwide. "HUD is excited for this new opportunity to better serve Native American communities through our government-to-government relationship with the Tribes," said HUD Secretary Ben Carson. "I look forward to seeing the new housing units and renovations the Tribes will complete with this much needed investment in affordable housing."

SUPPORTING SELF-SUFFICIENCY
Helping families lead independent lives
On New Year's Eve, HUD Secretary Carson the award of $ 5,478,466 to 37 Alaska, Idaho, Oregon and Washington public housing authorities to support programs promoting economic self-sufficiency for families living in their public housing units or receiving HUD Housing Choice Vouchers. HUD, he said, "is committed to working with our local partners to connect families with the opportunities and support they need to succeed at every level." The winners include:

The awards were part of a national announcement of more than $79 million to nearly 700 public housing authorities across the country. These funds will help residents of public housing and voucher-assisted housing increase their earned income and reduce their dependency on public assistance and rental subsidies.

Can the Community Reinvestment Act work better?
The Federal Deposit Insurance Corporation & the Office of the Comptroller of the Currency have announced a proposed rule to update Community Reinvestment Act regulations that have not been substantively modified in nearly 25 years. Among the major changes will be an additional definition of "assessment areas" tied to where deposits are located-ensuring that banks provide loans and other services to low- and moderate-income persons in those areas.as well as a clarification of what qualifies for credit under the CRA, to enable banks & their partners to better implement reinvestment & other activities that can benefit communities. Public comments on the proposal will be accepted for 60 days after its publication in The Federal Register.

USDA's Rural Housing Service has set a January 24th deadline for public comments on its proposal to "update and improve the direct Single-Family Housing loans & grants programs to "increase program flexibility, allow more borrowers to access affordable loans, better align the programs with best practices, & enable the programs to be more responsive to economic conditions and trends." HUD sets February 6th deadline to apply for almost $10.5 million in Fair Housing Initiatives Program (FHIP) Private Enforcement Initiative funds, almost $7.5 million in FHIP Education & Outreach funds & $500,000 in FHIP Fair Housing Organization Initiative funds. All told, HUD expects to award up to 90 FHIP grants.

U.S. Department of Justice's Office of Victims of Crime sets February 3rd deadline for state & local governments, Tribes & non-profits to apply for a total of up to $13.5 million in Housing Assistance Grants for Victims of Human Trafficking. The anticipated 18 awards of up to $500,000 each may be used to provide transitional housing, including funding for the operating expenses of a newly developed or existing transitional housing program or short-term housing assistance, including rental or utilities payment assistance & assistance with related expenses." Funded projects "must also include support services designed to enable victims of human trafficking & any dependents to locate &secure permanent housing &find employment."
