CUTTING COSTS, BOOSTING SUPPLY
Identifying regulatory barriers to housing
Saying "for many Americans, access to affordable housing is becoming far too difficult," on June 26th President Donald Trump signed an executive order to establish a White House Council on Eliminating Regulatory Barriers to Affordable Housing and named HUD Secretary Carson as chair of the Council. In addition to HUD, the Council will include representatives from the Departments of Treasury, Interior, Agriculture, Labor, Transportation & Energy, EPA, the Office of Management & Budget & the Council of Economic Advisors. It will "work with Federal, State, local, tribal, & private sector leaders to address, reduce, and remove the multitude of overly burdensome regulatory barriers that artificially raise the cost of housing development & help to cause the lack of housing supply." The President, said the Secretary following the signing, "is prescribing a powerful treatment that correctly diagnoses the source of America's affordable housing condition," adding that "removing overly burdensome rules and regulations will reduce housing costs, boost economic growth, & provide more Americans with opportunities for economic mobility."

WELCOME MOVE
Stepping-up protection against lead
HUD Secretary Carson joined EPA Administrator Andrew Wheeler to announce that EPA is establishing tighter standards for lead in dust on floors and windowsills in pre-1978 homes & facilities occupied by children to protect them from the harmful effects of lead exposure. For floors the lead-dust standard is being lowered from 40 micrograms of lead per square foot (µg/ft2) to 10 µg/ft2 & from 250 µg/ft2 to 100 µg/ft2 on windowsills. Lead-contaminated dust from chipped or peeling lead-based paint is one of the most common causes of elevated blood lead levels in children. Infants and children are especially vulnerable to lead paint exposure because their growing bodies absorb more lead than adults do, and their brains and nervous systems are more sensitive to the damaging effects of lead. They can be exposed from multiple sources and may experience irreversible and life-long health effects. Lead dust can be generated when lead-based paint deteriorates or is disturbed. The EPA action, the Secretary said, is an "important step forward," said Secretary Carson. "We will look to complement the EPA move by using this new standard to update the lead safety requirements for pre-1978 housing."

Helping Tribes & Villages meet their priorities
Twenty-two Federally recognized Tribes & Native Villages in Alaska, Idaho, Oregon & Washington have been competitively awarded a total of almost $11.7 million in Indian Community Development Block Grants to assist them in meeting their housing, community & economic development priorities. These grants, said HUD Secretary Carson in announcing the awards, "will generate other investments from public & private sources to create economic opportunities, improve housing conditions & create jobs in Indian country." Established in 1977, eligible ICDBG activities include housing rehabilitation & land acquisition to support new housing construction & under limited circumstances, new housing construction; infrastructure construction, e.g., roads, water and sewer facilities & single- or multi-purpose community buildings; & a wide variety of commercial, industrial, agricultural projects, which may be recipient owned and operated or which may be owned and/or operated by a third party. This year's awardees include:

How best to expand HUD's Tribal Veterans Affairs Supportive Housing program?
HUD's Office of Native American Programs wants to hear from you. It's in the process of expanding its HUD Tribal Veterans Affairs Supportive Program which, at present, is enabling 26 Tribal housing authorities to provide rent subsidies to members who are or are at risk of homelessness. Consistent with HUD's government-to-government consultation policy with Federally recognized Tribes & Villages, Deputy Assistant Secretary Heidi Frechette has sent a letter to Tribal leaders asking for their thoughts & ideas on a series of questions about the what's & why's of moving forward to expand. RENTER-TUNITY
Housing Choice Voucher Waiting List Opens in Anchorage
Beginning July 1st the Alaska Housing Finance Corporation is accepting applications from eligible households to be placed on its waiting list for Housing Choice Voucher rental assistance for use in privately-owned rental housing in Anchorage Alaska. The deadline to apply is July 31, 2019. To be eligible, a family of four can earn up to $52,450 – 50 percent of area median income – and will pay 28.5 percent of their gross income to rent in their first year of the program. The share of income applied to rent will increase over the next four years of tenancy. Applications received will be randomized & a lottery will be held to determine an applicant's placement on the list. After July 31st, the Alaska Housing Finance Corporation does not expect to open its to new applications for 18 to 24 months.

NOFA-TUNITY
Meeting Tribal housing needs
HUD sets August 9th deadline for governments of Federally recognized Tribes & Native American tribal organizations to apply for Healthy Homes Production Grants for Tribal Housing of up to $1 million each. The funds assist American Indian and Alaska Native tribal governments to develop comprehensive programs to identify and remediate housing issues that contribute to health and safety issues in urban, tribal communities. Funding can be used to identify & remediate healthy home hazards in privately-owned, low-income rental or ownership units, especially where children or the elderly. Up to 12 grants are expected to be awarded.

NOFA-TWO-NITY
Getting the lead out
HUD has also set an August 9th deadline for state, local & Tribal governments & others to apply for a record $324 million in Lead Hazard Reduction Program grants to "maximize the number of children under the age of six years protected from lead poisoning by assisting grantees in undertaking comprehensive programs to identify & control lead-based paint hazards in eligible privately-owned target housing." Up to 70, 5-year grants of between $1 & 9.1 million each are expected to be awarded. This year, HUD has added a category of cities and counties that have "high impact neighborhoods" with high concentrations of both pre-1940 housing, low-income families, & high rates of young children with elevated blood lead levels. "Your home is a haven from the outside world," HUD Secretary Carson said in announcing the funding opportunity. "You shouldn't be worried about the hidden dangers that could affect you and your family,"( Watch an extended version of the Secretary's remarks).

NOFA-THREE-NITY
Are there better ways?
HUD has set a July 11th deadline for a wide range of organizations to apply for total of $7 million for up to 11 Lead & Healthy Homes Technical Studies grants ranging from $300,000 to $1 million each to "improve existing methods for detecting & controlling key housing-related health & safety hazards; to develop new methods to detect and control these hazards; & to improve our knowledge of these key housing-related health & safety hazards."

NO-FOUR-TUNITY
Helping kids, helping communities
The U.S. Department of Labor's Economic Development Administration has set an August 6th deadline for non-profit organizations, educational institutions, state or local housing development agencies, certain Native American organizations, workforce development agencies, community action agencies to apply for $85 million in YouthBuild funding. The program offers an opportunity for at-risk young people to complete their high school education while learning construction skills generally by expanding a community's affordable housing stock. Up to 75 grants of between $700,000 & $1.5 million are expected to be awarded. YouthBuild was initially a HUD program, but was transferred to the Labor Department. It's estimated that since 1994, more than 19,000 homes have been built by 92,000 YouthBuild students.

NO-FIVE-TUNITY
Expanding the stock
The Washington State Department of Commerce has set a September 18th deadline to submit step 2 applications for $92.5 million Washington Housing Trust Fund, HOME Investment Partnership & National Housing Trust Fund funding from HUD to "create new affordable housing" or to "undertake activities resulting in an increase" in the state's affordable housing stock. Funding for renovations or rehabilitation are not available under this funding availability. In appropriating the funds, the Legislature did establish a 1:1 match requirement.

NOFA-SIX-TUNITY
Upgrading smaller communities
On July 1st, Business Oregon began accepting applications from eligible cities & towns for Community Development Block grant funding. All applications are due by September 30th. A Webcast outlining application requirements is available for viewing but requires advance registration to do so.

NOT-SO-FACTASTIC
The National Low-Income Housing Coalition's 30th anniversary Out of Reach report is out & as in years past the news is not very good. Earning the state's minimum wage, it estimates, an Alaskan must work 78 hours a week to afford "a modest one-bedroom apartment" renting at Fair Market Rent. In Idaho & Oregon it's 67 hours. And in Washington it takes 75 hours. Nationwide it requires 103 hours – or two-and-half 40-a-week jobs. "Nearly every U.S. county," it concludes, "lacks an adequate supply of affordable & available homes for low-income renters."

A dream deferred
In June Unison released its 2019 Housing Affordability Report. The news isn't so great for American families trying to assemble a 20 percent down-payment to obtain a conventional mortgage. Nationally, it takes a family at median income 14 years to assemble a 20 percent down payment. It takes even longer in "hot" housing like Portland, Oregon where it takes 23 years & Seattle where it takes 27. CityLab tries to make sense of the what's & whys behind the numbers.

Can cutting carrots cut homelessness?
". . .With no income and without a home, (Todd) McGee found himself drifting. "It was like a washing machine out of balance," he said. "I couldn't keep those plates anymore; everything just started falling apart." All he could focus on was finding food and a place to stay for the night. "It's exhausting," he said. About seven weeks ago, McGee joined FareStart's Adult Culinary Program. He's training to be a prep cook. He said through the program, he's learning more than kitchen skills.
