"During National Homeownership Month, we affirm the joy and benefits of homeownership. For millions of Americans, owning a home is an important step toward financial security and achieving the American Dream. My Administration is committed to fostering an economic environment in which every family has the opportunity to enjoy the sense of pride and stability that can come with owning a home. Our Nation's economy is experiencing tremendous growth. I signed into law historic tax reform that cut taxes for middle class Americans and small businesses. My Administration has also slashed unnecessary and burdensome regulations that stunted economic growth. As a result of these actions, Americans are keeping more of their hard-earned paychecks, unemployment rates are at historic lows, and more Americans are entering the workforce. Consequently, owning a home is becoming more attainable for many Americans. Numerous benefits are associated with homeownership. Owning a home gives Americans, a place to call their own, and a place of comfort and safety where they can raise their families. Homeowners also support local businesses, have a strong vested interest in their communities, and foster bonds of friendship with others who live and work in their neighborhoods. A home is more than a place to live — it is also an investment in family, in community, and in the long-term prosperity of our great country. This month, we celebrate those Americans whose success and determination have helped make them homeowners. Their dedication to their families and communities, and to achieving a brighter and more secure future, is an inspiration to each person who is pursuing their own American Dream. Senate confirms Brian Montgomery's nomination
Our celebration of National Homeownership Month is made more special by the news late last month that the U.S. Senate had confirmed, by a vote of 74 to 23, President Trump's nomination of Brian Montgomery as U.S. Senate votes 74 to 23 to confirm Brian Montgomery, President Trump's nominee to serve as HUD's Assistant Secretary for Housing & Administrator of FHA, the Federal Housing FHA Administrator. This is his second tour in this capacity, having served in the post during the Presidency of George W. Bush & for five months during that of President Barack Obama. He also has served as HUD's Acting Secretary during the transition between those two new Administrations. Simply put, Assistant Secretary Montgomery knows the territory. "We are excited to welcome him back to the Agency," said HUD Secretary Carson. "FHA's work is critical to HUD's mission of advancing sustainable homeownership opportunities and quality affordable housing for all Americans. Brian understands this better than anyone and will be ready on day one to address the challenges of today's housing market."

Healthy homes=healthy families=a healthy America
June is National Healthy Homes Month, that was kicked-off by HUD Secretary Carson at a conference at the University of North Carolina at Greensboro where he launched a Protect our Kids! Initiative - a Department-wide enforcement campaign to get landlords and sellers of older homes to fulfill their responsibilities to disclose lead-based paint hazards in their properties. The campaign will also work on ensuring that all federally assisted homes are lead-safe. It's an effort that's long been the focus of HUD's Office of Healthy Homes & Lead Hazard Control & long a cause near & dear to Secretary Carson who, during his time as a surgeon at Johns Hopkins, spent hundreds of hours of his free time working in east Baltimore, working to make its homes and, as a result, its families healthier. "While lead poisoning is entirely preventable, we continue to see far too many children being exposed to lead hazards in their own homes," he said at the National Healthy Homes Month kick-off. "All of us have a responsibility to protect kids, and that includes those who rent or sell older homes that may contain potentially harmful lead." We hope you'll join us in meeting that responsibility.

"HUD remains committed to making sure housing-related policies and practices treat people fairly," HUD Secretary Carson has announced that the Department will formally seek the public's comment on whether its 2013 Disparate Impact Regulation is consistent with the 2015 U.S. Supreme Court case of Texas Department of Housing & Community Affairs v. Inclusive Communities Project, Inc. HUD's Disparate Impact Regulation establishes a framework for establishing legal liability for racially neutral practices that have discriminatory effects on classes of persons protected under the Fair Housing Act. HUD shortly will seek public comment on whether that regulation is consistent with the Court's 2015 decision.

Brownfield scars to greenfield communities
At the request of the Washington State Legislature, beginning June 1st, the Healthy Housing Remediation Program launched by the Toxic Clean-Up Program of the Washington State Department of Ecology & the Housing Trust Fund of the Washington Department of Commerce will begin asking nonprofit organizations to identify hazardous waste sites that, after clean-up & remediation, would be suitable for affordable housing. The list that results from the solicitation will be submitted to the Legislation for funding consideration during its 2019 Session. Making our homes healthier
HUD has set a June 13th deadline for local governments, Tribes, nonprofits, public housing authorities, independent school & special districts, public & private & institutions of higher education & for-profit & small businesses to apply for up to 11 grants under its Lead Technical Studies & Healthy Homes Technical Studies program. The grants are expected to range from $300,000 to up to $700,000 for the lead hazard & up to $1 million for the healthy homes grants. The lead hazard studies grants are intended "to gain knowledge to improve the efficacy and cost-effectiveness of methods for evaluation and control of residential lead-based paint hazards" while healthy homes studies grants are intended "to advance the recognition and control of priority residential health & safety hazards and more closely examine the link between housing & health.". HUD is "especially interested" in studies that "advance our knowledge on priority healthy homes issues by addressing important gaps in the science related to the accurate and efficient identification of hazards & the implementation of cost effective hazard mitigation. Cost sharing & matches are not expected of recipients.

NOFA-TWO-NITY
HUD to select five more Choices Neighborhoods Implementation grantees
HUD has set a September 17th deadline for local governments, Tribe, public housing authorities, nonprofits & others to apply for Choice Neighborhood Implementation Grants Some $145 million is available in this year's competition, but no grant may exceed $30 million. The program's funding is intended to leverage "significant public and private dollars to support locally driven strategies that address struggling neighborhoods with distressed public or HUD assisted housing through a comprehensive approach to neighborhood transformation."

NOFA-THREE-NITY
YouthBuild competition opens
The Employment & Training Administration of the U.S. Department of Labor has set a September 18th deadline for public & private non-profit agencies, workforce development boards, educational institutions, community action agencies, a state or local housing development agency & others to apply for YouthBuild grants to help disadvantaged & educationally at-risk young people learn construction skills building homes while completing their educations. A total of $85 million is available & the Department expects to award up to 85 grants, ranging from $750,000 to $1.1 million each. The Department expects to serve 5,250 young people ages Grant recipients are expected to provide a 25 percent match using non-Federal funds.

NO-FOUR-TUNITY
Special purpose housing funds available in Alaska
The Alaska Housing Finance Corporation has set a June 22nd registration deadline & an October 5th application deadline for a Special Purpose GOAL - Greater Opportunities for Affordable Living - funding opportunity intended to "expand long term supportive housing for Alaskans who have few, if any, housing options due to chronic homelessness, disability and/or histories that present barriers to accessing mainstream housing." Funded projects are not intended to provide treatment facilities or correctional facilities but "long term supportive housing that includes an occupancy agreement." The Corporation's GOAL funds are available in collaboration with Alaska Mental Health Trust Authority & the Municipality of Anchorage & is in part made possible by HUD Section 811 supportive housing for very low-income persons with disabilities & National Housing Trust Fund.

NO-FIVE-TUNITY
The National Endowment for the Arts has set an August 9th deadline for local governments, Tribes, nonprofits, independent school & special districts & institutions of higher education to apply for grants of up to $200,000 under the Endowment's Our Town creative placemaking program. The program support placemaking or knowledge building projects that "integrate arts, culture, and design activities into efforts that strengthen communities by advancing local economic, physical, and/or social outcomes." A wide range of activities are eligible including art festivals & artist-in-residence programs, arts festivals, performance & public art, the design of cultural facilities. Recipients are expected to provide a match equal to the amount of the grant award.

Consider the services it provided in just one year, 2017 - 71,000 bed/nights of shelter. 35,000 toys & gifts to children. 10,000 clothing items. 410,000 meals. It's a small but important step forward between public and private partnership that perhaps other landlords in Anchorage will take to heart. It's similar in intent to the Section 8 housing voucher system that allows qualified renters to integrate into market housing through a federal subsidy program managed by the Alaska Housing Finance Corp. The integration of lower income and homeless into market housing allows for many social benefits and creates an opportunity for upward social mobility not available in "projects." This new program also recognizes the need for other than monetary assistance when it comes to socially integrating mixed income tenants, including job training and internship opportunities.
