Why we celebrate National Homeownership Month
"When I moved to Washington from California it was to be able to live in a place where I could afford to buy a home, be successful in my career " as a customer service & event coordination & "have it spill over into all aspects of my life because I was not struggling just to make ends meet. I met a wonderful small community & it was one of these participants who recommended me to" Community Frameworks' Built in Bremerton program "because the market was changing so quickly & house prices had doubled in the time that I had lived in Washington." HUD's Self-Help Homeownership Program "is the program that helped fund the home's acquisition & also required homebuyer labor or sweat equity; HUD HOME is the program that provided some down payment assistance. Both programs helped make this dream I had a reality. The sweat equity binds you to the house, helps make it really your own. It allowed me to get acquainted with the home, make it my own, feel the pride in working hard, physical labor to show everyone that I was dedicated to being a homeowner. And without the down payment assistance, I could never have afforded to buy a home. Funded through a variety of sources, including HUD's Self-Help Homeownership Opportunity Program (SHOP) and HUD HOME (via Kitsap County), Community Frameworks' Bremerton and Kitsap County Homeownership programs offer affordable homeownership opportunities to qualified buyers within Bremerton city limits and throughout Kitsap County, Washington. A site worth seeing
Those of us lucky enough to visit Washington, D.C. from June 1st to June 5th will have a chance to get a sneak peak at the future of affordable housing. That's because HUD & the National Association of Homebuilders are co-hosting the Innovative Housing Showcase on the National Mall of "new building technologies & housing solutions that are making housing more affordable for American families & homes more resilient during natural disasters." Joined by representative from FHA, the Oak Ridge Laboratory, the National Utility Contractors Association ^ HUD's Office of Housing Counseling, 15 "cutting edge" builders from across the country will be displaying their solutions to our nation's affordable housing crisis. We're particularly pleased that two of the developers are from our region – MinMax Spaces of Seattle, Washington & IndieDwell of Boise, Idaho – will be on the Mall along with a full slate of panel discussions & experts from both inside & outside government about where & where we need to go to expand our nation's stock of affordable, sustainable & energy-efficient housing.

A rule to live by
On Wednesday, June 26th, HUD's Office of Lead Hazard Control & Healthy Homes will conduct two, free, in-person 3-hour workshops at HUD in Seattle on what the Lead Safe Housing Rule Amendment means for owners & managers of public & other HUD-assisted housing. The first Seattle session of the day will be on what the Rule means for units receiving Tenant-Based Rental Assistance (TBRA). The second Seattle session will be in the afternoon on what it means for traditional Public Housing & Project-Based Assistance (PIH/PBRA). In addition, HUD has arranged for those who are unable to travel to Seattle or have schedule conflicts to join the training sessions by virtual teleconferences that will be held at our offices in Anchorage, Boise and Portland. Capacity-building, life-preserving
In August 2016 a wildfire raging in Lincoln County, Washington jumped the Spokane River to spark what would come to be known as the Cayuse Mountain Fire. In the days that followed it would burn through some 18,000 of the 159,000 acres that comprise the reservation of the Spokane Tribe of Indians & threaten the town of Wellpinit, the Tribe's headquarters. The threat was especially dire since flames consumed the utility poles that brought the electricity to power the pumps that brought up the well water needed to extinguish the fire. Fortunately, the town was damaged, but not destroyed. In the aftermath the Tribe vowed never again. And thanks to the Tribe's Children of the Sun Initiative & generous support from the U.S. Department of Energy, Wells Fargo & HUD, the Tribe is well on the way to keeping its vow. See how.

The future of affordable housing?
Boise, Idaho is one of the nation's fastest-growing cities. You won't be surprised, then, that as more and more people arrive it's facing an ever-greater shortage of affordable housing. Like so many other cities these days, Boise's wondering how to keep up with the accelerating demand? A local builder & a local housing non-profit have come up with an intriguing idea. Converted cargo containers. When people walk in" to tour one of their container-now-house, says a unit, LEAP Charities' Bart Cochran says, "it's fun to watch their faces and it's just a bit of surprise because they say like, "Wow, this is a shipping container?" CONSULT-UNITY
Extending Section 184 comment period
To date, HUD has held one in-person tribal consultation & two national teleconferences to provide an opportunity to tribal leaders & others to have a discussion about HUD's proposed Section 184 Indian Home Loan Program rule. the draft proposed regulations. During these discussions, HUD received several requests to extend the Tribal comment period. In response, HUD has extended this comment period to June 30, 2019. NOFA-TUNITY
Meeting Tribal housing needs
HUD has set an August 8th deadline for eligible Tribes & Tribally designated housing entities to apply for $198 million in Indian Housing Block Grant-Competitive funds. Up to 80 grants of no more than $5 million each are expected to be awarded. Usually Indian Housing Block Grants are allocated using a statutory formula to virtually every Federally recognized Tribe. For the first time since 2009, this $198 million will be awarded competitively. Funds can be used "to carry out a range of affordable housing activities. Grant funds may be used to develop, maintain, and operate affordable housing in safe & healthy environments on Indian reservations and in other Indian areas, and carry out other affordable housing activities." This notice-of-funding-availability cites a January, 2017 assessment of Tribal & Alaskan Village housing which reported "that in the 2013-2015 period alone, 68,000 new units would have been necessary to help eliminate overcrowding and replace physically deteriorating units"& notes that in this competition HUD "strongly encourages new affordable housing construction projects that will increase the number of housing units available for low-income Indian families and help address the housing shortage in Indian Country. Additionally, HUD encourages housing rehabilitation projects that will increase the useful life of existing affordable housing units and alleviate substandard housing conditions" as well as "necessary affordable housing-related infrastructure projects that will enable future construction or rehabilitation."

NOFA-TWO-NITY
Promoting informed, smart choices
HUD has set a July 1st deadline for agencies operating HUD-approved housing counseling programs as well as state housing finance agencies that, under statute, operate statewide, HUD-approved counseling programs for $43 million in Comprehensive Housing Counseling grants. HUD expects to competitively award up to 43 grants with none to exceed $3 million which will enable grantees to provide counseling "to tenants and homeowners, both current and prospective, with respect to property maintenance, financial management and literacy, and such other matters as may be appropriate to assist program clients in improving their housing conditions, meeting their financial needs, and fulfilling the responsibilities of tenancy or homeownership." HUD will award preference points for applicants located in an Opportunity Zone.

NOFA-THREE-NITY
Boosting farmers markets
The U.S. Department of Agriculture has set a June 18th deadline for a wide range of organizations to apply for a total of $11.5 million under its View Opportunity | GRANTS.GOV. Some 60 grants are expected to be awarded between $50,000 & $500,000 each. The funds are intended to help "develop, coordinate, and expand direct producer to consumer markets to help increase access to & availability &regionally produced agricultural products.: USDA's Farmers Market Directory lists over 8,000 farmers markets in the United States.

NO-FOUR-TUNITY
Preserving the rural housing stock
The U.S. Department of Agriculture has set July 8th deadline for state, county, local & Tribal governments, noon-profits & Tribal organizations to apply for up to 160 Rural Housing Preservation Grants of up to $50,000 each. The funds can be used "to assist very low- and low-income homeowners in repairing and rehabilitating their homes in rural areas" & assist "rental property owners and cooperative housing complexes in repairing and rehabilitating their units if they agree to make such units available to low- and very low-income persons." USDA encourages applications that will help improve life in rural America. See information on the Interagency Task Force on Agriculture & Rural Prosperity.

NO-FIVE-TUNITY
Expanding affordable housing partnerships
The Portland, Oregon Housing Bureau has set a June 28th deadline to apply for $77 million for new construction projects, property acquisitions & the rehabilitation of existing buildings for affordable housing. Some $70 million of the available funds come from a property tax levy dedicated to housing that was overwhelmingly approved by city voters in 2016. The solicitation marks the first time first time private & non-profit developers will be able to submit proposals for Bond funding following a constitutional amendment passed last November giving municipalities greater flexibility in the use of general obligation bond funds, including the ability to lend bond funds to private entities & to leverage outside funding sources in Bond projects. At least 1/3 of the produced units will be for households at or below 30 percent of area median income. & all projects will be expected to provide a minimum number of supportive housing units — including two buildings entirely dedicated to them - supportive housing – that will be supported by long-term rental subsidies from Home Forward, the city's housing authority, in the form of 198 project-based vouchers. The Joint Office of Homeless Services established by the City & Multnomah County will provide up to $10,000 per unit annually for supportive housing services.

FHA-CTASTICS
How we doin'?
Since it's National Homeownership Month, how are things going for FHA – the Federal Housing Administration – mortgage, maybe HUD's single-largest program designed to promote homeownership? Well, to date, FHA's helped almost 1.9 million families secure more than $234 billion in mortgages to buy their piece of the American Dream in Alaska, Idaho, Oregon & Washington. As of May 2nd, in fact, more than 293,3303 families were FHA-insured mortgages to buy their home. 85 years old, FHA is still helping the dream of homeownership come true.
