HUD releases its strategic plan for fiscal years 2018 to 2022
". . .While HUD has existed for more than 50 years, many Americans still struggle to find affordable housing. The housing market, largely recovered from the financial crisis, has stabilized and demand for housing continues to grow. HUD must move away from the policies and programs of the past and develop an innovative approach that anticipates the housing needs of the future, while addressing current needs. This approach will focus on creating strong public-private partnerships that leverage private capital and remove burdensome regulations from our citizens and businesses. President Trump proposes the fiscal year 2019 Federal budget
By now you are almost certainly aware that on February 12th President Trump unveiled his proposed budget for Federal fiscal year 2019, the period that runs from October 1st, 2018 to September 30th, 2019. The proposal, of course, includes a HUD budget for the same period of $41.24 billion which or expands support for vulnerable populations including those experiencing homelessness, the elderly & persons living with disabilities while also reflecting the President's commitment to fiscal restraint with a modest 1 percent increase in discretionary spending over the President's 2018 proposed budget. This year's proposal, said HUD Secretary Carson, "lays out a vision for a government that is efficient, effective, and accountable.". For an overview, please visit. HUD launches Tribal Consultation on Indian Home Loan Program
HUD is seeking to consult with Tribal Nations and Tribal Leaders at the beginning of the Section 184 Loan Guarantee Program regulation drafting process in accordance with the Department's Tribal Consultation Policy. The Section 184 program is a home mortgage product specifically designed for American Indian and Alaska Native families, Alaska villages, tribes, or tribally designated housing entities. Congress established this program in 1992 to facilitate homeownership and increase access to capital in Native American Communities. The program has grown from under 100 loans in 1994 to over 4,000 loans worth over $700 million in fiscal year 2017. Helping residents control their destinies
HUD has competitively-awarded a total of $2.4 million in Resident Opportunity & Self-Sufficiency grants to the Nampa & Nez Perce Tribal housing authorities in Idaho, Home Forward of Portland & Clackamas & Lincoln County housing authorities in Oregon & Bremerton, Tacoma, Nisqually & Kittitas housing authorities in Washington win $2.4 million in HUD Resident Opportunity & Self Sufficiency grants. The three-year grants retain or hire staff to assist their residents acquire skills, find jobs, achieve educational goals and, ultimately, attain financial self-sufficiency. "Beyond providing families with a safe, decent, affordable place to call home, the best thing publicly-assisted housing can do is to serve as a launching pad that enables residents to acquire the skills and get the jobs that make them economically self-sufficient and no longer in need of assisted housing," said HUD Northwest Regional Administrator Jeff McMorris. "Self-sufficiency helps families control their own destinies and affords other families the same opportunity."

VASH BASH
Protecting the protectors
Washington State Attorney General Bob Ferguson says eight property managers in Walla Walla, Spokane, King, Thurston & Benton counties have entered agreements to stop "improperly" discriminating against veterans holding HUD Veterans Affairs Supportive Housing(VASH) vouchers. "Veterans are protected from discrimination by Washington law," he said. "No veteran should be denied a roof over their head based on how they plan to pay their rent." In making the announcement, the Attorney General noted that "two other housing providers. . .also refused to accept VASH vouchers from veterans" but, to date, have refused to enter into an agreement to stop discriminating. Both have been told he will bring an enforcement action against them if the Legislature enacts "source of income" as a protected class under Washington State fair housing law.

HUD revises Fair Market Rents for 2018
The February 20th Federal Register announced the revision of Fair Market Rents for fiscal year 2018 "based on new survey data" in eight areas of the United States including Hood River & Wasco counties in Oregon & the Seattle-Bellevue Metropolitan Statistical Area. The revisions take effect on March 22nd.

OPPORTUNITY KNOCKING
Deciding where to incentivize investment
Maybe one of the lesser-known provisions of the Tax Cuts & Jobs Act of 2017 proposed by President & enacted by the Congress last year was one which created the Opportunity Zone program which is designed to use tax incentives to spark private investment in Census tracts where 20 percent or more of the residents are in poverty or where the tract's median family income is 80 percent or less of the area's median income. Under the Act, the Governor of each state may nominate up to 25 Census tracts for designation as Opportunity Zones. Their nominations must be submitted in April. In Oregon, the state's Business Oregon agency has established an Opportunity Zone Web site seeking public comment on "a community" - i.e., an eligible Census tract– "would (or would not) like to see their census tract nominated as a potential Opportunity Zone." The site includes a map that allows you to identify all the eligible tracts in Oregon from which the Governor will determine the nominees as well a more detailed description of the program. To allow the Governor a full opportunity to review the public input before she submits her nominations, public comments are due no later than March 14th.

Census tracts in 31 of Idaho's 44 counties are considered eligible to be nominated as Opportunity Zones. Like Business Oregon, the Idaho Department of Commerce is engaged in a similar effort to solicit public comments on which eligible Census tracts in Idaho should be nominated as Opportunity Zones by Governor Otter. The public comment period closes March 2nd.

Serving those who've served
Between now & December 31st, 2020 the U.S. Department of Labor's Veterans Training & Employment Services is awarding, on a first-come, first-served basis, Stand Down Grants to help local organizations host events that "assist homeless veterans by providing a wide variety of employment, social, and health services." Eligible applicants include workforce development programs, veterans service organizations, public entities, Tribal governments & non-profits. VETS is offering grants of $7,000 to support one-day Stand Down events & $10,000 for multi-day events.

NOFA-TWO-NITY
The cultural infrastructure
The National Endowment for the Humanities has set a March 15th deadline for local & Tribal governments, special districts, non-profits & institutions of higher education to apply for Infrastructure & Capacity Building Challenge Grants of up to $750,000 each. Grants can be used "to provide capital directly supporting the purchase of equipment and software; the design, purchase, construction, restoration, or renovation of facilities needed for humanities activities; and collections sharing" & "documentation of cultural heritage materials that are lost or imperiled; the preservation and conservation of humanities materials; & the sustaining of digital scholarly infrastructure." Though requests for up to $750,000 are eligible, the Federal portions of these challenge grants will generally not exceed $500,000. Grant recipients must raise—from nonfederal third-party donors—three times the amount of federal funds offered for grants up to $500,000 and four times the amount of federal funds offered for grants over $500,000.

In 2017 first-time buyers bought 2.07 million new or existing homes. reports Bloomberg based on data provided by Genworth Mortgage Insurance, up 7 percent over 2016 and "the biggest share since 2000."

"Overcrowding" or "overflowing"?
About 3 percent of American households are overcrowded, reports The Arctic Sounder, with more than one person per room. According to the Alaska Housing Finance Corporation's 2018 Housing Assessment some 7 percent of households in Alaska are overcrowded. But "those numbers pale in comparison" to what's happening north of the Arctic Circle where, the Assessment finds, a "whopping" 27 percent of households in both the Arctic Slope & Bering Strait regions are "too full." But not as full as in the NANA region where 39 percent are overcrowded.

The not-so-distant past
Most of us probably don't like to remember when, almost 10 years ago to the day, a big, bad wolf we'd later call the Great Recession knocked at our door & thousands of factories, businesses & stores shut their doors, millions of Americans lost their jobs & their homes & the world's greatest economy teetered on the edge of ruination. But we should anyway &, thanks to The Kitsap Sun, we can. Recently, it asked REALTORS & housing counselors, association executives & economists in Kitsap County, Washington to share their memories - mostly unpleasant - of when boom went bust. It's well worth the read, especially, we'd add, for the tale of the dog who was approved for a $500,000 mortgage. And the bowser didn't even have a job, a savings account or a credit history. Painful or not, we'd urge to give it a look.

Smart phones = smart counts?
The City & County of Spokane, Washington's Everybody Counts 2018 point-in-time count of the homeless is one of the first in the country to use "smart phones" to "radically reinvent" its collection & reporting data. And, reports The Inlander, it's allowing the count to cover more territory & better understand, says the count coordinator, "where the trends are going."
