The state of veteran homelessness
Veteran homelessness in the U.S. continues to decline according to a new national estimate reported by HUD Secretary Carson & VA Secretary Wilkie as part of HUD's 2018 Annual Homeless Assessment Report that will be submitted to Congress later this year. According to "point-in-time" counts of the homeless conducted by hundreds of Continuums of Care across the country, there were 5.4 percent, or 2,132, fewer homeless veterans counted across the country January, 2018 than in January, 2017 or just over half the number of homeless veterans reported in the January, 2010 point-in-time count. "We owe it to our veterans to make certain they have a place to call home," said HUD Secretary Carson. "We've made great strides in our efforts to end veteran homelessness, but we still have a lot of work to do to ensure those who wore our nation's uniform have access to stable housing." Closer to home, Alaska continuums reported 8, or 6.5 percent more homeless veterans & Oregon 112, or 9 percent more from 2017 to 2018 while Idaho reported 13 or 5.7 percent fewer & Washington State reported 457 or 21.8 percent fewer veterans over the same period. Some 350 or 9.5 percent fewer homeless veterans were counted in the four states in 2018 than in 2017:

Boosting resources to end veteran homelessness
As much as HUD & its partners have done in reducing veteran homelessness, there's still lots of work to do. That work will be made somewhat easier thanks to VA Secretary Wilkie & HUD Secretary Carson's announcement in early October of an award of an additional 675 HUD VASH rental assistance vouchers with an annual dollar value of $4,94 million to 27 public housing authorities serving communities across the region. The vouchers will provide permanent, affordable housing to 22 more homeless veterans in Alaska, 20 more veterans in Idaho, 240 more veterans in Oregon & 182 more veterans in Washington state raising the total number of VASH-assisted veterans to 6,000 in Alaska, Idaho Oregon & Washington State "Thanks to the HUD VASH program & the hard work of our partners,, thousands of once-homeless veterans in Alaska, Idaho, Oregon & Washington no longer are," said HUD Northwest Regional Administrator Jeff McMorris. "These additional resources will enable our partners to help even more vets come in from the cold and speed the day when we have fulfilled our nation's commitment to ending veteran homelessness in America."

The winning team will receive $20,000, the runner-up $10,000 and the other two finalists $5,000 each. Designs must be submitted by February 4th & the four finalists will be announced two weeks later. HUD MOVING-TO-WORK EXPANSION MOVING FORWARD
Promoting innovative & affordable homeownership
HUD Secretary Carson is inviting public housing authorities big, small & any size in between to apply for designation as a Moving-to-Work housing authority that gives authorities greater program flexibility in implementing affordable housing programs that fit their communities' unique needs & encourages housing choice and self-sufficiency among their resident low-income families Currently, there are some 3,200 housing authorities in the United States, 39 of which have been designated as Moving-to-Work authorities including the Alaska Housing Finance Housing Authority, Portland's Home Forward, the King County Housing Authority, Tacoma Housing Authority, Seattle Housing Authority & Vancouver Housing Authority. Congress has authorized HUD to designate an additional 100 Moving-to-Work authorities over a 7-year period. HUD will do so by creating four cohorts each of which will focus on one policy area - MTW flexibilities, rent reform, work requirements, and landlord incentives - in the hope that "best practices" which h may emerge can be shared with other authorities around the country. The first cohort of 30 new Moving-to-Work authorities will focus flexibility & will consist of housing authorities that administer 1,000 or fewer Housing Choice Vouchers and public housing units combined. Authorities interested in becoming a Cohort 1 Moving to Work Authority should submit a letter of intent application package by January 11, 2019, the requirements for which are described in HUD Notice PIH-2018-17 or at HUD's MW Demonstration Web site.

Advancing fair housing
HUD's Fair Housing Initiative Program has set December 19th as the deadline to apply for three separate grant competitions. HUD expects to competitively award up to 20 Private Enforcement grants of up to $300,000 each. It also expects to award up to 56 Fair Housing Education & Outreach grants totaling $7.45 million of at least $125,000 each. And, finally, it expects to award two Organization Initiative grants of up to $250,000 each. Under the Fair Housing Initiative program funded organizations partner with HUD to help people identify government agencies that handle complaints of housing discrimination. They also conduct preliminary investigation of claims, including sending "testers" to properties suspected of practicing housing discrimination. The Fair Housing Act protects people from discrimination when they are renting, buying, or securing financing for any housing. The prohibitions specifically cover discrimination because of race, color, national origin, religion, sex, disability & the presence of children.

Supporting Native American communities
HUD has set a January 7, 2019 deadline for Federally-recognized Tribes & native tribal organizations to apply for a total of $65 million in Indian Community Development Block Grants. Under the competition, HUD expects to award 75 grants of between $400,000 & $5 million. ICDBG funding helps Tribes & Alaskan Native villages create "decent housing, suitable living environments, and economic opportunities primarily for persons with low and moderate incomes." Last year 21 Tribes & Native Villages in Alaska, Idaho, Oregon & Washington won some $10.1 million in ICDBG funds

Closing the homeownership gap
"Overall, about 62 percent of Oregonians own homes, and overall the rate of home ownership in the state is slightly lower than in 2000. But state data show stark differences among ethnic groups. In Oregon, about 65 percent of whites and 63 percent of Asian Americans own homes as of 2017. Meanwhile, only about 35 percent of black Oregonians do. "Kind of desperate" in paradise
"It's a fairly common cycle. People can get a place to live 8 or 9 months out of the year. . .and then the owner wants to make use of it during the summer. And, so those individuals are without housing for two or three months out of the year. . .They will avail themselves of camping in the state parks or camp in a friend's backyard or camp in a part of the state park that is not meant for camping or on other people's property that is not meant for camping. . .The thing that has changed over the last five years is the level of anxiety people express when they come into our office looking for housing. It's been true that the lack of affordable housing has been an issue here for a long time but there has always been a sense that if you hung in there, like, long enough, you'd find a place. That perception has changed. And I think it is because there is no housing that is available. They've lost hope. It's more often that we'll hear "this is my last chance. I've tried and tried I'm going to have to leave. I can't make it". . .Most of the housing in San Juan County is ownership housing and then the vacation market has further tightened the rental market. It used to be that folks could find a place, a small building on somebody else's property that would be available to rent year-round. Over the past few years we've seen those that used to be year-round rentals have been converted to "seasonal housing". There's a housing tract on the island that's a combination of either older trailers that install single-pane windows - it's not uncommon for them to be kind of moldy - or, out buildings that may not have indoor plumbing. Certainly buildings, that have not been insulated, again sort of hearkening back to maybe that was only a seasonal dwelling. Now somebody is renting them as a year-round dwelling because they can. The renting market folks are kind of desperate. So, they live in a drafty place where there's no insulation and sometimes you have to pay a lot more for your heat."
