FROM CLARIFICATION TO PARTICIPATION
Addressing impediments to mortgage lending
HUD Secretary Ben Carson & Attorney General William Barr have signed a memorandum of understanding between their two agencies offering guidance & clarification on the appropriate use of the Fair Claims Act for violations by Federal Housing Administration – FHA - lenders so that the Act's requirements, Secretary Carson explained, "do not impede or discourage lenders from offering affordable FHA-insured loans to credit-worthy borrowers. "In taking these steps, we are fulfilling an important element of our Housing Finance Reform Plan & making clear to all responsible lenders that FHA's mortgage program is a program they should participate in. At the same time, HUD will not tolerate irresponsible or fraudulent lenders who defraud borrowers & taxpayers." The memorandum, Attorney General Barr noted, "sets forth a robust and collaborative process for deciding when to pursue False Claims Act cases to remedy material & knowing FHA violations." It is intended, said the announcement, to "address concerns that uncertain and unanticipated FCA liability for regulatory defects led to many well-capitalized lenders, including many banks and credit unions statutorily required to help meet the credit needs of the communities in which they do business, to largely withdraw from FHA lending." In a speech to mortgage bankers in Austin, Texas, Bloomberg reported, Secretary Carson remarked that "depository institutions, which represented nearly half of FHA's lender base in 2010, represent just 15 percent today" & "that at least part of the reason for the decade-long decline in depository participation is because of the uncertainly about how federal agencies apply the False Claims Act."

"RAD IS WORKING"
Opening the door to private capital for housing authorities
A recent analysis of HUD's Rental Assistance Demonstration program to increase the access of public housing authorities to private investment capital reported that "a total of 956 public housing projects with 103,268 units of public housing converted. . .These projects raised a total of $12.6 billion of capital through a variety of sources, an average of $121,747 per unit." That's an average of $121,747 of available capital for each unit converted to RAD. Closer to home, as of October, 2019 the RAD Resource site showed almost 3,100 of those converted units are owned and operated by housing authorities in Salem, Lane County, Portland and Multnomah County, Oregon, Everett, Grays Harbor County, Yakima, Vancouver and Tacoma, Washington and the Idaho Housing and Finance Association. To date, the conversions have generated $192.8 million in construction investments and created some 3,700 direct and indirect jobs. Another 1,240 units are in the "pipeline" to be converted. "RAD is working," said HUD Secretary Carson of the evaluation. "Our aging public housing stock is at extreme risk of being lost. The capital needs of these properties are beyond what we can hope to get from Congress. RAD provides us the solution to preserve this critically needed housing so it remains permanently affordable for future generations."

WELL EARNED, WELL DESERVED
President nominates Montgomery
President Donald Trump has announced that he intends to nominate Brian D. Montgomery as Deputy Secretary of Housing & Development, a position in which he serves in an acting capacity. The White House announcement noted that Mr. Montgomery "has served as head of the Federal Housing Administration – FHA - twice, and under three different administrations," and adds that "with more than 30 years of experience in both the public & private sectors, including his first term as Commissioner from 2005 to 2009, Mr. Montgomery brings to HUD a deep knowledge of housing issues & vast experience spearheading large-scale policy initiatives."

HIGH & DRY
Preparedness pays-off
Over the past few decades the City of Mt. Vernon, Washington about 60 north of Seattle and the Skagit River that runs through downtown have had an up and down relationship that's particularly challenging for residents & businesses when, come the spring, the river's up & overflowing its banks. In September the city celebrated completion of a flood wall & public promenade that will keep the River in check, the downtown high and dry, boost the economy & save businesses a lot of money. Read how.

ON THE MOVE
From Newtok to Metarvik
Also challenged by rising waters, residents of Newtok, Alaska are on the move to higher, drier ground 9 miles away to make their home in the brand-new village of Metarvik. The Anchorage Daily News reports on the progress to date & the work still to be done.

WAVE WISE
Creating a safe harbor
Wondering how to protect residents of your oceanfront community against a tsunami.? Well, the Federal Emergency Management Agency's Mitigation Minute suggest that the City of Newport on Oregon's Pacific coast has some lessons worth considering.

BIG OR SMALL
Myth busting?
HUD's Community Development Block Grant (CDBG) program has been around more than 50 years & is one of HUD's most popular programs. Over the decades, though, it's gotten a bit of a reputation for being a "big city" program. It's not true. Recently, the Washington Department of Commerce awarded $10.5 million in CDBG funds to support infrastructure projects in 25 smaller communities across the state. If you think CDBG's a program just for big cities, think again.

STEPPING UP
Moving to the next level
The City of Twin Falls Idaho is one of the fastest-growing cities in one of the nation's fastest-growing states, in large part because of companies moving to town & creating new jobs, some of them on sites improved using Idaho Community Development Block Grant funds from HUD. Thanks to the job growth which has led to the population growth, the City has decided to become an CDBG "entitlement community" eligible for annual funding & no longer having to compete against 190-plus other Idaho communities for CDBG funds. Read how & why.

"Very simply," said HUD Secretary Carson in announcing the opening of the competition, "we need more permanent supportive housing to assist persons living with disabilities. NOTEWORTHY
Clearing the air in Alaska
"These four grants & the important work they will do would be possible without the strong partnerships we have in this great State of Alaska, This year, Alaska's award recipients account for 70 percent of HUD's Tribal Healthy Homes Production Grant funding nationwide. That really says something about the effectiveness of HUD's partnerships with Alaska Native Tribes; organizations such as the Alaska Native Tribal Health Consortium and Cold Climate Housing Research Center, regional and public housing authorities, and the State of Alaska." – Colleen Bickford HUD Alaska Field Office Director commenting on the competitive award of $3.5 million in HUD Tribal Healthy Homes Production grants to four organizations serving Alaskan Natives – the Kenaitze Salamatof Tribal Designated Housing Entity, the Native Village of Buckland, the Tlingit Haida Regional Housing Authority & the Alaska Native Tribal Health Consortium, October 3, 2019 "Alaskan communities face unique challenges," added HUD Northwest Regional Administrator Jeff McMorris, "& we are confident these grants will develop innovative &effective ways to address the health and safety hazards that beset their housing stocks."

NOTABLE & QUOTABLE
Laying down a challenge
"With robust partnership, leaning on the best practices of Housing First, and asking for your help, shouldn't we work to be the first community in America to end family homelessness? The first one where every family is either in stable housing or is working with our team to find it." –Boise, Idaho Mayor David Bieter in his 2019 State of the City address in which he unveiled a plan – Our Path Home – to end family homelessness, September 18, 2019.

QUOTE-WORTHY
Doubling down against youth homelessness
"This partnership between local, state, and federal stakeholders is a leading example of utilizing resources to spur new programs aimed at addressing Alaska's homeless youth. While many existing programs are adult led, this youth led grant can change the course of our homeless youths' lives to become productive members of society by focusing on training and education rather than food and I look forward to seeing the evolution of this grant and the many ways it will propel our youth to a brighter and safer future" –Alaska Governor Mike Dunleavy announcing that Alaska had won a $1.6 million Youth Homelessness Demonstration grant, the second it has won over the past three years, October 24, 2019.
