SECOND LOOKS
Protecting FHA Fund from over-valuation
FHA - the Federal Housing Administration - has issued Mortgagee Letter 2018-06 under which - effective October 1st, 2018 & through September 30th, 2019 - FHA will "require a second appraisal be conducted where a collateral risk assessment of the initial appraisal submitted for use in the HECM" - Home Equity Conversion Mortgage "origination determines additional support for the collateral value is required." . Lenders may not close or approve a HECM until FHA has performed a collateral risk assessment &, if required, a second appraisal is completed. FHA will evaluate the results of this new policy six and nine months after it takes effect t determine if should be continued beyond Federal fiscal year 2019.

Investing in bricks, mortar & people
"Every one of us here knows that the current model of public housing is unsustainable, in both dollars and common sense. The costs of operating public housing continue to climb, yet, the way subsidies are currently calculated today, dates back to when Reagan was President. So, it's definitely time for them to be adjusted. But our rent reform agenda goes far beyond simply adjusting rents. It centers on three key issues. First, the current policies ensure that the more our residents earn, the more rent they have to pay. Where then, is the incentive to work, or to get a better paying job, or have two parents living together and sharing their wages? There isn't any, which really defies common sense. Our rent reform proposal, therefore, removes these perverse incentives by having a three-year recertification of income -- and removes the requirement that tenants must report any income increases, immediately. One could even say it's like not having to pay taxes for three years. This change will cut down on the major paper trail and encourage HUD-assisted households to earn and save more money and, eventually, achieve self-sufficiency. Which will give us the opportunity to serve another family. To me this is all about fairness - making sure other deserving folks also have a chance to receive federal housing assistance. Second, our proposal will provide local public housing authorities with the flexibility to implement any one of our Choice Rent structures. We believe that local housing authorities, not Washington, should have more control and choice on how best to serve their communities - again, it just makes sense to provide greater flexibility to those officials who best understand the specialized needs of their residents. Third, our policies are aimed toward moving families from a life of dependency to one of self-reliance and greater opportunity. We need to invest not only in bricks and mortar, but in human capital as well." - HUD Secretary Carson before the National Multifamily Housing Conference, September 14, 2018.

CALLING ALL LANDLORDS
Help us improve the Housing Choice Voucher program
In August HUD Secretary Carson announced formation of a Department-wide task force as part of a national campaign to larger campaign to encourage more landlords to participate in the Housing Choice Voucher program, the nation's rental subsidy program assisting more than 2 million low-income households each year. Recent studies, however, have shown most landlords do not accept voucher-holders & those who do complain about the program's administrative requirements suggesting, observed Secretary Carson, that HUD has a lot of work to do to engage more landlords, so our Housing Choice Voucher Program can offer real choice to the families we serve," How much work should become clearer during a series of HUD-hosted landlord forums to, the Secretary added, "to hear directly from landlords about how we can make this critical program more user friendly." The first of these forums already has been held in Washington, D. C with others scheduled shortly in Philadelphia, Atlanta, Dallas, Los Angeles, Salt Lake City and, closest to home, at the public library in Salem, Oregon from 10 a.m. to Noon on Tuesday, October 16th. If you're a landlord who has experience with HUD's Housing Choice Voucher program, we'd like to hear from you, especially about what we can do to get more landlords to say YES by participating in the program. If you can join us in person, register at HUD Landlord Listening Session. But if you can't attend & have ideas of what we can do, please send us your ideas & suggestions by October 19th. Hundreds of thousands of Oregonians depend on the Housing Choice Voucher program & the success of that program depends in large measure on you, the landlord. ENABLING THE DISABLED
HUD awards additional "mainstream" vouchers for persons with disabilities
HUD has awarded 19 housing authorities in Alaska, Idaho, Oregon & Washington almost 1,000 additional "mainstream" rental vouchers for non-elderly persons with disabilities. Today's announcement will provide 50 additional rental vouchers to non-elderly persons with disabilities in Alaska, 142 vouchers in Idaho, 366 vouchers in Oregon and 408 vouchers in Washington State with a total annual dollar value of $$7,212,410 in HUD rent subsidies. Mainstream vouchers provide funding to housing agencies to assist non-elderly persons with disabilities who are transitioning out of institutional or other separated settings; at serious risk of institutionalization; homeless; or at risk of becoming homeless, "With tight housing markets in virtually every community in our region, these are especially welcome funds," said HUD Northwest Regional Administrator Jeff McMorris, "providing almost 1,000 additional households with non-elderly members with disabilities the resources they need to live in and make contributions to the communities they call home.." The grants were part of a national announcement of $98.5 million to 285 local housing authorities across the country to provide assist 11,931 additional non-elderly.

HEALTHY HOUSING BOOST
Healthy homes for healthy villages
Three organizations serving Alaskan Natives were among 13 nationwide to win a total of $12 million in first-ever HUD Healthy Homes Tribal Production grants to protect children and families from health and safety hazards in their homes. The Organized Village of Kake and the Tlingit-Haida Regional Housing Authority each won $1 million while the Alaska Native Tribal Health Consortium won $868,236. Healthy Homes Tribal Production grants will assist and protect families by targeting health hazards in 1,300 low-income homes nationwide - including more than 100 in Alaska - with significant home health and safety hazards Given Alaska's climatic conditions, a particular focus of the efforts there will be on issues related to recurring mold and mildew as well as respiratory ailments that result for poor ventilation in addition to Healthy Homes organizational capacity-building and community outreach and education. The grants, said HUD Secretary Carson, show "HUD's commitment to collaborate with tribal communities to ensure that their housing is healthy and safe." HUD Assistant Deputy Secretary Matthew Franklin & HUD Northwest Regional Administrator Jeff McMorris visited Juneau, Alaska to make the announcement. "Healthy Home" is "not just going in and repairing homes," said the Tlingit Haida authority's Joyce Niven at the press conference. "It's educating people about managing their homes in a healthy manner."

Getting the lead out
So, what does a "healthy home" actually look like? Well, you could ask Healthy Home, the mascot of the City of Pocatello Lead Safety & Healthy Homes Program, but he doesn't talk. So, why not ask Aly & Josh Potter, owns of the first of 82 that, under a $1.5 HUD Lead Based Paint Reduction grant, will be certified as lead-safe. So, what would they say. HUD publishes fiscal year 2018 Fair Market Rents effective October 1st, 2018.

GOT VIEWS?
The Department on Homeland Security has announced its intention to propose a rule to "clearly define long-standing law to ensure that those seeking to enter and remain in the United States either temporarily or permanently can support themselves financially and will not be reliant on public benefits" "Under long-standing federal law, those seeking to immigrate to the United States must show they can support themselves financially,," said Homeland Security Secretary Nielsen. The benefits which are will be the focus of the rule include "are federal, state, local, or tribal cash assistance for income maintenance, Temporary Assistance for Needy Families (TANF), Supplemental Security Income (SSI), Medicaid (with limited exceptions for Medicaid benefits paid for an "emergency medical condition," and for certain disability services related to education), Medicare Part D Low Income Subsidy, the Supplemental Nutrition Assistance Program (SNAP, or food stamps), institutionalization for long-term care at government expense, Section 8 Housing Choice Voucher Program, Section 8 Project-Based Rental Assistance, and Public Housing." The Department has released the proposed rule in advance of its publication in The Federal Register. Once it is published in The Register, the Department says, the public will have 60 days to comment on it.

A Housing for All regional consortium survey that generated 772 responses found, reports KTVZ-TV, that 84 percent of Central Oregon believes that housing affordability is a "serious problem" while 46 percent found it the shortage of affordable rental housing was a serious problem for the extremely low-income & 38 percent said it was for middle-income residents. Some 62 percent of the 92 employers responding said their employees have problems finding housing & 73 percent "indicated that the availability of housing is a "serious" problem or "somewhat" of a problem for recruiting employees."

Is the rental market finally cooling-off?
For the first time since 2012, reports Zillow Research, in August, 2018 the nation's median remained year-over' year from 2017. "The median rent nationwide is $1,440," in August 2018 was "unchanged from a year ago - marking a sixth consecutive month of slowing and 27 months of sub-3 percent annual growth.

The overcrowding crisis
"The overcrowding rate here in the Bering Strait region is one of the highest in the state, with an estimated 27 percent of households being classified as overcrowded or severely overcrowded. That's more than 4.3 times the state-wide average and more than 8.3 times the national average," Senator Murkowski said. "I think it is important to point out that overcrowding in Indian Country is often the expression of what is actually homelessness, with families taking in relatives or community members who otherwise could not find affordable housing options. After 16 years directing Northwest Housing Alternatives Martha McLennan reflects on challenges ahead?
"We've got these resources-what we've got to do is get them out quickly to do as much as we can. Cost increases are just kicking us. Is that grumpiness about cost increases going to reduce the quality of the housing that we've developed? Are we going to build things that aren't as durable or that risk overcrowding or not meeting peoples' needs in some way? That's something that we need to be cautious about. A lot of the housing we need right now is large family housing. Where people used to find a duplex or single-family home that had three bedroom or four bedroom capacity, they can't find that anymore. And the market doesn't build 3 and 4 bedroom stuff-it's harder to finance it. So what are we going to do? One of the things I love about this industry is it's always a puzzle-blending new financing sources, building in new communities. So as we see an aging population and singles - people in their young adult years - how many multi-family buildings do we need, and what's the mix that's going to work for people aging, for people downsizing, for families growing up? And how do we have an eye on the long term because we're not going to stop needing this housing in 15 years or 20 years or even 30 years. So how do we build good quality stock that meets those needs for the long term rather than rushing to less expensive solutions but that aren't durable? We could build little tiny units but then where are the families going to go? So one of the lessons from my years here is you think, "Thirty years of affordability, that's a long time!" But no, it's not. That 30 years comes due. Having the eye to the long term is really important. It feels like this stress between, there's somebody on the streets now - get them into something, anything. And the underlying structural problem is that their income capacity may be limited for a long time or permanently and so they're not just going to need this for a month or two years or ten years. "If we are to be a community with equality of opportunity, then what is more fundamental to opportunity than a place to live that you can afford?" - Boise, Idaho Mayor David Bieter on September 12th in his 2018 State of the City address in which he proposed a "robust slate" of five local policies to expand supply of affordable housing, including creation of a $22 million housing land trust, expansion of the City's "successful" downtown housing incentive, leveraging both public & private land to attract housing investments, maximizing land-use & zoning regulations to "incentivize" the construction of housing & collaborating with other public partners to find "new resources & tools" to produce affordable housing.

"Between Q4 2006 and Q2 2016, renters accounted for all new households in the United States - over that time, the number of owner households nationwide fell by 1.76 million while the number of renter households increased by 9.72 million. But over the past two years, the trend has reversed and rentership has been on the decline.
