CHARTING THE FUTURE
HUD unveils proposed housing finance reforms
In March of this year President Trump directed HUD & the Department of the Treasury to provide plans to reform the nation's housing finance programs. In August, HUD published its recommendations based on four principles - to refocus FHA - the Federal Housing Administration - to its core mission; to protects American taxpayers; to provide FHA & Ginnie Mae the tools to appropriately manage risk; & to provide liquidity to the housing finance system. "As a direct result of the Trump Administration's pro-growth policies, unemployment is at 50-year low and American families are earning higher incomes and enjoying more opportunities than seemed possible just a few years ago," said Secretary Carson. "There is still one piece of unfinished business from the financial crisis: housing finance reform. These changes to our housing finance system will help more American families achieve their dream of owning a home." Treasury also has published its recommendations.

EXPANDING
Surviving disasters
HUD Secretary Carson has announced that HUD intends to expand its RAD (Rental Assistance Demonstration) initiative to permit some 2,800 Section 202 supportive housing for the very low-income elderly properties owned by not-for-profit housing providers across the county, including nearly 130 in Alaska, Idaho Oregon & Washington, to solicit and use private capital to maintain and upgrade their properties. "By expanding RAD's reach into this vital part of our affordable housing stock," he explained, "we can prioritize and mobilize capital investment to tackle the projected backlog of repairs in these properties and preserve more affordable housing for those who need it ." In less than a decade, HUD has converted nearly 150,000 units of public housing units to RAD thereby giving them access to private capital to help address an estimated $36 billion capital needs backlog.

A "win-win" for distressed communities
Opportunity's knocking again. HUD Secretary Carson has announced that the Federal Housing Administration (FHA) will offer several incentives to encourage greater development of hospitals and health care facilities located in Opportunity Zones. Effective immediately, HUD's Section 242 Mortgage Insurance for Hospitals program will begin "giving priority" to applications it receives for facilities located in qualified Opportunity Zones with expedited underwriting & reduced application exam fees. "This can be a win-win for residents living in these neighborhoods—more health care facilities & hospitals closer to home & greater employment opportunities for those in the health care industry," the Secretary said.

STEPPING IT UP
Bricks & mortar for the young & at-risk
In July HUD Secretary Carson invited public housing authorities without existing Family Unification Programs to apply for up to 25 tenant protection vouchers each to provide permanent, affordable housing to young people, usually at the age of 18, who are aging-out of foster care, one in four of whom otherwise likely will be homeless by the end of their first year out of the system. HUD's already received and reviewing applications from another of interested authorities. Meanwhile, at Caples Terrace in downtown Vancouver, Washington that city's authority is going even further to address aging out, marking the "first time" first time it's built housing that "targets a specific population." How, explains Authority director Roy Johnson, "are they going to make it when they don't have a safety net," they had in foster care. "That's what we wanted to look at providing." Read how.

2020 HUD Secretary's Housing & Community Design competition opens
HUD's & the American Institute of Architects have set a November 7th deadline to submit nominations for the 2020 AIA/HUD Secretary's Housing & Community Design Awards competition. So, if you've got stuff to strut, start struttin'. The awards are made in four categories & are intended to "recognize recognizes excellence in affordable housing, community-based design, participatory design, and accessibility." Only construction, renovation ^ restoration projects in the United States completed on or after January 1st, 2014 will be considered in this competition. For all the ground rules, please visit. Community facilities funding available
Agriculture Secretary Sonny Perdue has announced that USDA's Rural Housing Service will provide $150 million in Community Facilities grants to help rural communities continue their recovery from the devastating effects of hurricanes, fires & other natural disasters over the last three years that FEMA lists as having been been declared major disasters by the President. Over the last year, such declarations have been issued for areas struck by natural disasters in Alaska, Idaho, Oregon & Washington. Applications will be processed by USDA state offices. For more application information see the September 10th Federal Register. Applications will be accepted until the funding is exhausted.

Behavioral health funding
The Washington State Department of Commerce manages awards to through direct appropriation & competitive processes to community hospitals and other community entities such as non-profit & for-profit organizations, public entities & Tribes around the state to expand and to establish new capacity for behavioral health services. Currently it is accepting applications for 2020-2021 Enhanced Service Facility & Specialized Dementia Care Facility & 2019-2021 Behavioral Health Facilities Grant Program - Secure Withdrawal Management & Stabilization Facility and Community Providers to Increase Behavioral Health Services & Capacity for Children & Minor Youth. Applications are due November 16th.

NOFA-THREE-TUNITY
Incentivizing second chances
Under the Second Chance Act, the Office of Justice Programs at the U.S. Department of Justice has set an October 15th deadline for state, local & Federally recognized Tribal governments to apply for a total of $6.6 million in Pay for Success Initiative: Outcomes-based Contracting To Lower Recidivism & Homelessness. The funding is intended to "implement outcomes-based contracts with reentry and permanent supportive housing service providers to improve recidivism, housing and related outcomes for formerly incarcerated people." The goal of the program is to improve the capacity and effectiveness of governments to pay for outcomes rather than inputs & outputs" through contracts that "improve recidivism, housing, and functional outcomes (increases in number of nights housed in a permanent supportive housing unit and reduction in number of nights spent in emergency facilities) for service recipients while improving public safety and saving taxpayer dollars."
