HUD is pleased to welcome Tony Ramirez, a 20-year HUD veteran who has served the past 14 years as director of HUD's Reno, Nevada field office, as our new Oregon Field Office Director. Given HUD's many innovative and effective partners in Oregon, he's a lucky man. On the other hand, given his considerable experience with HUD, Oregon's lucky too.

HUD hopes to hear from you
In early August the U.S. District Court for the District of Columbia dismissed a legal challenge to HUD's previously-announced plans to consider amending the Affirmatively Furthering Fair Housing (AFFH) final rule that was adopted in 2015. That process is now moving forward with, a few days earlier, HUD's publication of an Advance Notice of Proposed Rulemaking in The Federal Register seeking public comments by October 15th on, in particular, changes that will minimize regulatory burden while more effectively aiding program participants to plan for fulfilling their obligation to affirmatively further the purposes and policies of the Fair Housing Act; create a process that is focused primarily on accomplishing positive results, rather than on performing analysis of community characteristics; provide for greater local control and innovation; seek to encourage actions that increase housing choice, including through greater housing supply; and more efficiently utilize HUD resources. HUD is also reviewing comments submitted in response to the withdrawal of the Local Government Assessment Tool and will consider those comments during HUD's consideration of potential changes to the AFFH regulations. "HUD believes very deeply in the purposes of the Fair Housing Act and that states, local governments, and public housing authorities further fair housing choice," said HUD Secretary Carson in announcing the solicitation of public comment, "HUD's 2015 rule often dictated unworkable requirements and actually impeded the development and rehabilitation of affordable housing. It's ironic that the current AFFH rule, which was designed to expand affordable housing choices, is actually suffocating investment in some of our most distressed neighborhoods that need our investment the most. We do not have to abandon communities in need. Instead we believe we can craft a new, fairer rule that creates choices for quality housing across all communities."

CALLING ALL LANDLORDS
HUD launches campaign to recruit landlords to participate in HUD's Housing Choice Voucher Program
HUD's Housing Choice Voucher program is Program is the nation's largest rental subsidy program assisting more than two million low-income households each year live in affordable housing. Recent research, however, indicates, says HUD, that "most landlords do not accept voucher-holders, & those who do complain about the program's administrative requirements & housing authorities which manage the program at the local level. Which is why HUD Secretary Carson has announced formation of a HUD Landlord Task Force & charged it with hosting a number of forums across the county to hear directly from landlords on ways to increase their participation in the program. The research, the Secretary says, "tell us that we have a lot of work to do to engage more landlords, so our Housing Choice Voucher Program can offer real choice to the families we serve. We will be traveling the country to hear directly from landlords about how we can make this critical program more user friendly." The "listening forums" intended to reveal how HUD might make its primary rent subsidy program more accessible &acceptable, specifically in higher opportunity neighborhoods where landlord participation is lowest. Beginning in September, forums are expected to be held in Washington, D.C., Philadelphia, Atlanta, Dallas, Los Angeles, Salt Lake City & Salem, Oregon. Following the forums, the Task Force policy recommendations to the Secretary on changes to increase landlord participation. Case management shouldn't be document management
After "hundreds of case managers reported spending as much as 75 to 80 percent of their time entering data and putting case notes into computer to maintain files on their clients," reports The Inlander, Career Index in Coeur d'Alene, Idaho develops SARA,a "cloud-based service, which can be programmed to work through virtually any workflow that involves checking in with clients or staff members, takes much of that data-entry work out of day-to-day schedules". With SARA, case management sessions are "about the client," not data entry, Jeff Conroy, executive director of St. Vincent de Paul in northern Idaho observes. It enables, says The Inlander, a case manager "to know right away if there's a problem she can quickly help with by text in between meetings. When they do meet, the time is better spent helping people with their individual needs. Which, Conroy adds, may explain why, since adopting the program, the average shelter stay has been cut in half, to 28 days, which is impressive, considering Idaho hopes to keep people in emergency shelters no longer than 57 days. And, even better, "for the first time in the 10 years I've been here," Conroy adds, " everyone in the emergency shelter has a job."

GOT VIEWS?
Saying its time for "a national discussion on how we can make the" Community Reinvestment Act "work better." Comptroller of the Currency Joseph M. Otting says that an Advance Notification of Public Rulemaking will be published in The Federal Register seeking public comment "on the best ways to modernize the regulatory framework implementing" the Act. "As a long-time banker, I have seen firsthand the benefit of CRA investment and how it makes communities vibrant" and "I applaud the effort of community development practitioners and bankers who work together to make an important difference in our nation's neighborhoods," Comptroller Otting notes. But "I have also seen how limitations in the current CRA regulation can fail to provide consideration to a bank that wants to lend and invest in a community with a need for capital, including many low- and moderate-income areas. Unfortunately, the operation of the current CRA regulation can result in restricted resources. It is time for a national discussion on how we can make the CRA work better." Comments are expected to be due on a date in November that marks 75 days since publication in The Register.

HUD Secretary's Award for Opportunity & Empowerment competition opens
The American Planning Association & HUD have set September 10th deadline to submit nominations for 2019 HUD Secretary's Opportunity & Empowerment Award which every year honors just one "community or plan, program, or project that, as a direct result of the effort, demonstrates improved quality of life for low- & moderate-income residents" with an emphasis on "how creative housing, economic development & private investment have been used in or with a comprehensive community development to build social equity & empower individuals & families who reside in that community." So, here's the thing...the last time our Region won this award was 2014 to the Cook Inlet Housing Authority for its work in the Mountain View neighborhood of Anchorage, Alaska. Which means, obviously, it's time for another winner in Alaska, Idaho, Oregon or Washington. So, let's get to it, guys, and get those nominations in the mail!!!!!

Get the lead out!
HUD has set a September 25th, 2018 date for state, county, city & Federally-recognized Tribal governments as well as special districts to apply for a total of $212 million in Lead Paint Hazard Reduction grants to help them undertake "comprehensive programs to identify & control lead-based paint hazards in eligible privately-owned rental or owner-occupied housing populations." Some 50 grants are expected to be awarded ranging from $1 million to $4.1 million. Individuals, non-profits & organizations that were aware these or HUD Lead-Based Paint Hazard Control Program as a result of the fiscal year 2017 competition are not eligible to apply.

NOFA-TWO-NITY
Be prepared
FEMA has set a January 31st, 2019 deadline for state, local & Federally-recognized Tribal governments to apply for a total of $235.2 million in Pre-Disaster Mitigation Funds to implement & sustain cost-effective measures designed to reduce the risk to individuals & property from natural hazards, while also reducing reliance on Federal funding from future disasters." Some 250 grants are expected to be awarded. FEMA will provide allocations of $575,000 to states and territories & a tribal set aside of $15 million for allocations up to $575,000 for Native American Indian tribal governments to support overall mitigation planning &projects. The remaining balance of funds will be awarded on a competitive basis with a focus on multi-state/tribal mitigation initiatives.

NOFA-THREE-NITY
Funding to prevent & end homelessness now available
The King County Combined Funders Group - the King County Office of Housing & Community Development, the City of Seattle Office of Housing, the King County & Seattle housing authorities, United Way of Seattle/King County & ARCH A Regional Coalition for Housing - have announced the availability just under $87.9 million in capital, operating & rent subsidy funds to advance the principles & priorities of All Home - i.e., the Seattle-King County Continuum of Care. The application deadlines for each of the offering's component programs varies, but most occur in mid-September.

NOFA-XTENSION
Protecting manufactured housing parks - and their residents
Oregon Housing & Community Services has issued notice extending the deadline to apply for a remaining balance of about $11.5 million in funds to help eligible manufactured & mobile home park resident groups or nonprofits gain control over rising rents or take control when owners may close park until December 28th.

WORTH A "WHEW"!!!
One-stopping
Any time HUD proposes a new way of doing business its partners quiver and quake, fearful that some hair-brained sched cooked-up by a "cabal of wonks" 3,000 miles away is going to upset & undermine something our partners are doing that's proven successful. Such was certainly the case a few years back when HUD proposed that Continuums of Care which use HUD funds to support locally-determined projects to prevent & end homelessness were directed to implement a Coordinated Entry policy in serving the homeless. Essentially, HUD argued, it would make more sense to have homeless individuals or families have to knock on just one door rather than many to obtain the help they needed. As is often the case with such directives, our partners greeted the news with anxiety, not enthusiasm. A couple of years later, however, the idea seems to be working & gaining wide acceptance among the once-anxious. Consider the experience of CATCH - Charitable Assistance to Community's Homeless - Inc. serving the homeless in Boise & Ada County, Idaho. A year into implementing Coordinated Entry, it's already helped more than 100 people, says The Idaho Press, "Instead of a single case manager at a shelter getting you on 13 different waiting lists, filling out 13 different forms and telling your story 13 different times, there's no reason we can't streamline that and centralize it,," says CATCH executive director Wyatt Schroeder. Here, here! It's making so much sense that, when it opens its doors later this fall, Boise's New Path Community Housing - the state's very first Housing First complex for the homeless - tells KIVI-TV it'll use Coordinated Entry to make sure those it serves gets the services they need. The moral of this tale? Sometimes change - even changes cooked-up by a "cabal of wonks 3,000 miles away" can be a change for the better.
