HUD AND SHALOM ECUMENICAL CENTER ANNOUNCE NEW CONSTRUCTION CELEBRATION FOR TRI-CITIES TERRACE EAST
40-unit Building will Offer Affordable Housing to Low-Income Seniors

TRI-CITIES - Shalom Ecumenical Center (SEC) and the U.S. Department of Housing and Urban Development (HUD)
are pleased to announce a "New Construction Celebration" for a second senior housing development in Richland,
which will offer quality, affordable apartments for persons age 62+ who have limited incomes. The public is invited
to attend the celebration ceremony for Tri-Cities Terrace East on Wednesday, July 28, at 10 a.m., at 1790 Leslie Road in Richland.

The Tri-Cities Terrace East project was funded through a highly competitive grant program that provided
$2,785,800 from HUD and $590,717 from the State of Washington Department of Community, Trade, and Economic Development.

"We are pleased that HUD could provide funding to make more affordable housing available to low-income seniors in the Tri-Cities area," said John W. Meyers, HUD's Regional Director. "Additionally, a subsidy program through HUD will ensure that over the next 40 years, all residents pay no more than 30 percent of their individual income for rent
and utilities combined."

Tri-Cities Terrace East will offer attractive one-bedroom units with spacious kitchens and full bathrooms. Community spaces available include lounges, libraries, computer lab, exercise room, and a hair salon. A Service Coordinator is
on staff to link residents to community resources and provide ongoing education regarding senior issues. Eligible residents must meet the age requirements and have annual incomes not exceeding $21,650 for one person, or $24,750 for two-person households.

SEC is a non-profit corporation comprised of representatives of three Richland churches: All Saints' Episcopal
Church, Good Shepherd Evangelical Lutheran Church, and Richland Lutheran Church. In partnership with the
Episcopal Diocese of Spokane, SEC has aggressively pursued its mission to serve the elderly and disabled of this community, especially those with needs brought about by low income and physical or developmental disability,
through the provision of affordable housing, connection to community social services, and a setting for warm,
personal spiritual and social support.

The architect for this project is Tom Shine of T. Shine Architectural Design and the contractor is James W. Elmer Construction Company. The Development Consultant, G&B Real Estate Services will manage the property when completed.

Tri-Cities Terrace East is immediately adjacent to Tri-Cities Terrace West, which opened in October of 2002, on
land donated by the Kadlec Medical Center to SEC. Together these two projects total 100 units. According to HUD, for every 100 new multifamily units funded in this manner, $5,234,000 is generated in local income during the first
year of construction and $23,210,000 in a 10-year period.

SEC has recently submitted another grant application to build 15 housing units for developmentally disabled persons.
If funded, that project will be the first in the Tri-Cities area to provide housing that is both affordable and designed specifically for the unique needs of this population.
