CUOMO ANNOUNCES $158.5 MILLION IN HUD HOUSING AND COMMUNITY DEVELOPMENT FUNDS FOR LOS ANGELES COUNTY COMMUNITIES

SAN BERNARDINO, CA - Housing and Urban Development Secretary Andrew Cuomo today announced $158.5 million in HUD grants for housing and community development programs in Los Angeles County.

Cuomo announced the funds - more than $281 million in HUD grants for 55 Southern California cities and counties - during a visit to San Bernardino as a guest of U.S. Representatives George Brown and Jerry Lewis. Congressman Lewis is the chairman of the House Appropriations Subcommittee which funds these programs.

"These funds will go toward community-based solutions to the housing and economic development challenges Los Angeles County communities face," Cuomo said. "We are funding a comprehensive strategy to create jobs and affordable housing, help homeless individuals become and remain self-sufficient, and increase homeownership."

Under the 1998 Consolidated Plans for community development funding, which were approved by HUD, assistance received by Los Angeles County communities is as follows:

  • Los Angeles -- $136 million, including $89.5 million in Community Development Block Grant (CDBG) funds; $33.3 million under the HOME Investment Partnership program; homeless assistance of $3.5 million through the Emergency Shelter Grant (ESG) program; and $10.1 million for Housing Opportunity for Persons with AIDS (HOPWA)

  • El Monte -- $4.5 million, including $3.4 million in CDBG funds; $964,000 under the HOME Investment Partnership program; and homeless assistance of $134,000 through ESG.

  • Huntington Park --$2.9 million, including $2.1 million in CDBG funds; $689,000 under the HOME Investment Partnership program; and homeless assistance of $84,000 through ESG.

  • South Gate -- $3.5 million, including $2.6 million in CDBG funds; $804,000 under the HOME Investment Partnership program; and homeless assistance of $104,000 through ESG.

  • Lynwood -- $2.5 million, including $1.9 million in CDBG funds and $585,000 under the HOME Investment Partnership program.

  • Burbank -- $1.9 million, including $1.3 million in CDBG funds and $625,000 under the HOME Investment Partnership program.

  • Rosemead -- $1.9 million, including $1.5 million in CDBG funds and $467,000 under the HOME Investment Partnership program.

  • Montebello -- $1.7 million, including $1.3 million in CDBG funds and $468,000 under the HOME Investment Partnership program.

  • Downey -- $1.7 million, including $1.3 million in CDBG funds and $442,000 under the HOME Investment Partnership program.

  • Lancaster -- $1.1 million in CDBG funds.

  • Palmdale -- $973,000 in CDBG funds.

  • Gardena -- $958,000 in CDBG funds.

Among the housing and community development efforts to be funded by the County this year are: Providing shelter for the homeless; expanding job training and educating individuals about fair housing; creating affordable housing; rehabilitating existing housing; and economic development.

The Consolidated Planning process, developed by Secretary Cuomo when he served as HUD Assistant Secretary for Community Planning and Development, ensures that local residents have strong input into the creation of comprehensive, community-based housing and economic development plans. The streamlined funding process gives communities maximum local flexibility, while reducing burdensome regulatory requirements. Local HUD staff are empowered to work closely with communities to customize Consolidated Plans and help them realize their housing and economic development goals.
