ALLEGANY COUNTY -- $1.9 million, all from HUD.

HUD funding will provide: $370,000 for the Village of Andover for the rehabilitation of a water project benefiting 500 households; $400,000 for the Village of Andover for a water reservoir/replacement benefiting 500 households and will leverage $34,500; $400,000 for the Town of Belfast to rehabilitate 22 housing units and will leverage $57,400; $372,482 for the Village of Belmont to rehabilitate 12 housing units; $400,000 (leverage $57,400) to the Town of Clarkesville for the rehabilitation of 22 housing units.

CATTARAUGUS COUNTY -- $4 million, all from HUD.

HUD funding will provide: $600,000 for Cattaraugus County to be used to establish a microenterprise assistance program which will create 150 new jobs; $400,000 for the City of Olean for a water reservoir benefiting 7500 households and will leverage $3,500,000; $800,000 for the City of Olean for a water treatment plant benefiting 7500 households and will leverage $16,700,000; $400,000 for the Town of Olean for a waste water system benefiting 120 households and will leverage $757,000; $1,867,500 to the City of Salamanca for downtown improvements and business loans expected to create 50 new jobs.

CAYUGA COUNTY -- $1.3 million ( HUD: $771,700, USDA: $503,650).

HUD funding will provide: $387,500 for Cayuga County to establish both a microenterprise assistance program and a business development revolving loan fund which will together create 43 new jobs; $384,200 for the Village of Morovia to rehabilitate 32 housing and units and will leverage $212,800.

USDA funding will provide: $503,650 for housing.

CHAUTAUQUA COUNTY -- $600,000, all from HUD.

HUD funding will provide: $600,000 to Chautauqua County to provide public facility improvements to an industrial park, establish a microenterprise assistance program and fund a number of new or expanded public services, creating 40 new jobs.

MONROE COUNTY -- $2.1 million (HUD: $391,700, USDA: $1,758,450).

HUD funding will provide: $391,700 to the Village of East Rochester to rehabilitate 28 units of housing.

USDA funding will provide: $1.7 million for housing.

NIAGARA COUNTY -- $3.3 million. (HUD: $2,100,000, USDA: $1.2 million).

HUD funding will provide: $400,000 to the City of Lockport to leverage $1,090,000 in additional funds to create 19 first-time homebuyers; $400,000 will leverage $50,000 in additional funds for the City of North Tonawanda to rehabilitate 24 units of Housing; $400,000 will be loaned by Niagara County to a local business, Silipos Inc., and will be used to assist in the Company's relocation to a new, consolidated facility. The project will leverage $2,118,000 in other funds and will result in the creation of 51 new jobs. HUD funding of $900,000 to Niagara County to continue its' microenterprise assistance program.

USDA funding will provide:$750,000 loan to construct new six-bay fire station; $415,300 for housing; and $80,000 to Olcott Fire Company to purchase an ambulance.

ONTARIO/SENECA COUNTY -- $8.8 million. (HUD: $ 4.2 million, USDA: $4.6 million).

HUD funding will provide: $400,000 to the City of Geneva to leverage additional funds of $2,250,000 to create 25 first-time homebuyers; $800,000 to the City of Geneva to rehabilitate 23 housing units, improve parking on Seneca Street, make public improvements to the Gateway project, provide economic assistance to downtown businesses, construct a Rise Day Care Facility, and purchase equipment and make improvements to the Boys and Girls Clubs of Geneva; $100,000 to the City of Canandaigua to assist low-income families with housing at the Rosepark Lagoon Housing Project; $525,000 to the County of Ontario to finance expansion by Ultrafab Corp. creating approximately 25 jobs for low/moderate income persons; $400,000 to the Village of Bloomfield to build a 24 unit senior citizen building for low-moderate income seniors; $400,000 to the Town of Manchester to build a water main.

USDA funding will provide: $1,147,340 to the county for housing ; $89,000 grant to the Worker Ownership Resource Center to provide technical assistance and training to adult students in both Tompkins County and Tioga County who desire entrepreneurship training or are already in business; $1,935,000 to Commodore Machine Company to enable the company to expand, including the construction of a new building and purchase of equipment; $350,000 to Allchin Paper and Packaging, Inc., to construct a new warehouse in Victor; and $71,000 to the Town of Manchester to complete an extension of water service;$400,000 guaranteed loan to Finger Lakes Antique Mall, Inc. to purchase existing buildings to create an antique mall creating 5 jobs; and $607,200 to county for housing.

ORLEANS COUNTY -- $10.1 million. (HUD: $4,669,400, USDA: $5,437,185).

HUD funding will provide: $400,000 to the Town of Albion to secure additional funds of $922,187 for a water system expansion that will benefit 115 households; $400,000 will leverage additional funds of $178,485 to improve and repair storm and sanitary sewers in the Village of Albion that will benefit 2,453 households; $400,000 will leverage additional funds of $129,654 to improve and repair storm and sanitary sewers in the Village of Albion that will benefit 1,800 households; $400,000 will be used by the Town of Clarendon to secure additional funds of $917,535 for water system improvements that will benefit 124 households; $400,000 will leverage additional funds of $1,550,000 for the Town of Kendall to improve its water system and benefit 213 households; $400,000 will be used by the Village of Lyndonville to secure additional funds in the amount of $194,885 to replace the village's water main system and benefit 501 households; $400,000 to the Town of Ridgeway to obtain additional funds of $1,022,100 for water system improvements to benefit 153 households; $400,000 will leverage additional funds of $515,000 for the Town of Yates for water system improvements and expansion that will be benefiting 75 households; $400,000 to the Village of Holley will be used to construct a storm drainage system benefiting 56 households; $469,000 to the Town of Shelby will be used to improve the towns' water system benefiting 53 households; $600,000 to the County of Orleans to establish a revolving microenterprise loan fund assisting approximately 25 entrepreneurs and create up to 75 new jobs.

USDA funding will provide: $1,474,185 to county for housing; $400,000 to Rainbow Realty Development Corporation to expand an existing building to add an office and workshop. The facility provides programs for people with disabilities; $460,000 to the Town of Barre to provide public water to 63 homes within the town; and $1,133,000 to the Town of Yates to extend the existing water system; $853,100 loan and $665,300 grant to Town of Clarendon to extend public water along NYS Route 31A to connect Town of Barre to public water system; $233,000 loan and $73,600 grant to Town of Shelby to install water mains; and $145,000 loan to Barre Fire District to purchase a new fire truck.

STEUBEN COUNTY -- $1.3 million, all from HUD.

HUD funding will provide: $400,000 (leverage $256,500) for a new water source in the Village of Addison benefiting 711 households; $338,000 (leverage $30,000) for 20 units to be rehabbed in the City of Hornell; $118,180 (leverage $32,000) to establish microenterprise program creating 60 new jobs in Steuben County; $400,000 to the City of Corning for the second year of a multi-year grant to rehab 28 units in 22 substandard structures in the Sunset Drive Target Area.

TOMKINS COUNTY -- $400,000, all from HUD

HUD funding will provide: $400,000 in Community Development Block Grant Small Cities funds to the Village of Groton.

WAYNE COUNTY -- $6.3 million. (HUD: $2,802,000, USDA: $3,509,460).

HUD funding will provide: $400,000 (leverage $1,190,000) form waste water improvements benefiting 1,375 households in the Village of Lyons; $400,000 (leverage $875,000) for a Canal Access Center with amenities for tourists and boaters on the Canal, creating 32 new jobs; $400,000 (leverage $1,123,000) to 23 first time homebuyers and $347,000 to rehab 21 units in the Village of Newark; $400,000 (leverage $230,000) for water system improvement benefiting 279 households in the Town of Savannah; $255,000 for a water main benefiting 22 households in the Town of Sodus; $600,000 for the third year of multi-year funding assisting 34 low income homeowners in the Towns of Arcadia, Sodus, and Lyons.

USDA funding will provide: $3,509,460 to Wayne County for housing.

CLINTON COUNTY - $ 2.1 million, all from HUD.

HUD funding will provide: $1.3 million to the city of Plattsburgh for the third year of a multi-year grant to carry out a comprehensive program focusing on the city's New York State Economic Development Zone and the residential area adjacent to downtown; $400,000 to the City of Plattsburgh to assist 17 first-time homebuyers and home rehab; $400,000 to the Town of Plattsburgh to construct sewers in the Wallace Hill Phase II neighborhood; and $400,000 to the Town of Dannemora for rehab and replacement of low-moderate income homes.

CORTLAND COUNTY - $ 1.2 million, all from HUD.

HUD will provide $800,000 for the City of Cortland's First -Time Homebuyers Program; and $400,000 to the Village of Homer to rehabilitate 27 houses;

ESSEX COUNTY - $4.7 million. (HUD: $3,181,806, USDA: $1.5 million)

HUD funding will provide: The Town of Jay will receive an $400,000 housing rehabilitation grant which will alleviate substandard housing conditions for 18 families; $200,000 to Essex County to establish a microenterprise assistance program which will create 60 new jobs; $400,000 to assist 16 first-time homebuyers, the County will leverage an additional $762,000 for this project; the Town of Crown Point will receive a $400,000 grant for water system improvements, the Town will leverage $408,683 and the project will benefit 311 households. The Village of Lake Placid has established a First -Time Homebuyers program to assist 10 families, $250,000 is a HUD grant and $465,000 are leveraged funds. The Town of Moriah will receive $400,000 from HUD, and leverage $80,680 to rehabilitate 27 housing units. The Town of St. Armand's Water Improvement program will benefit 270 households with a project that will receive $400,000 in HUD funding and leverage $56,408. A Water and Sewer Improvement project will be funded through a $166,944 HUD grant and $14,501 leveraged funding for 22 households in the Town of Ticonderoga. Town of Wilmington will receive $400,000 in HUD funds and $164,862 for a Water Improvement project which will help 439 households.

USDA funding will provide: $773,023 to county for housing ; $700,000 to the Adirondack Economic Development Corp. to provide additional revolving loan fund dollars to a multi-county area that encompasses the Adirondack Park; and $65,000 for the Adirondack Economic Development Corporation that will be used to provide start-up costs and technical assistance to small businesses.

FRANKLIN COUNTY- $1.6 million, all from HUD.

HUD funding will provide: the Town of Bombay's First -Time Homebuyers Program will receive $400,000 from HUD and leverage $820,000 to assist 16 families purchase homes. A $400,000 HUD grant will be used for 21 substandard housing units in the Town of Burke. The Town of Constable will also receive $400,000 to rehabilitate 21 housing units. The First- Time Homebuyers program in the Village of Malone will receive $400,000 in HUD funds and will leverage an additional $634,950 to assist 17 potential homeowners.

FULTON COUNTY -- $3.3 million (HUD: $2,917,800, USDA : $401,510).

HUD funding will provide: The Town of Bleecker will receive $400,000 from HUD to rehabilitate 28 substandard housing units. The Town of Ephratah will rehabilitate 20 housing units of low/mod income persons with a grant for $400,000. $400,000 from HUD and an additional $67,800 will be used in the City of Gloversville Housing Rehabilitation program to assist 36 households. Also, the City of Gloversville has been awarded $400,000 in the third year of their multi-year grant to continue their housing rehabilitation efforts for an additional 29 housing units. The City of Johnstown is the recipient of a $250,000 in HUD grants and will use $376,000 in leveraged funds to assist 12 first-time Homebuyers. The Town of Northampton will rehabilitate 28 housing units with a $400,000 grant. The Town of Caroga, was awarded $600,000 of the second year of their multi-year grant to assist 33 housing units to continue their housing rehabilitation efforts.

USDA funding will provide: $401,510 in housing.

JEFFERSON COUNTY - $9.8 million (HUD: $788,707, USDA: $ 9 million).

HUD funding will provide: $600,000 to be loaned by Jefferson County to a local business, Stature Electric Inc. to carry out an expansion project. The project will leverage $3,335,000 in other funds and will result in the creation of 83 new jobs; and $188,707 will be used by Jefferson County to establish a microenterprise assistance program which will create 21 new jobs.

USDA funding will provide: a $2.5 million guaranteed loan for Chapin Watermatics, Inc. a company that manufactures drip irrigation systems for greenhouses and row crops. By refinancing the existing lender debt, the company will be able to remain in business saving 120 jobs; $641,354 to the county for housing ; $987,500 to Town of Champion to complete installation of sewer collection lines, mains and pump station and $238,100 to upgrade water treatment facility; $339,000 to the Town of Champion to purchase a building that will serve as the Town Hall; $1,975,000 to the Town of Champion to establish the Great Bend Sever District, including collection pipeline, mains and a pump station; $618,900 loan and $364,100 grant to Town of Lyme to construct water distribution system; $100,000 loan and $800,000 grant to Town of Orleans to form sewage collection district in Fineview area; $406,500 loan to Town of Pamelia to construct water distribution system; and $62,800 grant and $30,000 loan to the Development Authority of the North Country to complete regional water transmission facility.

OSWEGO COUNTY- $ 9.7 million (HUD: $7.9 million, USDA: $1.8 million).

HUD funding will provide: $300,000 to Oswego County to establish a microenterprise assistance program which will create 60 new jobs; $1,900,000 to the City of Oswego will result in housing rehabilitation, elderly housing rehabilitation, storm and sanitary sewer separation, affordable homeownership and clearance of an industrial site; $1,900,000 to the City of Oswego will allow for 40 units of housing to be rehabilitated, storm and sewer separation and homeownership assistance for 15 first time homebuyers; $3.8 million to the City of Fulton for the second and third year of a multi-year grant for housing rehab, lead-paint remediation, street repair, affordable housing, economic development assistance and a microenterprise program.

USDA funding will provide: $600,000 for the Salmon Hills Cross Country Ski Resort to develop the property and to refinance its existing debt; $465,170 for housing; $267,270 loan and $15,000 grant to Town of Redfield to construct new Town Hall; $450,400 loan and $25,000 grant to Town of Redfield to construct new town garage.

ST. LAWRENCE COUNTY - $ 7.8 million (HUD: $ 4,370,000, USDA: $ 3.4 million).

HUD funding will provide: $270,000 for the Town of Fine for a wastewater collection system & improvements benefiting 36 households; $400,000 (leverage $664,000) for 20 first time homebuyers in the Village of Gouverneur; $400,000 (leverage $672,300) to 18 first time homebuyers in the Village of Massena;$400,000 (leverage $90,000) to rehab 47 units of housing in the City of Ogdensburg; 1997- $800,000 third year of multi-year Downtown Neighborhood Revitalization to City of Ogdensburg;$400,000 (leverage $422,000) to 15 first time homebuyers in the Village of Potsdam; $400,000 (leverage $30,000) for 25 units in St. Lawrence County; $400,000 (leverage $75,000) to rehab 25 units in St. Lawrence County; 1997-$450,000 second year and 1998-$450,000 third year for countywide Direct Homeownership Assistance Program

USDA funding will provide: $700,500 loan to Rose Hill Foundation to construct a chemical dependency treatment facility that will serve 200 patients a year; $641,510 for housing; $300,000 for the Brier Hill Fire District to construct a new fire hall with a community room; $90,000 to the Potsdam Volunteer Rescue Squad that will be used to purchase a rescue vehicle; $120,000 loan, $60,000 grant, and $170,000 to Wee Care Childcare of Massena to enable the company to purchase and renovate an existing building for a daycare center; $1,200,000 to AgPro, Ltd., to enable the soybean processing plant to purchase new equipment, creating approximately 10 jobs; and $131,175 for the Town of Clinton complete improvements to the town's water distribution system

TIOGA COUNTY - $1.8 million, all from HUD.

HUD funding will provide: $400,000 (leverage $60,000) to rehab 23 units in the Town of Barton; $400,000 (leverage $40,000) to rehab 31 units in the Village of Waverly; $400,000 Town of Candor second year of multi-year grant to continue their housing rehabilitation efforts of 22 units substandard owner occupied properties; $600,000 Tioga County third year of multi-year grant economic development loan for retention of jobs and creation of new jobs in Town of Berkshire.
