CUOMO AWARDS $15.3 MILLION IN GRANTS TO FIGHT DRUGS AND CRIME
IN PUBLIC AND ASSISTED HOUSING IN FLORIDA
Housing and Urban Development Secretary Andrew Cuomo today awarded $15,333,677 in grants to fight drug abuse and other crimes in public housing and HUD-assisted housing in Florida.
Florida's grants will be distributed to housing authorities and owners of HUD-subsidized housing for low-income families in the following cities:

"These grants are good news for some of the poorest families in Florida and bad news for drug dealers who terrorize them," Cuomo said. "We will fight drug abuse with prevention and treatment programs and with a crackdown on drug dealers and other criminals. We are telling drug dealers in HUD housing to find another line of work or be sent to another type of subsidized housing - a prison cell."
Cuomo said the Department's $24.5 billion budget for the 1999 fiscal year, which he called "the best HUD budget in 10 years," will speed the transformation of public and assisted housing.
"HUD is transforming public housing from isolated ghettos of poverty, drugs, despair and crime into safe and economically integrated communities of opportunity," Cuomo said.
Nationwide, HUD is awarding $305.2 million in Drug Elimination Grants this year -
more than in any previous year. The grants will be distributed in the next several weeks in this way: $280.6 million to 749 public housing authorities; $8 million to 39 Indian Tribes; and $16.6 million to 143 privately owned housing developments that receive HUD assistance.
Another 53 privately owned HUD-subsidized low-income housing developments will receive a total of $11.7 million from a similar program called the New Approach Anti-Drug Program.
Vice President Al Gore, Cuomo and Attorney General Janet Reno announced a four-part enforcement and prevention strategy to fight crime and drugs in public housing in June 1997. The grants announced today are one element of that strategy
The Drug Elimination Grants are awarded on a competitive basis, based on the seriousness of the drug and crime problem facing a housing authority or assisted housing development, and the strength of local plans to address the problem. About 900 housing authorities, 60 Indian tribes and 500 privately owned housing developments applied for the grants being awarded this year.
HUD has awarded more than $1.6 billion in Drug Elimination Grants since 1989, including the grants being awarded this year.
In public housing, the Drug Elimination Grants are used for: drug prevention, intervention and treatment programs; reimbursing law enforcement agencies for providing additional security; hiring security guards and investigators; resident anti-crime patrols; and physical improvements to housing developments to enhance security - such as fencing, lighting and improved locks.
In assisted housing, the Drug Elimination Grants are used for: drug prevention and education programs; referrals to drug treatment and counseling; and physical improvements to developments to enhance security. Individual grants for assisted housing developments are limited to a maximum of $125,000.
The New Approach Anti-Drug Program (formerly known as the Safe Neighborhoods Grant Program) provides funds for improving security at HUD-assisted developments and in surrounding neighborhoods by: hiring security guards, paying for extra police patrols, assisting in the investigation and prosecution of drug-related criminal activity, and implementing security-related physical improvements.
HUD's budget for the fiscal year that began Oct. 1 increases funding for HUD's key programs and renewals of Section 8 rental assistance by a total of more than $2 billion in the budget over 1998 levels. Spending was increased on most HUD programs and wasn't cut in any programs.
Legislation passed in the same bill as HUD's budget, and signed by the President, will:
- Transform public housing by reducing segregation by race and income, encouraging and rewarding work, bringing more working families into public housing, and increasing the availability of subsidized housing for very poor families. In addition, the bill improves living conditions in public housing, gives the poorest families neighbors who will be role models of working families, and reduces crime. The bill also allows HUD to continue to tear down the largest failed public housing projects and replace them with new townhouse-style developments.
- Expand the supply of affordable housing by enabling 90,000 more families to get Section 8 rental assistance vouchers that will subsidize their rents in privately owned apartments - the first increase in vouchers in four years.
- Increase homeownership by raising the limit on home mortgages insured by the Federal Housing Administration from the current range of $86,317 in low-cost housing areas to $170,362 in high-cost areas. The bill increases the loan limits to a range of $109,032 in low-cost areas to $197,621 in high-cost areas. The higher ceiling on FHA-insured home mortgages opens the door of homeownership to thousands of families needing FHA insurance to get mortgages, but locked out now because the current loan limits have not kept pace with rising home prices.

Atlantic Beach

$39,000 in Drug Elimination Grants will go to the Housing Authority of the City of Arcdia to fund programs targeting drug-related crime and activities in and around public housing.
Bradenton
$252,000 in Drug Elimination Grants will go to the Housing Authority of the City of Bradenton to fund programs targeting drug-related crime and activities in and around public housing.
Cocoa
$350,400 in Drug Elimination Grants will go to the Housing Authority of the City of Cocoa to fund programs targeting drug-related crime and activities.
Crestview
$81,900 in Drug Elimination Grants will go to the Crestview Housing Authority to fund programs targeting drug activity and drug-related crime in the public housing neighborhood.
Dade City
$62,100 in Drug Elimination Grants will go to the Pasco County Housing Authority to fund programs targeting drug activity and drug-related crime in public housing neighborhood.
Daytona Beach
$258,792 in Drug Elimination Grants will go to the Housing Authority of the City of Daytona Beach to fund drug elimination and delinquency prevention programs.
Deerfield Beach
$58,800 in Drug Elimination Grants will go to the Housing Authority of the City of Deerfield Beach to fund a holistic approach to reducing/eliminating drugs in and around public housing sites. The Broward Sheriff's Office will provide the housing authority with heavy enforcement. The PHA will enforce the lease provisions regarding drug free housing and provide residents with an alternative to drug activities by providing them with a youth entrepreneurial program.
Delray Beach
$60,000 in Drug Elimination Grants will go to the Delray Beach Housing Authority top fund comprehensive and coordinated security and skills enhancing training programs to reduce drug-related crime. This will include providing a security monitoring system for the entire site.
Fort Lauderdale
$266,400 in Drug Elimination Grants will go to the Housing Authority of the City of Fort Lauderdale to fund incorporation of Community Policing, Training and Employment for Residents, Youth Leadership Development & Program Activities, and Support for Resident-Owned Business.
Fort Lauderdale Lakes
$125,000 in Drug Elimination Grants will go to private landlords of subsidized housing to fight the menace of drugs in their properties.
Fort Myers
$290,400 in Drug Elimination Grants will go to the Housing Authority of the City of Fort Myers to fund Law Enforcement Strategies, Drug Prevention & Intervention, Job Training & Education, and Multiple Management Practices. The plan provides for Resident Patrols as well as on-site case management and a Drug Elimination/Resident Initiative Coordinator.

Gainesville
$165,860 in Drug Elimination Grants will go to the Gainesville Housing Authority to target drug activity and drug-related crime in the public housing neighborhood.
$82,500 in Drug Elimination Grants will go to the Alachua County Housing Authority to fund a program targeting drugs and drug-related crime.
Hialeah
$331,200 in Drug Elimination Grants will go to the Hialeah Housing Authority to fund a comprehensive plan strategy to eliminate drug-related crime at Hoffman Gardens and Donald F. Scott Villas public housing communities. The plan includes: law enforcement strategies; drug prevention intervention, referral and treatment programs; and multiple management practices.
Jacksonville
$785,200 in Drug Elimination Grants will go to the Jacksonville Housing Authority to fund a comprehensive approach featuring drug prevention, intervention and treatment.
$787,569 in Drug Elimination Grants will go to private landlords of subsidized housing to fight the menace of drugs in their properties.
Key West
$174,300 in Drug Elimination Grants will go to the Housing Authority of the City of Key West to fund a comprehensive drug elimination plan including: a Baseline Drug Elimination Program, a Youth Empowerment Program, a Community Empowerment Program, and a Family Therapeutic Drug Treatment Campus and Educational Campus.
$100,000 in Drug Elimination Grants will go to the Monroe County Housing Authority to fund a comprehensive plan strategy to eliminate drug-related crime at Newport Village public housing community. The plan includes: law enforcement/security strategies; drug prevention, intervention, referral and treatment programs; job training and education; and a community empowerment program.
Lake Wales
$72,000 in Drug Elimination Grants will go to the Lake Wales Housing Authority to fund programs targeting drug-related crime and activities in and around public housing.
Lakeland
$224,400 in Drug Elimination Grants will go to the Housing Authority of the City of Lakeland to fund programs targeting drug-related activities and crime in and around public housing sites.
$250,000 in New Approach Grants will be used to combat drug-related and other crime problems on the premises of Lakeland Presbyterian Homes. Operations related to law enforcement include investigative services and the installation of surveillance cameras and monitors.
Lauderhill
$232,800 in Drug Elimination Grants will go to the Broward County Housing Authority to fund a program capitalizing on family centered services. Community centers will be the pivotal point of all activities including: Community Oriented Policing (COP) assuring safe neighborhoods and friendly ties between patrol officers and residents; welfare to work initiatives with on-site case managers and computer linkage to job placements; and youth enrichment activities through the YMCA and Boys/Girls Club.
Merritt Island
$187,500 in Drug Elimination Grants will go to the Housing Authority of Brevard County to fund programs targeting drug-related crime and activities.
Melbourne
$208,800 in Drug Elimination Grants will go to the Melbourne Housing Authority to fund programs targeting drug-related crime and activities.
Miami
$5,266,770 in Drug Elimination Grants will go to the Miami-Dade Housing Agency to fund security and prevention to be provided by Miami-Dade Police Department's Housing Police Bureau in coordination with municipal police department, residents and area leaders. Neighborhood Enhancement Boards will be established. Education, training and job placing opportunities will be developed. Youth Development and Sports activities will expand to include sports competition among residents.

New Smyrna Beach
$50,000 in Drug Elimination Grants will go to the Housing Authority of New Smyrna Beach to fund drug prevention, intervention programs and to reduce drug-related activity in the public housing community.
Ocala
$55,500 in Drug Elimination Grants will go to the Ocala Housing Authority to fund activities to reduce drug-related crime and to enhance the quality of living for public housing residents.
$360,424 in Drug Elimination Grants will go to private landlords of subsidized housing to fight the menace of drugs in their properties.
Orlando
$433,160 in Drug Elimination Grants will go to the Housing Authority of the City of Orlando to provide for community outreach programs, drug intervention, recreation and family development activities, computer lab personnel, and cultural programs.
Palatka
$388,800 in Drug Elimination Grants will go to the Palatka Housing Authority to fund efforts to prevent drug-related crimes through proactive community involvement.
Punta Gorda
$92,000 in Drug Elimination Grants will go to the Punta Gorda Housing Authority to fund additional security and decrease youth drug activity with the establishment of a Boys and Girls Club.
Panama City
$135,000 in Drug Elimination Grants will go to the Panama City Housing Authority to fund a comprehensive approach to reduce illegal drug activity and drug-related crimes in the public housing developments.
Pensacola
$180,900 in Drug Elimination Grants will go to the Area Housing Commission to fund a program designed to protect and strengthen public housing and the surrounding community utilizing a combination of law enforcement and drug prevention activities.
Riviera Beach
$50,000 in Drug Elimination Grants will go to the Riviera Beach Housing Authority to fund programs and activities designed to foster a preventive approach in addressing the problems of drugs and drug-related crime in the Ivey Green development. These include contracted security enhancement to the Computer Learning Center and Resident Initiatives designed to foster self-sufficiency.
$250,000 in New Approach Grants will be utilized to provide additional security services by the City of Riviera Beach Police Department and install additional lighting at Broadmoor Complex and Ivey Green Village and surrounding neighborhood.
Sanford
$144,000 in Drug Elimination Grants will go to the Housing Authority of the City of Sanford to fund a program designed to provide a comprehensive approach to address drug problems and associated crimes in the public housing developments and the surrounding areas.
Sarasota
$162,940 in Drug Elimination Grants will go to the Housing Authority of the City of Sarasota to fund programs targeting drug related activities and crime in and around public housing.
Tallahassee
$124,495 in Drug Elimination Grants will go to private landlords of subsidized housing to fight the menace of drugs in their properties.
Tampa
$952,762 in Drug Elimination Grants will go to the Tampa Housing Authority to fund a Maintenance Impact and Security Impact Team to eradicate drugs, crime and lawlessness. The plan includes job training/placement, a computer learning center and a comprehensive youth sports and cultural program.
West Palm Beach
$161,684 in Drug Elimination Grants will go to the Palm Beach County Housing Authority to fund resident patrols, youth crime watch, and community police patrols will be used to combat the problem of open drug trafficking in the community. Site lighting will be upgraded and fencing will be installed to limit access. The Workforce Development Board will provide job incentives to youth and adults in the community.
Winter Haven
$68,700 in Drug Elimination Grants will go to the Winter Haven Housing Authority to fund programs targeting drug-related crime and activities in and around public housing.
