1999 PHDEP Program Project Summary -- Arizona
The City of Chandler Youth Program is a public housing based program whose goal is to ensure that all public housing youth have access to fundamental resources necessary to help in the fight against drugs and alcohol. The purpose of the program is to impart specific skills and learning opportunities in a proactive and preventive manner which ensures that all youth can achieve success through academic, career, and personal/social development experiences at their respective public housing sites.
The City of Eloy Strategic Plan for Growth and Sustainability summarizes goals and objectives as: Community Planning, Employment Opportunities, Economic Diversification & Quality of Life. Our major activities and programs are community driven and have resulted in the creation of additional low income housing, job training, job placement, & economic growth to promote new job opportunities. Our job is also to find other areas of education and interest for the youth and adults of our community, to help them fight off drugs and other substances detrimental to their well-being.
The City of Flagstaff Housing Authority will be using this grant to continue funding drug prevention programs in addition to implementing new programs. This grant will fund an after school program which will include a DARE/GREAT component that will be taught by the Community Police Officer and will serve the young people from kindergarten through college providing new computers for the young people to do homework, resumes, and to learn job skills.
Maricopa County Housing Authority will seek to address the full range of developmental and social needs of the MCHD residents and community members with special emphasis on: (a) substance abuse, crime, and gang prevention activities; (b) economic self-sufficiency activities for TANF impacted residents, and youth development activities. In order to increase program efficiency and reduce duplication of services, MCHD has established a broad base of over 10 collaborative partnerships to plan and carry out implementation of the DEP. In light of over 75% Hispanic residents, the prevention training will emphasize bi-lingual trainers.
The Phoenix Housing Department have identified four critical program activities to address economic development and social integration for residents of three public housing sites: Foothills Village (6300 S.7th Ave.), Luke Krohn (1940-1/2 E. Villa), and Sidney P. Osborn (1720-1/2 E. Adams). The four activities which will serve over 650 residents are: Educational Development, Neighborhood Policing, Community Development, and Life Skills Training.
The Pinal County Housing Authority's program takes a proactive approach which compliments HUD's public housing philosophy. Empowering the residents to help themselves make the transition from welfare to work is our main goal in each activity we are proposing. We are seeking funding to continue the Family Resource Center and the Adult Education Center while also providing support and assistance to the residents in their search for employment. Each of these projects will have long-term impact on the lives of the people living in public housing. Hispanics are the predominant population of about 300 people to be served.
The City of South Tucson Housing Authority will implement a Youth Mentoring Program where two to three teenagers in the family section of El Progresso and scattered sites (located at 1713 S. 3rd Avenue and throughout South Tucson, respectively), will be trained to improve their self-esteem, self-confidence, teamwork and trust. Videos and books will be developed by the teenagers to mentor younger children.
The Public Housing Authority (Community Services Department, City of Tucson) proposes to reduce or eliminate drug-related crime at seven scattered sites. A focused, preventative approach will be undertaken utilizing a variety of existing programs offered by Child and Family Resources, Inc., City of Tucson Parks and Recreation and Community Services Departments, Sahuaro Girl Scouts, Inc., CODAC Behavioral Health Services, Inc., and Compass Health Care, Inc.
The City of Williams Housing Authority's drug elimination program is aimed at providing education, security, and prevention to eliminate drug abuse and related crime. The funds from this application will (1) provide support for an after school program for children in Kindergarten through Sixth Grade, (2) improve our computer training resources and contract for professional computer skills training, and (3) pay the salary for our resident initiatives coordinator, who runs all of our drug elimination activities. The program will serve 30 public housing families living in Williams, Arizona.
The Housing Authority of the City of Yuma (HACY) will use an holistic, preventive-based approach to reduce/eliminate drug-related crime at all of its public housing sites located throughout the City of Yuma. A partnership with the Boys and Girls Club offering after school activities and a summer program to public housing youth is a cornerstone of the prevention program which also includes continuation of a computer lab, recreational opportunities, and educational classes. In addition, the Authority intends to deter drug-related incidents and crime through the maintenance of its Volunteer Tenant Patrol Program and to address security and safety issues through a contract with a licensed investigator. The Authority's Drug Elimination Program is targeted at 235 public housing units where approximately 600 persons reside.
